September 13, 2022 - SOUTH BURLINGTON ECONOMIC DEVELOPMENT COMMITTEE DRAFT MINUTES
Members present: Linda Norris, Sriram Srinivasan, Charles Johnson, John Burton, Tom Bailey,
and Ken Linge.
Members absent: Tom Bailey
Others in attendance: Jessie Baker, City Manager, Ilona Blanchard, City Development Director,
1.Welcome and introduction of new members: John Burton welcomed all and called the meeting
to order at 5:30 PM.
2.Public comments on items not on the agenda: none
3.Approve minutes from August 9, 2022 EDC Meeting: The agenda was reviewed and approved.
So moved by Sriram S and seconded by Ken L.
4.City Manager Updates: Jessie reported that next Monday, the City Council (CC) will be
reviewing the CAPTF recommendations and draft of the Ordinance Relating to Heating and
Water in new construction for SB. Much discussion ensued. All are invited to attend and she
has sent out invitations to local developers, utility providers, and other community partners.
Jessie is meeting with SB Interim School Superintendent this week to review potential School
Impact Fees for future Council consideration. The University of Vermont has made a $22M+
institutional investment in housing on Market Street for grad students & staff needs of the
future. This is in addition to the UVM Medical Center housing investment recently made in City
Center for housing nursing and medical staff. The final TIF Bond vote will be on the ballot on
Town Meeting Day 2023.
5.Reactions to intern Isabelle Menard presentation on collecting city data and next
steps: Discussion focused on where to go from here with the data. John B questioned what
the data tells us, where does it sit and who manages it? More follow up and analysis needed
and Linda and Srini volunteered to spend some time with Ilona to review and make
suggestions for the Dashboard. Ilona will send the Excel file to all EDC members and they in
turn should make 1-2 suggestions for what they would like for this data dashboard.
6.Discussion about proposed new construction heating ordinance: New drafts of this Ordinance
will be forthcoming after CC meeting next Monday. The CC has a sense of urgency to move on
this important work. Tom queried if they are moving too fast on this initiative and should it be
driven at State level. Srini reiterated that City of BTV has approved this and many other cities
across the US are adopting similar initiatives. Much discussion ensued and ALL invited to CC
mtg next Monday.
7.ARPA Survey review: See Andrew Bolduc attachment to this meeting agenda for full survey
results. Jessie discussed the summary of the city survey. Community results had in order of
importance: #1 Child Care Centers, #2 Water, sewer , storm water, #3 High speed Internet, #4
Income Disparities , #5 Rec Paths Sidewalks. There will be further discussion with CC at a
special meeting this Fall.
8.Ways to increase engagement with the business community: will be first on a future agenda.
