Re: Orchard School - Temporary Vehicle Storage
On behalf of the Orchard School, we are submitting this site plan amendment application
for temporary vehicle storage on the school property for the abutting Shearer Volkswagen
use. As can be seen on the Site Plan, two areas on the western side of the school's
property will be designated as temporary vehicle storage to be used by the Shearer
dealership during site construction from June 19 to August 15, 2014. After this point, no
temporary parking will be necessary.

The notes I have in my file from our telephone conversation of December 19, 2001 is that
someone would contact Black River Design to see if they have the plans Carl Fuller referenced in a
letter to me dated March 20, 1996. The original proposal for the school addition did not include any
new exterior sewer piping construction. This changed and Carl forwarded partial plans for the sewer
construction and a letter stating the sewers were properly installed noting that he would forward the
full set of plans following completion of construction in the spring/summer of 1996. I did state to you
on December 19 that I would process the final permit based on the partial plans if Black River Design
did not have the full set. Please let me know if Black River Design has the plans.

GENERAL NOTES
1. Utilities shown do not purport to constitute or represent all utilities located upon or adjacent to the surveyed
premises. Existing utility locations are approximate only. The Contractor shall field verify all utility conflicts. The
Contractor shall contact Dig Safe (888-344-7233) prior to any construction. In addition to Dig Safe, the
Contractor shall have an Independent underground utility locating service locate any existing underground utilities
within the immediate project area prior to construction and report any discrepancies to the Engineer.
2. All existing utilities not incorporated into the final design shall be removed or abandoned as Indicated on the
plans or directed by the Engineer.
3. The Contractor shall maintain as —built plans (with ties) for all underground utilities. Those plans shall be
submitted to the Owner at the completion of the project.
4. The Contractor shall repair/restore all disturbed areas (on or off the site) as a direct or Indirect result of the
construction.
5. All grassed areas shall be maintained until full vegetation is established.
6. Maintain all trees outside of construction limits.
7. The Contractor shall be responsible for all work necessary for complete and operable facilities and utilities.
8. The Contractor shall submit shop drawings for all items and materials incorporated into the site work. Work
shall not begin on any item until shop drawing approval is granted.
9. In addition to the requirements set In these plans and specifications, the Contractor shall complete the work
in accordance with all permit conditions and any local Public Works Standards.
10. The tolerance for finish grades for all pavement, walkways and lawn areas shall be 0.1 feet.
11. Any dewotering necessary for the completion of the sitework shall be considered as part of the contract and
shall be the Contractor's responsibility.
12. Existing pavement and tree stumps to be removed shall be disposed of at an approved off —site location. All
pavement cuts shall be made with a pavement saw.
13. If there are any conflicts or inconsistencies with the plans or specifications, the Contractor shall contact the
Engineer for verification before work continues on the Item in question.
14. Property line information is approximate and based on existing tax map Information. This plan is not a
boundary survey and is not intended to be used as one.
15. Vertical datum based on a scaled elevation from a UGSG Quad Topo map. Horizontal datum based on a
magnetic reading taken at the time of survey.
16. The purpose of these plans are to depict the proposed playground improvements.

the signed application, one (1) half size and five (5) full size plan sets. The first application is for
the reconstruction of the existing basket ball courts at South Burlington's Central School, as well
as an extension of an existing paved sidewalk. The second application is for the reconstruction of
an existing sidewalk at South Burlington's Orchard School to make the sidewalk ADA compliant.
As both properties are owned by the South Burlington School District, these applications

This project, consisting of a 17,415 square foot addition to the Orchard School with a total building
capacity of 460 students and 59 staff served by municipal water and wastewater services located off
Baldwin Avenue in the city of South Burlington, Vennont is hereby approved under the
requirements of the regulations named above subject to the following conditions.
GENERAL
This permit does not relieve the pern-iittee from obtaining all other approvals and permits as
may be required from the Department of Labor and Industry - telephone (802) 828-2106 or
(802) 658-2199, the Vermont Department of Health - telephone (802) 863-7220 and local
officials prior to proceeding with this project.
The project shall be completed as shown on the plans Project: 614916, Sheet Cl "Site
Plan" dated February 14, 1995 revised 3-17-95 and Addendum #2, Drawing #4 dated
May 12, 1995 and Addendum #2, Drawing #5 dated May 12, 1995 prepared by
Dufresne - Henry, Inc. which have been stamped "approved" by the Wastewater
Management Division. The project shall not deviate from the approved plans without prior
written approval from the Wastewater Management Division.
No alterations to the building other than those indicated on the approved plan or Water
Supply and Wastewater Disposal Permit, which would change or affect the exterior water
supply, or wastewater disposal, or the approved use of the building shall be allowed without
prior review and approval from the Division of Wastewater Management.
4. The Wastewater Management Division now reviews the sewage and water systems for public
buildings under 10 V.S.A., Chapter 61 - Water Supply and Wastewater Disposal Permit.
By acceptance of this permit, the permittee agrees to allow representatives of the State of
Vermont access to the property covered by the permit, at reasonable times, for the purpose
of ascertaining compliance with Vennont environmental/health statutes and regulations,
with this permit.

