Re: Findings of Fact, application of South Burlington School
District for the construction of 18,260 square feet of additional
space to a 39,000 square foot school for a total of 57,200 square
feet, Central School, 10 Corporate Way.
On the 28th of March, 1995, the South Burlington Planning
Commission approved the request of South Burlington School District
for site plan review under Section 26.10 of the South Burlington
Zoning Regulations based on the following findings:
1. This project consists of the construction of 18,260 square feet
of additional space to a 39,000 square foot school for a total of
57,200 square feet.
2. This property located at 10 Corporate Way lies within the
Municipal District. It is bounded on the north by Williston Road
and four (4) businesses, on the south by undeveloped property and
on the west by residences and two (2) office buildings.
3. Access/circulation: Access is via a 30 foot r.o.w. to
Corporate Way. No change proposed. There is also a gated
emergency access to Williston Road.
Circulation is adequate.
4. Coverage/setbacks: Building coverage is 11.1% (maximum allowed
is 30%). Overall coverage is 17% (maximum allowed is 70%). Front
yard coverage is 8.2% (maximum allowed is 30%).
Setback requirements are met.
5. Parking: A total of 33 parking spaces are required and 90
spaces including four (4) handicapped spaces are being provided.
A bike rack is being provided as required under Section 26.253(b)
of the zoning regulations.
6. Landscaping: The minimum landscaping requirement, based on
building costs, is not being met. Proposed landscaping is $31,510
short of the $34,450 landscaping requirement. Applicant sought a
credit for the shortfall and presented information at the meeting
to justify granting the credit. Proposed plantings include Cherry,
Red Maple, Ash, Cedar, Spirea and Forsythia.
7. Sewer: The additional sewer allocation needed is 1,600 gpd.
8. Lighting: Exterior lighting will consist of the following:

--- six (6) 250 watt metal halide lamps on three (3) 20 foot
poles.
--- six (6) bollard type fixtures with 26 watt fluorescent lamps
with cut-offs.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning
Commission approves the site plan application of South Burlington
School District for the construction of 18,260 square feet of
additional space to a 39,000 square foot school for a total of
57,200 square feet, Central School, 10 Corporate Way, as depicted
on a two (2) page set of plans, page one (1) entitled "City of
South Burlington School District, Central School, Site Plan, South
Burlington, Vermont", prepared by Dufresne -Henry, Inc., dated
February 13, 1995, last revised 3/17/95 with the following
stipulations:
1. All previous approvals and stipulations which are not
superseded by this approval shall remain in effect.
2. A sewer allocation of 1,600 gpd is approved.
3. The Planning Commission approves a landscaping credit of
$31,510 for existing trees on the site.
4. All new exterior lighting shall consist of downcasting shielded
fixtures so as not to cast light beyond the property line. Any
change in existing or proposed lighting shall be approved by the
City Planner prior to installation.
5. The applicant shall obtain a zoning permit for the addition
within six (6) months or this approval is null and void.
6. The applicant shall obtain a Certificate of
Occupancy/Compliance from the Administrative Officer prior to
occupancy of the addition.
7. Any change to the site plan shall require approval by the South
Burlington Planning Commission.
