Re: Findings of Fact, application of Michael and Cynthia Tetrault to construct a 2756 square foot
warehouse building, 15 Lime Rock Road
On the15"' day of December, 1998, the South Burlington Planning Commission approved the request
of Michael & Cynthia Tetrault for site plan review under Section 26.10 of the South Burlington
Zoning Regulations based on the following findings:
1. This project consists of the construction of a 2756 square foot warehouse building. A 2500 square
foot warehouse was approved on this lot on 12/13/94 which was never built.
2. This property located at 15 Lime Rock Road lies within the IC District. It is bounded on the north
by undeveloped property (floodplain), on the west by a warehouse/office building, and on the south
by an office and a mixed industrial building.
3. Access/circulation: Access will be via a 20 foot curb cut on Lime Rock Road.
Circulation on the site is adequate.
4. Coverage/setbacks: Building coverage is 6.2 % (maximum allowed is 30%). Overall coverage is
42.5% (maximum allowed is 70%). Front yard coverage is 26.9% (maximum allowed is 30%).
Setback requirements are met.
5. Parking: A total of twenty one (21) spaces are required and twenty one (21) spaces including one
(1) handicapped space are being provided. The plan should be revised to provide a bike rack as
required under Section 26.253(b) of the zoning regulations.
6. Landscaping_ The minimum landscaping requirement, based on building costs, is $3600 which is
being met. Proposed landscaping includes White Pine and Crabapple.
7. Sewer: No sewer allocation needed. On -site septic system is proposed.
8. Traffic: ITE estimates the proposed warehouse to generate 1.85 vehicle trip ends during the P.M.
peak hour. The applicant was made aware that the road impact fee is approximately $350.
9. Dumpsters: The dumpsters used by the business will be stored inside the building.
10. Outside storage: A portion of the business involves the storage of empty dumpsters. This outside
storage area is proposed to be screened by a row of White Pine trees.
11. Floodplain: The zoning map shows this entire parcel being within the floodplain. The subdivision
plat which includes this lot indicates that no portion of the lot is within the floodplain.
12. Lighting_ Exterior lighting will consists of two (2) 100 watt metal halide lamps mounted on the
building with downcasting shielded fixtures.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning Commission approves the site
plan application of Michael and Cynthia Tetrault to construct a 2756 square foot warehouse building,
15 Lime Rock Road, as depicted on a two (2) page set of plans, page one (1) entitled, "Michael &
Cynthia Tetrault Lot #7 - Lime Rock Road South Burlington," prepared by O'Leary -Burke Civil
Associates, PLC, dated 1 I/13/98, last revised on 12/7/98, with the following stipulations:
1) All previous approvals and stipulations which are not superseded by this approval shall remain in
effect.
2) For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance, the
Planning Commission estimates that the warehouse will generate 1.85 vehicle trip ends during the P.M.
peak hour.
3) The applicant shall post a $3600 landscape bond prior to issuance of a zoning permit. The bond shall
remain in effect for three (3) years to assure that the landscaping takes root and has a good chance of
surviving.
4) The plan shall be revised to show the changes listed below and shall require approval of the Director
of Planning & Zoning (hereinafter Director). Three (3) copies of the approved revised plan shall be
submitted to the Director prior to permit issuance.
a) The site plan shall be revised to provide a bike rack as required under Section 26.253(b) of the
zoning regulations.
5) All new exterior lighting shall consist of downcasting shielded fixtures so as to not cast light beyond the
property line. Any change in lighting shall require approval of the Director prior to installation.
6) The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the
zoning regulations or this approval is null and void.

7) The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior
to the use of the building.
8) Any change to the site plan shall require approval by the South Burlington Planning Commission.
