SITE PLAN APPLICATION #SP-17-44
FINDINGS OF FACT AND DECISION
Trono Fuels, hereinafter referred to as the applicant, is seeking after -the -fact approval to
amend a previously approved plan for a 2,000 sq. ft. building used as an auto repair
facility. The amendment consists of: 1) converting the building to a contractor or building
trade facility use, and 2) establishing a 524 sq. ft. outdoor storage area, 10 Lime Rock
Road.
Based on the plans and materials contained in the document file for this application, the
Administrative Officer finds, concludes, and decides the following:
FINDINGS OF FACT
1. The applicant is seeking after -the -fact approval to amend a previously approved plan
for a 2,000 sq. ft. building used as an auto repair facility. The amendment consists
of: 1) converting the building to a contractor or building trade facility use, and 2)
establishing a 524 sq. ft. outdoor storage area, 10 Lime Rock Road.
2. The owner of record of the subject property is Trono Fuels.
3. The subject property is located in the I-C Zoning District.
4. The application was received on June 29, 2017.
5. The plan set consists of a three (3) page set of plans, page one (1) is titled, "Trono
Fuels 10 Lime Rock Road South Burlington, Vermont Existing Conditions", prepared
by Trudell Consulting Engineers, and dated May 23, 2017.
DIMENSIONAL REQUIREMENTS
6. Building coverage is 5% (maximum allowed is 40%), overall coverage is 21.4%
(maximum allowed is 70%), and front yard coverage is 27.9% (maximum allowed is
30%).
7. Setback requirements are being met.
SITE PLAN REVIEW STANDARDS
Only the standards below are affected by this application. All other standards will
continue to be met.
Vehicle and Bicycle Parking

8. The new use will require a minimum of four (4) vehicle parking spaces and there are
five (5) parking spaces available, including one (1) handicapped space.
9. The plan complies with Section 13.14 of the LDRs to include the new type and
location for bicycle racks, to accommodate a minimum of one (1) short-term bicycle
parking space.
Landscaping
10. The applicant is proposing to add four (4) Arborvitae plants to the rear of the
dumpster enclosure with a value of $460. The City Arborist on 7/5/17 indicated in an
email that he has no issues with the new plantings.
Dumpster
11. A new dumpster enclosure is proposed.
Outdoor Storage
12. A grassed outdoor storage area is proposed at the rear of the building.
DECISION
Based on the above Findings of Fact, the Administrative Officer herby approves site plan
application #SP-17-44 of Trono Fuels, subject to the following conditions:
1. All previous approvals and stipulations which are not superseded by this approval
will remain in effect.
2. This project must be completed as shown on the plan and shall be on file in the
South Burlington Department of Planning and Zoning.
3. For the purpose of calculating road impact fees under the South Burlington Impact
Fee Ordinance, the Administrative Officer estimates that the change in use will
generate zero (0) additional vehicle trip ends during the P.M. peak hour.
4. Prior to permit issuance, the applicant must post a $460 landscaping bond. This
bond must remain in full effect for three (3) years to assure that the landscaping has
taken root and has a good chance of survival.
5. Prior to issuance of a zoning permit for the project, the applicant must submit to the
Administrative Officer a final set of project plans as approved in digital (PDF) format.
6. The applicant must obtain a zoning permit within six (6) months pursuant to Section
17.04 of the Land Development Regulations or this approval is null and void.
7. All exterior lighting must be installed or shielded in such a manner as to conceal light
sources and reflector surfaces from view beyond the perimeter of the area to be
illuminated.

8. The applicant must obtain a Certificate of Occupancy from the Administrative Officer
prior to use of the newly converted space.
9. Any change to the site plan will require approval by the South Burlington
Development Review Board oJrr the Administrative Officer.

PLEASE NOTE: Pursuant to 24 VSA §4465, an interested person may appeal this
decision by filing a Notice of Appeal with the secretary of the Development Review
Board. This Notice of Appeal must be accompanied with a $233 filing fee and be filed
within 15 days of the date of this decision.
