Issues raised by Councilors or the public that have not been on a prior meeting agenda: 1. Cost of development/cost of open space. Issues that have been discussed by the Council where further action is pending: 1. Street light policy. 2. Airport noise survey. 3. Evaluate water billing and rate structure.
South Burlington City Council Meeting Participation Guidelines City Council meetings are the only time we have to discuss and decide on City matters. We want to be as open and informal as possible; but Council meetings are not town meetings. In an effort to conduct orderly and efficient meetings, we kindly request your cooperation and compliance with the following guidelines. 1. Please be respectful of each other (Council members, staff, and the public). 2. Please raise your hand to be recognized by the Chair. Once recognized please state your name and address. 3. Please address the Chair and not other members of the public, staff, or presenters. 4. Please abide by any time limits that have been set. Time limits will be used to insure everyone is heard and there is sufficient time for the Council to conduct all the business on the agenda. 5. The Chair will make a reasonable effort to allow everyone to speak once before speakers address the Council a second time. 6. The Chair may ask that discussion be limited to the Councilors once the public input has been heard. 7. Please do not interrupt when others are speaking. 8. Please do not repeat the points made by others, except to briefly say whether you agree or disagree with others views. 9. Please use the outside hallway for side conversations. It is difficult to hear speaker remarks when there are other conversations occurring.

Subject: Proposed agreement with Marathon Health to provide South Burlington employees
wellness and clinical care.
Date: March 6, 2020
Background: Item 10(b) on the Council agenda for Monday night provides authorization to me to
negotiate and execute a contract with Marathon Health to manage our employee
health clinic and to provide wellness and some level of primary care services to our
employees.
As you will recall, the City has leased a small office at 1 Kennedy Drive to provide
health care services to our employees. We have approximately 170 employees who
will be able to take advantage of these services which will include biometric screening,
general wellness visits, minor illness treatment and prevention, minor injury
treatment, diagnostics, longer term acute condition management and behavioral
health, among others.
Use of these services will be at no additional cost to our employees and we will not
“dock” there pay to meet with the clinic staff as long as it is not viewed as excessive in
relation to their condition. On the contrary, employees will be encouraged to have
periodic wellness visits and screenings so that more series conditions can be
anticipated and treatment begun before they become acute or chronic.
We believe that access to this type of wellness and chronic care management will
reduce our overall health care costs by itself but will also dovetail with our plans to
move to a captive insurance model effective January 1, 2021. Under this combined
scenario our goal is to improve employee wellness through the clinic thereby driving
down the overall cost of health care and preserving the financial benefit of the model
to us under the captive rather than Cigna or BC/BS.
We also intend to develop a shared benefit model with our employees by providing
them financial incentives to utilize lower cost services both at the clinic and with
specialized providers with whom we will contract and/or to provide a “dividend” of
sorts to the employees derived from overall system performance against a baseline.

We are spending around $2.5 million dollars annually for employee health care with
costs continuing to rise with no end in sight. We must take action such as the
clinic/captive model if we are going to bend the curve on costs and improve employee
health.
Marathon Health is a local company based in Winooski. It was founded by Rich
Terrant and about a dozen executives who left IDX when it was sold. Marathon
operates 110 clinics in 44 states and currently provides these services to both PC
Construction (formerly Pizzagalli Construction) and to the Vermont Country Store.
There are at least a dozen organizations that are currently examining the viability of
joining us in the clinic or forming their own. We believe two of these organizations are
close to joining with us in our clinic.
Recommendation: Authorize me to negotiate and execute the contract with Marathon by approving this
item on the consent agenda.

SUBJECT: Interim Zoning projects status

Below is a brief summary of the status, links to project information, and known or possible next steps
associated with each of the Interim Zoning projects.
Interim Bylaw Status
The Interim Zoning Bylaw was adopted by the City Council on November 13, 2018 (with map excluded areas
modified in February 2019). The bylaw authorized an initial 9-month effective period and an allowance for
future extensions in 3-month increments, following public hearings, up to the 2-year maximum for an initial
Interim Zoning bylaw under state law.
The current extension of the Interim Bylaw is in effect through May 13, 2020.
Interim Zoning Projects
The City Council authorized four projects under the umbrella of the Interim Zoning Bylaw. [In addition, work
to complete the inclusionary zoning expansion during the same period was supported]
1. Undertake an analysis of undeveloped open spaces, forest blocks and working landscapes and update the
prioritization of these lands for conservation, permanent open space, and/or recreation.
• Assigned entity: Open Space Interim Zoning Cmte to provide recommendations to PC and Council
• Project Status: Committee Final Report dated March 6, 2020
• Results: The Committee identified 25 priority parcels for conservation in the Report
2. Give the Planning Commission time to complete its extensive study of Planned Unit Developments and
Master Plans, which necessarily includes the study of density of development and open space.
• Assigned entity: Planning Commission
• Project Status: Planning Commission presented project approach, status, possible timeline to Council.

• Recommendations: The Planning Commission’s recommendations to date are incorporated into the
presentation delivered on February 11, 2020, and in the list of Affirmed Decisions approved by the PC
on February 3rd. (note that these are working positions for the purpose of obtaining community
feedback)
• Next steps: The Commission is presently working on completion of this project as discussed at the
February 11th joint meeting, including hosting listening sessions and developing the proposed bylaws
for review and completion with a target of late spring 2020.
3. Undertake an analysis of the program for the Transfer of Development Rights established in and by the
Land Development Regulations and recommend options for its implementation.
• Assigned entity: Transfer of Development Rights Interim Zoning Committee, to provide
recommendations to PC and Council
• Project Status: Committee Final Report completed July 29, 2019 [including supplemental
information added November 2019]
• Recommendations: Option #4, pages 8-10 of report
• Next steps: The Planning Commission reviewed the report and Accepted a series of
Recommendations on February 3 for approach to next steps for developing bylaws. The timeline for
completion has not been established. Commissioners have stated that this is a significant
undertaking.
4. Conduct a cost-benefit analysis of hypothetical development, including density and type, on existing
developable open spaces, forest blocks, and working landscapes.
• Assigned entity: City Manager’s office
• Project Status: The project was broken into two component pieces:
o The firm Earth Economics was hired to conduct a financial assessment of the natural
resources value of the 20 non-UVM owned priority conservation parcels identified by the
Open Space Interim Zoning Committee. DRAFT Final Report March 2020; presentation
tentatively scheduled for March 16, 2020
o John Stewart was engaged to perform an analysis of the financial cost/benefit of
development for typical development in South Burlington. Expected completion date and
presentation March 16, 2020.
