SITE PLAN APPLICATION #SP-18-49
FINDINGS OF FACT AND DECISION
Darrel Depot, hereinafter referred to as the applicant, is seeking approval to amend a previously
approved plan for a 2,756 s.f. warehouse building and 2,100 s.f. accessory building. The amendment
consists of converting principal the building to auto & motorcycle service and repair, 15 Lime Rock Road
Based on the plans and materials contained in the document file for this application, the Administrative
Officer finds, concludes, and decides the following:
FINDINGS OF FACT
1. The applicant is seeking approval to amend a previously approved plan for a 2,756 s.f. warehouse
building and 2,100 s.f. accessory building. The amendment consists of converting the principal
building to auto & motorcycle service and repair, 15 Lime Rock Road
2. The owner of record of the subject property is Blue Door Enterprises LLC.
3. The subject property is located in the Mixed Industrial and Commercial Zoning District.
4. The application was received on September 17, 2018.
5. The plan submitted is titled "Normand & Laurie Frenette Lot #7 — Lime Rock Road South Burlington
Site Plan", Prepared by O'Leary -Burke Civil Associates, PLC, dated 11/13/98 and last updated
6/10/03.
Zoning District & Dimensional Requirements:
6. No changes to dimensional standards are being proposed.
SITE PLAN REVIEW STANDARDS
Section 14.06 of the South Burlington Land Development Regulations establishes the following general
review standards for all site plan applications:
Only the standards below are affected by this application. All other standards will continue to be met.
Vehicle and Bicycle Parking
7. Vehicle Parking. The site plan indicates 13 parking spaces on the site, including one (1) handicapped
space. Minimum requirements for the proposed uses are as follows:

• 2,752 s.f. auto & motorcycle repair & service x 2 spaces/1,000 s.f. = 4.5 spaces
• 2,100 s.f. warehousing x 0.5 spaces /1,000 s.f. = 1.1 spaces
Total Required = 6 spaces
This requirement has been met.
8. Bicycle Parking. Bicycle parking standards are as follows:
• 2,752 s.f. auto & motorcycle repair & service: 1 per 20,000 s.f., minimum of 2
• 2,100 s.f. warehouse 1 per 5,000 s.f., minimum of 4
As both uses are below the minimum thresholds, a total of four (4) bicycle parking spaces are required.
At the time of the first site plan application, the applicant must provide at least 50% of the required
number of short term bicycle parking spaces.
The applicant must install at least one (1) inverted-U or post & ring type bicycle racks. The racks must
meet the minimum spacing and siting standards of LDR Section 13.14B(2). The applicant will be
required to place the remainder of the required bicycle parking spaces as part of their next site plan
approval.
Traffic
9. The proposed change does not increase traffic generation.
Other
10. The site plan indicates that dumpsters are enclosed and shows snow storage areas. The
Administrative Officers finds this to be met.
DECISION
Based on the above Findings of Fact, the Administrative Officer herby approves site plan application #SP-
18-49 of Darrel Depot, subject to the following conditions:
1. All previous approvals and stipulations which are not superseded by this approval will remain in
effect.
2. This project must be completed as shown on the plan and will be on file in the South Burlington
Department of Planning and Zoning.
3. The applicant must install at least one (1) inverted-U or post & ring type bicycle rack. The rack must
meet the minimum spacing and siting standards of LDR Section 13.14B(2), including being placed on
a solid surface of at least 2' X 6' and securely fastened to the ground and being located near to an
entrance to the building.

4. The applicant must obtain a zoning permit within six (6) months pursuant to Section 17.04 of the
Land Development Regulations or this approval is null and void.
5. The Applicant must obtain a Certificate of Occupancy from the Administrative Officer prior to the
occupancy of any new uses.
6. Any change to the site plan will require approval by the Administrative Officer or the South
Burlington Development Review Board.

PLEASE NOTE: Pursuant to 24 VSA §4465, an interested person may appeal this decision by filing a
Notice of Appeal with the secretary of the Development Review Board. This Notice of Appeal must be
accompanied with a $233 filing fee and be filed within 15 days of the date of this decision.
