Re: Findings of Fact, application of Frank Naef for conversion of
240 square feet within an existing 1,740 square foot office
building to retail use, 1908 Airport Parkway.
On the 9th of March, 1993 South Burlington Planning Commission
approved the request of Frank Naef for site plan review under
Section 19.10 of the South Burlington Zoning Regulations based on
the following findings:
1. This project consists of converting 240 square feet of office
space to retail. The Planning Commission on 7/10/90 approved a
6,400 square foot addition on this property which was never
constructed.
2. The applicant must obtain from the Zoning Board of Adjustment
a conditional use permit for the multiple use and retail use.
3. This property located at 1908 Airport Parkway lies within the
Mixed Industrial and Commercial District. It is bounded on the
north by undeveloped property, on the east by a warehouse building
under construction, on the south by a retail and office building
and on the west by Airport Parkway.
4. Access/circulation: Access to this property is via two (2)
curb cuts on Airport Parkway. One 15 foot curb cut at the
northerly end of the property and 18 foot curb cut at the southerly
end which serves this property and the adjacent property to the
south. The property to the south is also owned by the applicant.
5. The northerly access drive should be designated for ingress
only due to it being too narrow for two-way access. This was a
requirement of a previous approval.
Circulation is adequate.
6. Coverage/setbacks: Building coverage is 17.2% (maximum allowed
is 30%). Overall coverage is 56% (maximum allowed is 70%). Front
yard coverage is 30.3% (maximum allowed is 30%). Front yard
coverage is existing and is not affected by this application.
All three (3) buildings on this lot are noncomplying because the
lot is developed as a PUD without benefit of a PUD approval and
PUD's are not allowed in this district. All buildings are
therefore subject to Section 19.002 of the zoning regulations.
7. Parking: The uses on this property require a total of 13

parking spaces and 13 spaces are being provided including one (1)
handicapped space.
8. Landscaping: No minimum landscaping required. Site is
adequately landscaped.
9. Sewer: No additional allocation required.
11. Other:
--- plan should have a north arrow.
--- the dumpster adjacent to the auto body shop should be shown
and screened. The other dumpster located along the eastern
boundary should also be screened.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning
Commission approves the site plan application of Frank Naef for
conversion of 240 square feet within an existing 1,740 square foot
office building to retail use as depicted on a plan entitled
"1906/1908 Airport Parkway", prepared by FRN and dated 2/15/93 with
the following stipulations:
1. All previous approvals and stipulations which are not
superseded by this approval shall remain in effect.
2. Any change in existing exterior lighting or any new lighting
shall be downcasting and shielded and shall not cast light beyond
the property line. Any change in existing lighting or new lighting
shall be approved by the City Planner prior to installation.
3. This approval is conditioned on the applicant receiving
conditional use approval from the Zoning Board of Adjustment.
4. This site plan approval shall not be construed as approval to
alter a noncomplying structure. The decision of whether or not to
approve alteration to a noncomplying structure shall be made by the
Zoning Administrator in accordance with Section 19.002 of the South
Burlington Zoning Regulations.
5. The site plan shall be revised prior to permit to show the
following:
a. Dumpster on rear of property properly screened.
b. A north arrow on the plan.

6. The applicant shall obtain a zoning/building permit within six
(6) months or this approval is null and void.
7. There shall be no changes to the site plan unless approved by
the Planning Commission.
