RE: Chittenden County I-89 2050 Study Update
In response to your request for an update for the City and School Board, we offer the following status report.
Please let us know if the School Board or City Council would like to offer further input on the interchanges or any
other aspect of the work at this point in time or wait until the next public meeting cycle.
Background: The CCRPC in collaboration with VTrans, municipalities, and other interested parties is conducting
the I-89 2050 Study to assess safety, capacity, multimodal access, resilience, and other transportation and land
use issues along the I-89 Corridor and its interchanges within Chittenden County; and to develop a
comprehensive multimodal investment plan through 2050. A Vision was established for the I-89 Corridor, as an
interstate system (mainline and interchanges) that is safe, resilient, and provides for reliable and efficient
movement of people and goods in support of state, regional, and municipal plans and goals.
•Completed I-89 Study Tasks: The study evaluated existing multimodal conditions along the I-89 Corridor
and its interchanges; developed a vision and goals; evaluated numerous new and improved interchange
alternatives; conducted extensive outreach to the public including underserved populations, municipal
officials, and other stakeholder groups; and developed bundles of multimodal corridor improvements that
will be evaluated in the next phase of the I-89 2050 Study. For more information please go to the

•Current I-89 Study Task: Development of a Strategic Model to Evaluate Travel Demand Management
(TDM) Strategies and other Policies
o In late May, the CCRPC hired RSG to develop a Regional Strategic Planning Model (RSPM) for
Chittenden County that is currently being used to evaluate high-level policies that could facilitate
the reduction in vehicles miles traveled (VMT) and greenhouse gas (GHG) emissions in the county.
Results of this model will be used to inform the I-89 Transportation Demand Management (TDM)
bundle evaluation.
o An I-89 TDM Focus Group was formed with representation from interested parties to assist the
project team to select policies and investments to evaluate (scenarios); review results; and
prioritize areas for action. The Focus Group assisted in defining the various scenarios that will be
evaluated using the RSPM. These scenarios include evaluations of: increasing biking and transit;
implementing parking pricing; increasing land use density and increased households in the county
along with more walkable community design; assessing effects of income disparity and vehicle
fleets. The consultant is also evaluating impacts of telecommuting trends on VMT and GHG
emissions.
•Remaining I-89 Study Tasks:
o Task 5 - Evaluate the bundles of improvements that were approved by the I-89 Advisory Committee
during their last meeting in June. These bundles of improvements include: Increases in TDM
programs and policies (see above); reconstructed Exit 14 (Diverging Diamond Interchange);
reconstructed Exit 13 (Single Point Diamond Interchange); and New Exit 12B Interchange at the VT
116 overpass.
o A public meeting is expected to review this work. It is not yet scheduled, but may occur before the
end of the calendar year.

o Task 6 - Development of an Implementation Plan to prioritize the investments (short, medium, and
long-term) with performance measures and triggers/thresholds that will indicate if, and when, we
should start planning for a major capacity (interchange or additional lanes on I-89) investment. This
would likely only happen if the TDM programs and policies are not achieving the desired results.
o A public meeting is expected to review this work. It is not yet scheduled, but may occur in the
March timeframe.
o Task 7 - Draft and Final Reports. Expected to be completed by the end of June 2022.
