Interim Zoning, Transferable Development Rights Committee
January 8th, 2019
Minutes
The first meeting of the South Burlington TDR Committee was held from approximately 9:00 until 9:40 PM on
January 8, 2019 in the Green Mountain Room in the South Burlington City Offices building on Dorset Street.
The following members were present: Tim Barritt, Andrew Chalnick, Tom Bailey and Monica Ostby (an
alternate replacement for Michael Mittag). Michael Albertson was not present. In addition, Kevin Dorn, City
Manager, was present as were three unidentified members of the audience.
Kevin reminded the Committee members of the Committee mission and indicated that the purpose of this
meeting is organization and scheduling of future meetings. He also described key applicable elements of
Vermont Open Meeting Law, members ethical obligations and his expectation that the records and activities of
the Committee be posted on the City’s website for the general public to see.
After introductions, the members informally discussed the meeting’s goals and by consensus decided the
following:
1. Tom Bailey was chosen as Clerk. The choosing of the rest of the officers was deferred until the next
meeting.
2. The Committee’s meeting procedures will be informal, at least initially, but decisions and actions
regarding policy will be formal with motions and votes.
3. Member’s ethical responsibilities and possible conflicts of interest will be addressed if necessary by self
identification and disclosure and self remedy.
