Updates to the plans include: • The two proposed parking spaces on the southern side of the driveway and the dumpster pad have been relocated. The parking spaces have moved farther west, out of the front yard, and the dumpster pad has moved farther east. The eastern -most corner of the dumpster pad is in line with the front of the new covered front entrance to the building. As such, the two parking spaces and dumpster pad will be located on the side of the building with no front yard impact. These changes are shown on the attached Site Plan (C2-01). • Three overhead garage doors are proposed on the west side of the building addition to provide entrance for the trucks. The Site Plan (C2-01) has been edited to show these 3 overhead doors. No changes to the previously submitted elevations and floorplans are proposed. The additional pavement surrounding the south and west sides of the building will allow adequate turning radius for trucks entering and exiting the addition, as shown in the attached Truck Turning Plan. The existing building is located at 10 Lime Rock Road, in the Mixed Industrial and Commercial (Mixed IC) District. The applicant is seeking approval to construct a 1600 SF addition on an existing building, and paving and expanding the existing parking area. The building is currently being used as a landscaping business (with fuel filling area) and will revert back to use as an office space and garage in support of the Trono Fuels business operation. The project also includes the extension of municipal sewer service in the public ROW along Lime Rock Road. The garage space is intended to be used for storage of trucks and equipment. Maintenance on vehicles is done off -site. Parking: The existing gravel parking area will be replaced with a paved surface that will extend around the northwest side of the building addition. Seven parking spaces are proposed at the southern end of the paved parking lot. Parking calculations for minimum space requirements are as follows: • Office - 3.5 Spaces/1000 SF * 400 SF = 2 Spaces • Storage - 0.5 Spaces/ 1000 SF * 3200 SF = 2 Spaces • Total Required = 4 spaces Seven parking spaces are provided. The proposed business will employ 3 full time employees, with an additional 3 employees during the busy home heating season from November through March, for a total of 6 employees. Water/Sewer: The existing building is currently connected to an on -site septic system. This project proposes to abandon this system and extend municipal sewer service along Lime Rock Road allowing for connection of the project to the municipal system. The number of employees for the building is proposed to increase, from 3 to 6, with the building expansion. This increase will result in an increase in sewer/water design flows. The water/sewer demand, as calculated from the Wastewater and Potable Water Supply Rules, is 72 GPD for wastewater and 90 GPD for water. The building is currently connected to municipal water service and no construction is proposed in association with this water connection. Stormwater: The proposed addition to the project property will result in 0.38 acres of impervious surface on -site. Infiltration practices were not possible due to the location of the seasonally high groundwater table, which was field verified during test pit investigation. Stormwater runoff from the site will be routed to the northern corner of the paved parking lot and be treated, in accordance with LDR 12.03-C-1-a-i, using a gravel wetland, with a pretreatment forebay, before discharging to the west side of the lot. The gravel wetland is proposed to be located within the floodplain AE as conditional use. The gravel wetland and pretreatment forebay were designed to provide treatment of the WQv and ensure the post construction peak runoff for the 1- Year storm will not exceed the pre -development peak runoff for the same storm event (LDR 12.03-C). A Stormwater Narrative is attached. Landscaping: As many existing trees as possible were saved on the proposed site plan. A Landscape Plan has been prepared to identify the number and species of the proposed landscape plantings. Per the enclosed Plant List, the landscape budget totals $6442.00. The proposed landscape will enhance the view to the property and provide screening for the dumpster while complying with Section 13.06 Landscaping, Screening, and Street Trees of the CITY of SOUTH BURLINGTON LAND DEVELOPMENT REGULATIONS. Traffic: Access to the property will be via an existing driveway on Lime Rock Road. Project -generated traffic is calculated using ITE Trip Generation 1 oth Edition. The land use that best fits this building's use is 1 10 - General Light Industrial. Per the ITE average trip generation rate, the project is estimated to generate 2 PM peak hour vehicle trips. Pedestrian Access: No sidewalks currently exist along Lime Rock Road. A 2-space bicycle parking area is proposed at the southeast corner of the existing building. Lighting: Building mounted fixtures proposed include full cut-off LED fixtures in 12 or 26 Watts, per the lighting plan. Setbacks - Minimum building setbacks are identified on the plan. All existing setbacks meet South Burlington Land Development Regulations and no changes to these setbacks are proposed. Conditional Use - In addition, enclosed is a Conditional Use Application for approval of the construction of a gravel wetland (stormwater pond) within the Flood Plain Overlay (Zone AE). Per Section 10.01, grading, excavation, or the creation of a pond are considered conditional uses in the Floodplain AE. South Burlington, VT Stormwater Design Brief March 29, 2018 1. Project Description The applicant, Trono Fuels, is proposing to redevelop the lot at 10 Lime Rock Road in South Burlington, Vermont. This redevelopment will include an approximate 1600 sgft expansion of the existing structure and the addition of 0.30 acres of new impervious paved parking lot. After development, the site will total 0.38 acres of impervious. In accordance with Vermont Stormwater Management Rule Chapter] 8-304-7, no state stormwater discharge permit is needed on this site as there is less than ] acre of impervious. 2. Receiving Waters Stormwater runoff from this site currently discharges to an unnamed tributary of the Winooski River, running south to north, located on the western side of the project property. 3. Existing Conditions The site consists of a 0.92 acre lot containing a single commercial building with frontage to Lime Rock Road. This site currently totals approximately 0.18 acres of impervious surface including existing gravel parking and the commercial building. The remainder of the site is undeveloped grass area with slopes ranging from 12 - 30% sloping downward towards the western side of the site. An unnamed tributary of the Winooski River runs through the western side of the site. This tributary is surrounded by a Class II wetland and approximately 0.22 acres of floodplain AE. The site is comprised of Hydrologic Soil Group (HSG) A and C soils. A Natural Resources Map, illustrating these site conditions is attached. 