Chair Patrick Leduc called the meeting to order at 5:20 p.m., and a quorum was established.

Consent Agenda: Approval of the December 12, 2019, minutes and the Friends of
the library report
Treasurer Diane Bugbee requested that Trustee Penne Tompkins’ remarks about the
results of the annual appeal in the draft meeting minutes from December 12, 2019,
become their own section rather than being included as part of the Treasurer’s Report.
Upon a motion made by Trustee Stacey Pape and seconded by Trustee Dianne Bugbee, the
Trustees voted unanimously to approve the consent agenda with the suggested edit.
Chair’s report
Patrick Leduc reported that the city informed us that all permits have been approved and have
moved to a public comment phase. He asked that the Advocacy Committee stay in touch with
Rick Marcotte Central School stakeholders, including the principal and parents’ organizations,
through regular check-ins to keep lines of communication open.
He then moved the group into a Strategic Planning Exercise in which trustees and guests
worked independently to identify SOAR attributes of the library: Strengths, Aspirations,
Opportunities and Results. The group then reported out and discussed the results. In
conjunction with Director Murray, Patrick Leduc will draw on this discussion as part of creating a
proposed strategic plan for review by the Board.
Friends of the Library Report:
Katherine McConnell noted that their online membership portal is open and she encouraged
trustees to renew their memberships if they have not already. Trustee Penne Tompkins
thanked the Friends of the Library for their support of the winter concert series.
Finance Committee Report
Treasurer Diane Bugbee reported that the Blanchette Fund’s current balance is: $408,353.59.
She will find out when the next CD is maturing in order to meet any potential funding requests from the South Burlington Library Foundation as it prepares for the public launch of the Aspire Capital Campaign. The Finance Committee will meet again in February or March. Please let
Diane know of any needs for the committee. Governance and Nomination Committee Trustee Stacey Pape said the committee will be meeting next to review library job descriptions
as well as a new Internet and Computer Use Policy.
Advocacy Committee Report
Trustee Penne Tompkins reported that Advocacy is pursuing ideas to engage the public around
several opportunities in April, including Library Week, Poetry Month, and Early Literacy Month.
Design Committee Report
Jennifer Murray will be visiting Denver soon to meet with architects at Humphries Poli, visit
libraries the firm has designed, and review suggested interior materials. This will re-boot the
interior design process, which had been stalled in part due to staff changes at Humphries Poli.
Director’s report.
Director Jennifer Murray reported that one of our 28-hour employees has resigned. There is a
new HR manager at City Hall, so the posting for a replacement may be delayed. Our senior
intern ended on a positive note, and our student with a strong tech background has been very
helpful. A teen-driven Facebook for Seniors class had 14+ attendees! There was a presentation
as well as one-on-one assistance. Attendees also helped one another, which was very nice.
It has been decided that there are no immediate plans for the library to be stocking Narcan,
although discussion and training topics continue.
The staff encourages board members to come to the volunteer recognition event next Thursday
at 8 a.m.

III. COMPUTER AND INTERNET USE POLICY DRAFT CHANGES Jan. 2020
South Burlington Public Library to supports the American Library Association’s Library Bill of
Rights http://www.ala.org/advocacy/node/35.
The South Burlington Public Library is committed to the privacy of its patrons. Data and browser
history is never saved between users. The Library never keeps personal data regarding search
histories in the online library resources.
However, while in use, computers store temporary and permanent data, which could be
visible to patrons passing behind. Screen privacy is not assured.
Librarians are unable to apply the same selection criteria to the Internet as with other Library
materials, and therefore the Library is not responsible for the content or accuracy of information
on the Internet.
Illegal activities on the computer include:
• Violation of applicable state and federal laws governing information access,
• Infringement of US copyright laws and licensing agreements,
• Violation of state and federal laws on the sexual exploitation of children.
Infringement of state and federal laws will result in suspension or termination of user’s computer
privileges. Patron may be subject to prosecution by local, state, or federal authorities.
A. Computers Available for Public Use
Laptops are available for public use in the Library. To access laptops, patrons must have a Library
or PC card in good standing. Patrons must read, understand and sign the South Burlington Public
Library Laptop Release Form.
Laptops are offered on a first come, first serve basis. They are only for use inside the library and
may be used up to three hours per day.
Desktop computers may be used up to 3 hours, depending upon patrons who might be
waiting. At login, the first session is 90 minutes, followed by up to three 30 minute sessions as
time permits.
Preloaded tablets may be available to make certain resources available to the public. Some
tablets are for public use in the library while others can be checked out for three weeks.
Desktops loaded with educational games are in the Children’s area for public use.
Computer use must end 15 minutes before the close of the library. All devices must be returned
to the circulation desk at that time.
Any patron who willfully causes damage to Library computers is responsible for costs incurred.
B. Children and Computers
The Library supports the right of all persons, regardless of age, to have equal access to the
Internet, as well as with all other materials and services in the Library.
The Library to supports the right and responsibility of parents/guardians to monitor their
children’s use of the web. Parents are encouraged to accompany their children and guide their
Internet exploration. The Library does not assume responsibility for monitoring Internet content
accessed by children.

OBJECTIVE
The Circulation Librarian will be responsible for the administration, operation, and development of the library’s
Circulation services to ensure a friendly, effective and efficient library experience for the public. Will be responsible
for library web site. Will oversee staff to ensure optimal accessibility to the library’s collection and services.

• Administers the circulation system, to include: maintaining the library database, analyzing circulation activities,
performing large-scale database and patron changes, global editing, reports
• Troubleshoots circulation system problems and upgrades
• Oversees and performs all functions at the library’s main desk, including routine circulation and processing
functions, including answering telephone
• Trains all staff in using the circulation system and on new features and upgrades
• Acts as Web Site Team Leader and promotes public awareness of services and programs through the web
• Selects and de-selects materials for the collection; purchases office supplies and equipment for the library
• Collects statistics and prepares data for the VT Libraries annual report
• Promotes libraries and reading through social media page
• Uses online and paper resources to assist patrons of all ages with reader’s advisory and information services
• Assists patrons in the use of library computers, equipment and patron devices
• Assists in the preparation of displays, book lists and bulletin boards
• Assists Library Director in hiring and training new staff
• Periodically assumes full responsibility for the operation and security of the library
• Enforces library policies and procedures in an appropriate manner
• Performs other duties as assigned

EXPERIENCE
• Considerable knowledge of professional library principles, practices and techniques
• Strong communication skills, both verbal and written
• Prior experience in managing a circulation system
• Providing excellent customer service to the public and co-workers
• Expertise and proficiency with computers and devices, popular library software, internet and digital
communications
• Familiarity with bibliographic databases
• Ability to learn library procedures and apply policies
• Effectively address customers who may be demonstrating unruly or impolite demeanor
• Works with a high degree of accuracy, efficiency, dependability and independence
• A basic knowledge of library procedures, operations and services as they relate to circulation
EDUCATION
• Masters in Library or Information Science, or Bachelor degree with VT Department of Libraries
certification and two years of library experience working with the public on services related to
circulation, or equivalent

The Library Clerk will shelve all library materials and maintain order on the shelves. Will provide a
positive and welcoming experience to all Library visitors and assist patrons of all ages in locating library
materials.
