HomeMy WebLinkAboutSP-95-0000 - Decision - 0002 Baldwin AvenueFINDINGS OF FACT & DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of South Burlington School District for the construction of 17,415 square feet of additional space to a 43,125 square foot school for a total of 60,540 square feet, Orchard School, 2 Baldwin Avenue. On the 28th of March, 1995, the South Burlington Planning Commission approved the request of South Burlington School District for site plan review under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of the construction of 17,415 square feet of additional space to a 43,125 square foot school for a total of 60,540 square feet. 2. This property located at 2 Baldwin Avenue lies within the Municipal District. It is bounded on the west by a restaurant, an auto dealership and a motel, and on the north, south and east by residences. 3. Access/circulation: Access is via a 30 foot curb cut on Baldwin Avenue. No change is proposed. Circulation is adequate. 4; Coverage/ setbacks: Building coverage is 10.3% (maximum allowed is 30%). overall coverage is 20% (maximum allowed is 70%). Front yard coverage is 22.8% (maximum allowed is 30%). Setback requirements are met. 5. Parking: A total of 32 parking spaces are required and 84 spaces incluaing four (4) handicapped spaces are being provided. A bike rack is being provided as required under Section 26.253(b) of the zoning regulations. 6. Landscaping: The minimum landscaping requirement, based on building costs, is not being met. Proposed landscaping is $26,835 short of the $31,425 requirement. Applicant sought a credit for the shortfall and presented information at the meeting to justify granting the credit. Proposed plantings include Crabapple, Spruce, Honey Locust, Red Maple, Black Pine, Spirea and Burning Bush. Additional landscaping along the south boundary line was requested by the Planning Commission at the meeting. 7. Sewer: The additional sewer allocation needed is 2,630 gpd. 8. Dumpster: A screened dumpster area will be provided. 9. Lighting: Exterior lighting will consist of the following: --- six (6) 250 watt metal halide lamps on four (4) 20 foot poles. The proposed bollard lights shown on the landscape plan should be removed from the plan since they no longer are proposed. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the site plan application of South Burlington School District for the construction of 17,415 square feet of additional space to a 43,125 square foot school for a total of 60,540 square feet, Orchard School, 2 Baldwin Avenue, as depicted on a two (2) page set of plans, page one (1) entitled "City of South Burlington School District, Orchard School, Site Plan, South Burlington, Vermont", prepared by Dufresne -Henry, Inc., dated February 14, 1995, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. The plans shall be revised prior to issuance of a zoning permit to show the changes listed below and shall require approval by the City Planner. Three (3) copies of the approved revised site plan shall be submitted to the City Planner prior to permit issuance. a) The landscape plan shall be revised to remove the proposed bollard lights since the applicant has indicated that they are no longer proposed. b) If determined necessary by the City Engineer, the drainage system in the vicinity of CB #26 shall be revised in order to be more compatible with the ball field. c) The landscape plan shall be revised to show additional landscaping along the north property line. 3. A sewer allocation of 2,630 gpd is approved. 4. The Planning Commission approves a landscaping credit for existing trees on the site. 5. All new exterior lighting shall consist of downcasting shielded fixtures so as not to cast light beyond the property line. Any change in existing or proposed lighting shall be approved by the City Planner prior to installation. 6. The applicant shall obtain a zoning permit for the addition within six (6) months or this approval is null and void. 2 7. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to occupancy of the addition. 8.
