Based on our meeting, Stantec is submitting the following on behalf of the Burlington Airport: Aviatron Addition Site Plan Application— This is a re -application for SP-06-38 previously approved June 28, 2006. The applicant failed to obtain a zoning permit within six months from the Site Plan approval date and consequently is required to re -apply for Site Plan approval. The attached site plan shows proposed landscaping, a bicycle rack, snow storage areas, and a screened in dumpster location as required by the June 28, 2006 Decision by the DRB. Aviation Support Hangar (ASH) Site Plan Application— This Site Plan application is submitted as an amendment to SP-05-02 previously approved by the DRB on February 15, 2005. The intent of this application is to provide an updated site plan showing the as -built conditions. Snow Removing Equipment Building (SREB) Site Plan Application - The purpose of this Site Plan application is to update the Site Plan for the SREB that was previously approved in 1991. Two existing dumpsters are located at the south end of the SREB. This existing dumpster facility will be improved to include trash compactor and recycling dumpsters to serve the SREB, Aviation Support Hangar and the Aviatron building. Improvements include a new concrete slab and screened enclosure with swing gates. ASH Final Subdivision Plat Application - This is a re -application of Preliminary Plan application #SC-06-56 and Final Plat application #SD-06-57 approved August 1, 2006 required because the Final Plat was not submitted within 180 days of the approval as required by condition #5 in the South Burlington DRB decision. The City Enforcement staff has been working with the Airport to try to resolve existing issues for several years, but the list keeps getting longer, and we feel that the Airport staff does not take seriously the duty to comply with local development regulations. These land development regulations are a requirement for all developers in the City, Including the City itself, and many other governmental and NGO agencies. We would have taken action against a private developer long ago, but have attempted to work with the .Airport due to its importance to our region and the fact that you are a fellow municipality. It has come to a point where we can no longer wait for your decision that it is time to remedy these violations. Before turning this matter over to formal enforcement mechanisms, I wanted to get your attention to this list and to request that you take a personal interest in seeing that these violations are cured, If we do not see appropriate applications and other remedies by the end of January, we will need to treat the Airport as we would any other developer in default of our regulations. A C.O. application was received on 9/6/05 with an Inspection of the premises conducted on 10/31/05. It was discovered that a substantial amount of required landscaping was missing. Bob McEwing was Informed of this and was told that the airport would need to either plant the missing material or apply to the Development Review Board for a revised plan. Mr. MoEwing responded that they would apply for a revised plan. No application for the revised plan has been received. 2. An addition was constructed last summer to the rear of the AVIATRON building without site plan approval and without's zoning permit. Site plan approval #SP- 06-38 has now been obtained but no zoning permit was Issued because the conditions have not been met. The violation Is that.the addition was built without a zoning permit and Is being used without a Certificate of Occupancy (the approval will expire soon). 3. Temporary C.O. #01-04 expired on 7/10/01 for construction of a 25,165 sq, ft. terminal expansion (ZP-00-476). A permanent C.O. has been requested but cannot be Issued because of other zoning violations. They are In violation for using and occupying this addition without a C,O. 4. Using independent Wireless antennas on observation deck without a C.O. Antennas were permitted by #ZP-01-204. A C.O. application has been received but it can not be Issued because of other violations. 5. Using and occupying 1165 sq. ft. addition to north end of terminal without a C.O. Site Plan Application #SP-05-02 of Burlington International Airport to: 1) raze and existing 20,000 sq. ft. building used for airport related uses, and 2) construct a 40,000 sq. ft. building consisting of 20,800 sq. ft. of hangar space and 19,200 sq. ft. of general office space, Aviation Avenue: Mr. McEwing described development at the south end of the Airport to create a hangar for the Army Guard while their new hangar is being constructed. To accommodate this, an existing building will be taken down and replaced with a 30,000 sq. ft. building (with second floor space increasing this to 40,000 sq. ft.) to include a hangar and office space. Mr. McEwing showed the location on the plan. The present uses are being relocated. After the Air Guard moves out of this hangar, a fixed base operator will use the facility. The building is being designed with that in mind. Mr. Boucher asked if there are any asbestos issues. Mr. McEwing said there are some and they will be addressed. Mr. Belair noted several waivers are involved. They are a few hundred dollars short on landscaping. Some landscaping is being placed on Airport property away from this building. They also need additional handicapped spaces. There is also an issue of a floodlight being requested. City regulations don't allow flood- lights. Mr. McEwing said this is to flood aircraft parking and is a safety consideration they must comply with. Floodlights will be cast down, and they are sensitive to lights going off the Airport property. , Mr. Dinklage asked about the sign