Adjourn Respectfully Submitted: Kevin Dorn, City Manager *** Attachments Included STEERING COMMITTEE November 5, 2019 The South Burlington Steering Committee (Joint Meeting of the City Council and School Board) met on Tuesday, November 5, 2019 at 7:00 PM in the Library of the Frederick H. Tuttle Middle School, Dorset Street. CITY COUNCIL MEMBERS PRESENT: H. Riehle; Chair, M. Emery, T. Barritt, T. Chittenden, D. Kaufman SCHOOL BOARD MEMBERS PRESENT: E. Fitzgerald; Chair, Martin LaLonde, A. McHenry, B. Burkhardt, B. Minier LEGISLATORS PRESENT: Senators T. Ashe, P. Baruth, G. Lyons, C. Pearson, and Representatives A. Pugh, M. Townsend, M. LaLonde (also a member of the School Board), J. Killacky ALSO PRESENT: K. Dorn; City Manager, T. Hubbard; Deputy City Manager, D. Young; Superintendent of Schools, I. Blanchard; Community Development Director, M. Clark; The Other Paper. 1. Welcome 2. Pledge of Allegiance 3. Agenda Review: Additions, deletions or changes in order of agenda items There were no changes to the agenda 4. Comments and questions from public not related to the agenda There were no comments from the public 5. Approve Minutes; May 8, 2019 Steering Committee meeting: T. Barritt moved to approve the minutes. A. McHenry seconded the motion. The motion passed. October 28, 2019 Steering Committee meeting: The Steering Committee discussed potential edits to the minutes and chose to hold them for a future meeting where edits could be presented. 6. Meeting and Discussion with members of the South Burlington House Delegation and Chittenden County Senate Delegation regarding State legislative matters of interest to the City and School District. D. Young presented a briefing on a series of issues important to the School District including Act 46, Act 77, Act 173, Act 66, Act 11, as well as a Tax Stabilization Fund, Statewide Facility assessments and School Construction Aid. There was general discussion between all present regarding the status of these statutes and issues and impacts on Schools and the School District. H. Riehle, K. Dorn and I. Blanchard introduced issues important to the City including possible amendments to Tax Increment Financing, funding for Community Outreach, Net Metering and rooftop solar, funding for the Restorative Justice Program, issues of serious crime and mental competency, and local control. M. Emery and H. Riehle provided an overview of the recent Domestic Violence Forums. There was a general discussion between all present regarding concerns with the Chittenden County Correctional Facility, the new Williston Park and Ride, the status of the damaged Kimball Avenue/Marshall Avenue Bridge, and mental health and criminal justice. A. McHenry asked legislators to support tighter restrictions on access to tobacco and vaping products as well as increasing the age to purchase these products. T. Barrett encouraged legislators to be aware of the financial concerns with State pension funds as well as asking legislators to pass legislation requiring the Tax Department to provide documentation to local option tax communities about which entities are paying taxes into the state. C. Pearson briefed on the status of stormwater legislation and regulations. 7. Update on Community Center, 180 Market Street K. Dorn briefed the Committee on the status of the Community Center project and also on the completion of Market Street. 8. Future agenda topics The Steering Committee asked that future agendas include a follow-up on the legislative issues discussed and the upcoming Sexual Violence Forums. 9. Schedule next meeting date The next meeting of the Steering Committee will be in January to exchange budgets. That date will be decided consistent with the schedule to prepare budgets to present to the voters. 10. Other Business There was no further business to come before the Steering Committee 11. Adjourn A. McHenry moved to adjourn. T. Chittenden seconded the motion. The meeting was adjourned at 8:43 PM