6. A copy of the approved plans and this pen -nit shall remain on the project during all phases
of construction and, upon request, shall be made available for inspection by State or local
personnel.
WATER SUPPLY
The project is approved for water supply by connection to the municipal water system as
depicted on the approved plans. No other means of obtaining potable water shall be allowed
without prior review and approval by the Wastewater Management Division.
WASTEWATER DISPOSAL
S. The project is approved for connection to the wastewater treatment facility as depicted on
the approved plans. The project is approved for a maximum of 10,100 gallons of
wastewater per day. No other method of wastewater disposal shall be allowed without prior
review and approval by the Wastewater Management Division, and such approval will not
be granted unless the proposal conforms to the applicable laws and regulations.

Mr. Hemmelgarn said parking will be increased.
Regarding landscaping, Mr. Hemmelgarn said there is a very nice
garden in front. They have added landscaping in the parking lot,
and there is a large buffer for homes. Drainage will be improved
on the field, and they will also pave some gravel area for
parking.
Mr. Crow said he would like to see some screening where the
building additions are being added. He noted they are doing only
$4,000 in landscaping when $30,000 is required. Ms. Duppstadt
said they had cut out other things as well to save the taxpayers
money. Mr. Chattman said neighbors were called and had no ob-
jections. Mr Sheahan felt if Mr Weith could point out an area
for a few more trees, he would be satisfied. Other members
agreed.

This property located at 2 Baldwin Avenue lies within the Municipal
District. It is bounded on the west by a restaurant, an auto
dealership and a motel, and on the north, south and east by
residences.
Access/circulation: Access is via a 30 foot curb cut on Baldwin
Avenue. No change is proposed.
Circulation is adequate.
Coverage/setbacks: Building coverage is 10.3% (maximum allowed is
30%). Overall coverage is 20% (maximum allowed is 70%). Front
yard coverage is 22.8% (maximum allowed is 30%).
Setback requirements are met.
Parking: A total of 32 parking spaces are required and 84 spaces
including four (4) handicapped spaces are being provided. A bike
rack is being provided as required under Section 26.253(b) of the
zoning regulations.
Landscaping: The minimum landscaping requirement, based on
building costs, is not being met. Proposed landscaping is $26,835
short of the $31,425 requirement. Applicant is seeking a credit
for the shortfall and will present information at the meeting to
justify granting the credit. Proposed plantings include Crabapple,
Spruce, Honey Locust, Red Maple, Black Pine, Spirea and Burning
Bush.
Sewer: The additional sewer allocation needed is 2,630 gpd.
Dumpster: A screened dumpster area will be provided.

This property located at 10 Corporate Way lies within the Municipal
District. It is bounded on the north by Williston Road and four
(4) businesses, on the south by undeveloped property and on the
west by residences and two (2) office buildings.
Access/circulation: Access is via a 30 foot r.o.w. to Corporate
Way. No change proposed. There is also a gated emergency access
to Williston Road.
Circulation is adequate.
Coverage/setbacks: Building coverage is 11.1% (maximum allowed is

relating to the 13.6 million dollar school improvement project as approved by the voters
in November, 1994. This request is consistent with the long history of our City/School
partnership and our desire to work cooperatively in the best interest of our citizens. It
makes little sense to charge our taxpayers for work on either City or School facilities
when these assessed fees would reduce the availability of funds for the enhancement of
these citizen owned facilities.

the Agency of Natural Resources in regards to amending water supply and wastewater
disposal permits for each of the above referenced schools.
In our conversation we discussed the project and the type of information we will

Optics
The VFT Series fixture features a
700 main beam. Inside the housing,
the lamp is tilted 200 from vertical
toward the house -side of the fixture.
The Vertical Forward Throw is ideal
for use In wide roadway areas, car
lots, and large parking areas. It
provides good house -side cutoff,
low nadir candlepower and great
forward and lateral distribution.
Lens
A clear sag lens (acrylic on 250and
40OW fixtures and glass on 1000W
fixtures) is held securely in a
recessed, die cast doorframe. The
sag lens allows the tilted lamp to be
positioned properly. The lens frame
is supplied with mounting clips for
the Backlight Shield accessory. See
page HID 67 for details.

All fixtures are standard with a
high power factor, multi -tap
ballast (120/208/240/277V).
Ballast options include:480V
and Tri tap (120/277/347V). An
energy efficient low loss 277V
ballast is available on many Metal
Halide fixtures —consult factory.

accommodates 250,400 and
1000W MH or 250, or 40OW HPS