that is supposed to have been placed on the stone wall. Mr. McEwing said they still want to do that, but they haven't had the time. Mr. Belair said the trees were a part of the plan when the building was built. He felt it is ridiculous to cut down trees when they grow up. Rear Setback 50 ft. >50 ft. zoning compliance SITE PLAN REVIEW STANDARDS Section 14.06 of the South Burlington Land Development Regulations establishes the following general review standards for all site plan applications: (a) The site shall be planned to accomplish a desirable transition from structure to site, from structure to structure, and to provide for adequate planting, safe pedestrian movement, and adequate parking areas. Staff feels the proposed project accomplishes a desirable transition from structure to site and from structure to structure. This site is part of the Burlington International Airport, so the proposed structures will be complimented by the surrounding structures. The layout of the proposed project provides for adequate planting and the applicant has submitted a proposed landscape plan. There is a total of 183 parking spaces available to serve the proposed facility (53 around the building and 130 in an existing, adjacent parking area). A total of six (6) handicapped -accessible parking spaces are required, and a total of three (3) are proposed. The proposed 19,200 square feet of general office space will require a total of sixty-eight (68) parking spaces. The Land Development Regulations do not have specific parking requirement for this type of facility, so staff feels the applicant's parking assumptions are adequate. The plans shall be revised to depict an additional three (3) handicapped -accessible parking spaces, for a total of six (6), prior to issuance of a zoning permit. (b) Parking shall be located to the rear or sides of buildings to the greatest extent practicable. The existing and proposed parking on the subject property is sufficient to meet this requirement. (c) Without restricting the permissible limits of the applicable zoning district, the height and scale of each building shall be compatible with its site and existing or adjoining buildings. The height of the proposed hangar and office building is 40', which complies with the 40' maximum for structures with pitched roofs. (d) Newly installed utility services and service modifications necessitated by exterior alterations or building expansions shall, to the extent feasible, be underground. 2. Pursuant to Section 15.13(E) of the Land Development Regulations, any new utility lines, services, and service modifications shall be underground. (e) The ORB shall encourage the use of a combination of common materials and architectural characteristics, landscaping, buffers, screens and visual interruptions to create attractive transitions between buildings of different architectural styles. The applicant submitted building elevation plans and staff feels the architectural characteristics are adequate. (t) Proposed structures shall be related harmoniously to themselves, the terrain, and to existing buildings and roads in the vicinity that have a visual relationship to the proposed structures. Staff feels the proposed structure relates harmoniously to the existing buildings in the vicinity Site plan applications shall meet the following specific standards as set forth in Section 14.07 of the South Burlington Land Development Regulations: (a) The reservation of land may be required on any lot for provision of access to abutting properties whenever such access is deemed necessary to reduce curb cuts onto an arterial of collector street; to provide additional access for emergency or other purposes, or to improve general access and circulation in the area. Staff does not feel it is necessary to create any additional access points to the properties that abut the subject property. (b) Electric, telephone and other wire -served utility lines and service connections shall be underground. Any utility installations remaining above ground shall be located so as to have a harmonious relation to neighboring properties and to the site. (c) All dumpsters and other facilities to handle solid waste, including compliance with any recycling or other requirements, shall be accessible, secure and properly screened with opaque fencing to ensure that trash and debris do not escape the enclosure(s). The plans do not depict any dumpsters. 3. The plans shall be revised to depict any proposed dumpsters, adequately screened, prior to issuance of a zoning permit. (d) Landscaping and Screening Requirements Pursuant to Table 13-9 of the Land Development Regulations, the proposed project will require a minimum of $23,500 of landscaping. The application submitted adequate landscaping plans and a landscape budget (attached), which indicate that $23,125 of landscaping will be planted on the site. Thus, the applicant is seeking a landscape credit of $325. 4. Staff recommends that the Development Review Board grant the applicant a landscape credit of $325. Pursuant to Section 13.06(B) of the Land Development Regulations, snow storage areas must be specified and located in an area that will minimize the potential for run-off. 5. The plans shall be revised to clearly depict the proposed snow storage areas, prior to issuance of a zoning permit. Lighting Pursuant to Appendix A.9 of the Land Development Regulations, luminaries shall not be placed more than 30' above ground level and the maximum illumination at ground level shall not exceed an average of three (3) foot candles. The lighting plan indicates that the proposed lighting will be a maximum of 28' above ground level and that the maximum illumination at ground level is 1.20 foot candles. The applicant submitted exterior lighting details (cut -sheets) with the application (attached). The lighting types are in compliance with Appendix D of the Land Development Regulations. Traffic The applicant submitted traffic projections for the proposed project (attached). These projections indicate that proposed conditions are estimated to generate thirty-seven (37) fewer P.M. peak -hour vehicle trip ends than existing conditions. Thus, no additional traffic impact fees will be required from the applicant at this time. 6. For purposes of calculating traffic impact fees, the proposed project is estimated to generate 0 additional P.M. peak -hour vehicle trip ends. Please find my comments below. 