STEERING COMMITTEE Monday, November 9, 2020 The South Burlington Steering Committee (Joint Meeting of the City Council and School Board) met on Monday, November 9, 2020 in a fully electronic meeting. The meeting began at 7:04 PM. CITY COUNCIL MEMBERS PRESENT: H. Riehle; Chair, M. Emery, T. Barritt, T. Chittenden, D. Kaufman SCHOOL BOARD MEMBERS PRESENT: E. Fitzgerald; Chair, A. McHenry, B. Burkhardt, B. Minier, M. LaLonde ALSO PRESENT: K. Dorn; City Manager, T. Hubbard; Deputy City Manager; D. Young; Superintendent of Schools, A. Denton; School District Business Manager, T. LaBlanc; Assessor, B. Bowlin; Tyler Technologies, B. Sirvis, Diane Bugbee; members of the public 1. Welcome 2. Agenda Review: Additions, deletions or changes in order of agenda items There were no changes to the agenda 3. Comments and questions from public not related to the agenda There were no comments from the public 4. *** Approve Minutes from July 20, 2020, Steering Committee meeting T. Barritt moved to approve the minutes. T. Chittenden seconded, the minutes were approved by unanimous vote. 5. Closing out FY 2020 -- Financial updates, and Council and Board discussion regarding FY 2022 budget priorities – Tom Hubbard and David Young T. Hubbard briefed the committee on steps taken by the City to end the FY’20 budget in the black. These measures included furloughs, a freeze on hiring and a freeze on spending. D. Young and A. Denton briefed the Committee on the same issues related to the FY ’20 School District budget. D. Young further briefed the Committee on educational priorities and teacher and support staff negotiations. (AT THIS POINT IN THE MEETING THE COMMITTEE ASKED THAT MULTIPLE DISRUPTIVE CALLERS TO THE MEETING BE BLOCKED. THE BLOCK WAS IMPLEMENTED AND THERE WERE NO MORE INTERUPTIONS TO THE MEETING) 6. 180 Market Street Progress and planned move in schedule – City, Ilona Blanchard K. Dorn and I. Blanchard updated the Committee on construction of the South Burlington Public Library and City Hall. B. Burkhardt requested that the first two parking spaces on Market Street to the east of the street accessing the Central School be blocked off to provide better views to the east of people exiting the school. 7. Airport (FAA) Grant award update for Gertrude Chamberlin School - School, David Young D. Young reported that the School District will be receiving a $4 million federal grant for the upgrade of the HVAC system at the Chamberlin School and other soundproofing measures. 8. Status of the Reappraisal/CLA Calculation process - City, Todd LeBlanc T. LeBlanc and B. Bowlin gave an update on the reappraisal of City residential and commercial properties 9. Discussion regarding re-establishing School Impact Fees – School, David Young D. Young discussed the School District’s interest in re-establishing impact fees for education noting that the fees were phased out in 2007 but enrollments have exceeded projections from those times. 10. Covid-19 Update Schools/City K. Dorn and D. Young updated the committee on measures being taken in the City and Schools related to the Covid – 19 pandemic and costs associated with those measures. H. Riehle recognized City Clerk D. Kinville for keeping voters safe during the recent voting process. 11. Capital projects update – TIF – City, Kevin Dorn K. Dorn informed the Committee that there may be a vote to authorize Tax Increment Financed debt for one or two projects on the ballot in March for the voters to consider. 12. Other Business D. Young recognized A. Denton who is retiring after over 30 years of service to the School District. 13. Adjourn T Barritt moved to adjourn at 8:30 PM. T. Chittenden seconded the motion. The vote to adjourn was unanimous.
