Re: Findings of Fact, application of Frank Naef and Randall Volk
for construction of a 6,400 square foot addition for general
office use, and a 6,328 square foot addition for contracting use
(3,720 square feet) and automobile service use (2,608 square
feet), 1906 -1908 Airport Parkway.
On the 10th of July 1990, the South Burlington Planning
Commission approved the above referenced site plan under Section
19,10 of the South Burlington Zoning Regulations based upon the
following findings:
1. Randy Volk and Frank Naef are proposing to remove three
existing structures and construct two additions to two existing
office buildings, and occupy the additions for general office
use, electrical contracting, and auto body repair shop on a lot
containing 44,905 square feet located at 1906 - 1908 Airport
Parkway.
2. Access/Circulation: Current access is via two curb cuts on
Airport Parkway, one in the center of the west property line, the
other in the northwest corner. Proposed access would be from the
existing center drive and a r.o.w. granted from Paul Adams, along
the north property line. This results in reducing the number of
potential curb cuts from 3 to 2, as the existing north property
line curb cut would be closed. Circulation and access would be
much improved.
3. Setbacks/Coverage: Setback requirements are met for the new
buildings. Two of the existing buildings do not meet the front
yard setback requirements; building #1, which has a 33' setback
and building #2 which has a 40' setback (minimum setback along
Airport Parkway is 50'). A zoning variance was granted 5/14/90.
This project would increase -the building coverage to 25.6%, still
within the maximum of 30%. Total site coverage is 58.1%, within
the 70% maximum.
4. Parking: 51 parking spaces are shown, including 3 handi-
capped spots. 59 spots are called for by the Zoning Regulations.
This represents a waiver of 14% of the required spaces.
S. Landscaping: With estimated construction costs of $475,000,
$12,000 of landscaping is required. Four large trees already
exist on the property, as well as various other planting areas.
No new landscaping is proposed.

DECISION & CONDITIONS
Based upon the above findings the Planning Commission approves
the Site Plan application of Frank Naef and Randall Volk for
construction of a 6,400 square foot addition for general office
use, and a 6,328 square foot addition for contracting use (3,720
square feet) and automobile service use (2,608 square feet) as
shown on a 2 page set of plans, page one entitled "Naef, Volk,
Property, 1906, 1908 Airport Parkway, South Burlington, Vermont,"
prepared by Ashline Construction and dated 1/17/90 with the
following stipulations:
1. The applicant shall post a $12,000, 3-year landscaping bond
prior to permit. The plan shall be revised to show new landscap-
ing and shall be approved by the City Planner prior to permit.
The Planning Commission grants a credit for the existing trees in
the front yard.
2. An additional sewer allocation of 420 gpd is granted based on
an estimate of 28 new employees on the property. The $2.50 per
gallon fee shall be paid prior to permit.
3. The Planning Commission approves 51 spaces which represents a
waiver of 8 required spaces or 13.5%.
4. The applicant shall determine in writing prior to permit
whether or not the buildings will be sprinklered. If the build-
ings will not be sprinklered, an additional fire hydrant shall be
added on the property in a location to be approved by the Fire
Chief. This shall be shown on a revised plan.
5. The plan shall be revised prior to permit to indicate the
method of handling storm water runoff. This shall be approved by
the City Engineer.
6. Outside storage to be used for the storage of wrecked automo-
biles and parts shall be limited to the area identified on the
plan.
7. All on -site lighting shall be downcast, shielded luminaire.
8. A revised plan addressing the stipulations above shall be
submitted to the City Planner and Engineer for approval prior to
permit.
9. The applicant shall record a Land Use Agreement which offi-
cially merges 1906 and 1908 into a single lot in the South Burl-
ington land records prior to permit.
10. The plan shall be revised prior to permit to indicate that
the parking lot will be gravel.
11. The auto body shall not be permitted to display more than
two automobiles at any one time.
12. A zoning permit shall be obtained within 6 months or this
approval is null and void.