4. Existing Stormwater System Page 2 of 5 Stormwater Narrative - TRONO FUELS March 29, 2018 There is no existing stormwater permit on -site. Runoff from the commercial rooftop and gravel parking lot flows overland, from east to west, and discharges to the Class II wetland surrounding the unnamed tributary of the Winooski River. 5. Proposed Stormwater System The proposed stormwater system utilizes a gravel wetland with a sediment forebay. Infiltration treatment practices could not be utilized onsite due to the high ground water table. The gravel wetland and sediment forebay will be located on the northwest corner of the proposed paved parking lot. This treatment practice will be located just inside the floodplain. No impact to the wetland buffer or riparian buffer will occur. Runoff from the site will be routed to the gravel wetland practice allowing for pollutant removal and runoff treatment through wetland vegetation and retention. Runoff will discharge from the treatment practice to the Class II wetland surrounding the unnamed tributary of the Winooski River via a control orifice. The gravel wetland and sediment forebay will be lined to allow for adequate volume. A lined spillway will allow runoff from the larger storms to outfall and discharge. 6. South Burlington Stormwater Management Standards Compliance Water Quality Volume (WQv) Standard Per Section 12.03 C(1)(a)(i), if it is not possible to infiltrate the volume of stormwater runoff due to seasonally high or shallow groundwater, the WQv (runoff from the 1 "-24 hour storm) shall be retained on the lot using other Low Impact Development practices or treated by practices meeting the Water Quality Standard in the current VSMM. As a Tier 1 treatment practice could not be used, due to the high water table, a Tier 2 gravel wetland is proposed to fully meet the water quality treatment standard for the site. The gravel wetland is designed with 50% of the water quality volume being stored in the gravel layer of the bay. The remaining water quality volume will be provided for above the gravel layer. A HydroCAD report was compiled to ensure proper sizing of the wetland bay and forebay. One -Year Storm Standard Page 3 of 5 Stormwater Narrative - TRONO FUELS March 29, 2018 Per Section 12.03 C(2), the post construction peak runoff rate for the one-year, twenty-four hour (2.1 inch) rain event shall not exceed the existing peak runoff rate for the same storm event from the site under current conditions. The site was modeled as two separate drainage areas. The first drainage area consists of the developed portion of the site. Runoff from this drainage area will be routed to the treatment area and then discharged. The second drainage area does not contain any development and is modeled as existing condition. A hydroCAD report was compiled to ensure that the post construction peak runoff rate for the 1- year 24 hour storm did not exceed the existing peak runoff rate for the same storm event. This HydroCAD report is attached. A summary of the existing and post -construction runoff rates can also be found in the conclusion section of this report. Drainage Structures It may be noted that the proposed stormwater treatment system does not include any drainage structures. Due to the existing development there is no offsite runoff which enters the project site needing treatment or conveyance. 7. Maintenance Stormwater treatment systems require maintenance to ensure proper functionality. Once constructed, the designer will be required to submit a Statement of Compliance to the City of South Burlington and the owners to verify that the stormwater treatment system was built as designed. Annual inspections will be performed each spring by the owner. Should the inspector find signs of erosion, sediment build-up or debris within the wetland or forebay, vegetated areas which need maintenance, illicit discharges, re-routing of stormwater or any other issues which may cause the stormwater system to not properly function, the owners will be responsible for performing maintenance and/or repairs. 8. He said there was another area between two homes where the road might go, but was told that the Collette's land bordered the commercial zone, and it was preferable to have the road there rather than in the middle of a residential area. Mr. Sharp said the Collettes requested a fence to protect them from traffic on the new road. He mentioned 10' tall, but the Commission noted that the Collettes had an existing 7' fence and that would probably be tall enough. � It was noted that the Collettes had a shed on the Pappas property. They put two stipulations on the approval: that a maximum of 9 vehicles be in the parking lot at any one time, and that storage of any flammable materials will be reviewed by the Fire Department and City Engineer. Mr. Chastenay said his business was now located on Hinesburg Road. The proposed 36' x 60' building will be used for an office, a garage and some storage. He now runs a fuel oil, plumbing and heating business and wants to add truck repair. There are 9 parking spaces in the lot and two inside the building. Mr. Dooley did not think 9 parking spaces would be enough. 14s. Bechtel said a neighbor had told the Zoning Board that he did not want to see a lot of trucks parking on the lot, so the stipulation about the trucks was added. Mr. Chastenay said he did not feel the truck repair would become a major item of business for him, so he did not object to the stipulation. The Planning Commission made it clear that they would not object if Mr. Chastenay wanted to add more parking spaces. If he finds that 9 is not enough, the Commission felt he would only have to return to the Zoning Board for permission to expand the lot. I have been told that the applicants have agreed to install a fence the length of this property line, as requested. Collette should know, however, that the survey shows his hedge and shed outside of his property. Therefore, the shed, at least, should be moved in order to install the fence. 2) Although this was warned as the relocation of Hough Street and the subdivision of property into 2 parcels, the applicant has withdrawn the subdivision request. The lot size will essentially remain the same, although there will be less depth and more frontage on Shelburne Road because of Hough Street. The applicant intends to leave the parcel large and make other improvements at a future site plan review to allow for a future restaurant expanison. An expansion would not be allowed under a strict interpretation of the traffic overlay criteria, but circulation and access improvements and other site improvements may produce a net benefit in traffic flow in the vicinity that would allow an expansion.