1. Based upon your "Ability to Serve" request dated January 20, 2004, there shall be water service fees applied to the project based on the current Rate and Fee Schedule. It must be recognized by all developers that the Rate and Fee Schedule established by the South Burlington City Council may be modified by resolution at an open meeting of the City Council, and therefore subject to change prior to completion of the project. 2. All construction drawings and plans shall have a note saying "All water line and related work to be performed in accordance with the Specifications and Details for the Installation of Water lines and Appurtenances for all Water Systems Owned by the Champlain Water District, the City of South Burlington, Colchester Fire District #1, and the Village of Jericho", henceforth the CWD Specification. Please add this note to future plans in visible locations. All water installation work and water distribution material must comply with these specifications. Details and Specification designed for this project must be corrected to comply with the CWD Specifications noted above. 3. All domestic services and fire sprinkler systems that are connected to the public water system shall be protected with a backflow prevention assembly, and an appropriate thermal expansion system in compliance with the Ordinance For The Control Of Cross Connections Within The Water System Of the City Of South Burlington, henceforth the "Backflow Ordinance." Please contact this department for more information on backflow protection devices. 4. Access must be provided to the Department for those curb stops located outside the City ROW for disconnecting service to delinquent accounts provided that the City of South Burlington follows the requirements set forth in State Statute Title 24 V.S.A. Chapterl29, Uniform Water and Sewer Disconnect. 5. Eight -inch and larger Ductile Iron (DI) water pipe shall have no less than three (3) brass wedges installed at each joint. Bury depth to the new main shall be six feet (6') to the top of the pipe. 6. The proposed fire hydrant locations shall be installed at a point that is agreeable to the South Burlington Fire Department. The hydrant shall be located at a point that will not only facilitate the Fire Department in an emergency, but also the SBWD for water quality flushing purposes. 7. No underground utility shall be installed within four feet from the water main on either side, from the top of the main to the finish grade, with the exception of storm sewer and sanitary sewer as stated in the above referenced Specifications. Generally, trees shall not be placed over any water main or service line, nor placed within 20" of any appurtenance, including fire hydrants. 8. Separation between the water main and service line and nearby sanitary and storm sewer lines shall comply with the VT WSR requirements and the above referenced Specifications. 9. The current and proposed fire hydrants, and proposed sprinkler system for this project are considered private fire hydrants and sprinkler systems. At this time private fire hydrants are assessed a $100 per hydrant annual fee, and fire sprinkler systems are assessed a $30 annual fee. 10. Prior to any building construction, the building contractor must contact this Department to discuss City requirements for meter sizing, meter settings, and backflow protection. 11. Comments Specific to this plan review: a. Cutting and Capping the existing 8" water main in front of the new building will involve a water interruption to the other customers on this line. The contractor must notify those customers in advance of the planned interruption. b. See attached sketch for a possible improvement to the proposed design with regard to the existing 8" water main and new 12" water main. c. Water Details and Specifications corrections that are too numerous to note here, must be corrected to those of the CWD Specifications noted above. Specifically, the Valve Anchor Detail shall be removed. 12. The SBWD shall be sent any future hard copy plans involving this project for review. Future plans must include details and specifications as required in the above referenced Specifications. 13. The SBWD shall be notified prior to backfilling to inspect all joints, fittings, main line taps, appurtenances, water line crossings, and testing. 14. Further review changes may be required as this project proceeds through the permit process. 15. A hard copy set of As-Builts as well as one electronic copy in Auto-CAD.DWG Version 14 Format or newer shall be supplied to this department upon completion of the water system improvements. Due to the demolition and replacement of the existing 880 building with a new Aviation Support Hangar, and the abandonment of the existing Army National Guard Facility, a decrease of approximately 38 one-way trips in the am and 37 one-way trips in the pm is expected. In the future, it is anticipated that the existing Army National Guard building will be demolished and replaced with a new hangar for Pratt and Whitney.
