South Burlington Library Board of Trustees
Thursday, October 19, 2023

The Chair called the meeting to order at 6:05 pm
At the time the meeting was called to order, the SBPL Board of Trustees did not have a quorum to take
action on items on the agenda. The agenda was revised to have the Director’s report moved to the top
of the agenda.
Library exits were reviewed.

Director’s Report
Jennifer Murray introduced Mae Stokes as a staff member who has responsibility for administrative
tasks which includes ensuring that all Library committees and Board meeting minutes are uploaded to
the City’s website. All minutes should be sent to Mae (mstokes@southburlingtonvt.gov) and Jennifer
should be copied on the email. There will be a new template created by the city to be used for agendas
and minutes. Jennifer will share when it is available.
The social worker intern from the Howard Center will be introduced at the November board meeting.
Jennifer reports the intern is a nice addition to the staff and is working on creating resources/referrals to
be posted in Library bathrooms with the hopes that maybe they will be used in the entire building.
Finally, Jennifer reported that she is reviewing all the meetings she attends to see how to best use and
manage her time.
At 6:15, the Board achieved a quorum of its members and the agenda and action items proceeded as
follows:
Approval of regular board minutes of September 25, 2023
Upon a motion made by Trustee Rebecca Stazi and seconded by Anne Gilson LaLonde, the Trustees
voted unanimously to accept with edits, the minutes of the September 25, 2023 Board of Trustees
Meeting.
Proposed Slate South Burlington Public Library Foundation Directors
Anne Gilson LaLonde presented and made a motion to accept the proposed slate of officers for the
South Burlington Public Library Foundation. Ted Lenski seconded the motion and the Trustees voted
unanimously to accept the slate of officers as listed below. The Foundation Bylaws require one designee
from the South Burlington Public Library Board of Trustees to sit on the Foundation’s Board of Directors.
The designee is Stacey Pape.

Committee Reports
Finance Committee:
The Chair of the Committee reviewed the budget and highlighted line items where changes have been
made: increase in salary to cover requests for increase in reservations hours and increase a part time to
full time due to library staffing needs. There are additional funding requests for the library of things,
audio and eBooks, and AV support. Online print subscriptions have increased and additional funds for
training for staff have been requested. The Trustees will wait to hear from the City before discussing
other budgetary concerns that might impact the need to purchase new equipment for the
copying/printing process or consider other possibilities that may affect revenue.
Upon a motion made by Trustee Ted Lenski and seconded by Kevin Morgenstein Fuerst, the Trustees
voted unanimously to accept the proposed FY 2025 budget.
Governance and Nomination Committee
The Governance committee shared concerns about the current Library of Things policy and the waiver
that needs to be signed on a yearly basis. The board discussed the need for the waiver given some of
the items in the Library of Things. Waivers can only be signed by someone who is 18 or older.
Upon a motion made by Trustee Anne Gilson LaLonde and seconded by Donna Swartwout, the Trustees
voted unanimously to accept the proposed change in the Library of Things policy that Library of Things
Items may only be checked out by patrons 18 years of age or older.

Seeing no other business, the Chair adjourned the meeting at 6:55 pm.
