This application primarily involves subdividing the portion of the South Burlington City Center, LLC lands on the north side of Market Street, east of the right of way for future Garden Street. This application also involves a boundary line adjustment to modify the alignment of Garden Street between Market Street and the shared boundary between South Burlington City Center, LLC and the South Burlington School District property. The Garden Street Project Definition Report (Stantec, 2015) identified a preferred alignment for Garden Street between Market Street and Midas Drive. Since the orientation of the preferred alignment deviates from the existing right of way, the boundary line adjustment is needed to modify the alignment. Lots C, D & F will be the subject of future site development proposals. Lots E & G will have stormwater management facilities, but will otherwise remain in their natural condition to protect wetlands and surface waters. The final design for the reconstruction of Market Street is underway, with construction planned for 2018. Per Section 11.02.C.(1) of the LDRs, the cross section and streetscape for Garden Street shall be developed by the Director of Public Works. The applicant is coordinating with the Public Works Department on the Garden Street design, which will be needed to provide access to Lots C & D. Lot F will have access directly off Market Street. The FBC zoning district map has been annotated to show the proposed location of the subdivision. Lots C, D, & E are located in the T-4 transect. Lot F is mostly within the T-4 transect, with the easterly portion of the lot extending into the T-3+ transect.
