RE: 19-099 Site Plan & Conditional Use Application for Commercial Parking Use –
124 Technology Park Way, South Burlington, VT
Dear Marla,
Trudell Consulting Engineers (TCE) is submitting this Site Plan Application and Conditional
Use Application on behalf of the Applicant, ReArch Company, for a proposed change
in use for 124 Technology Park Way, herby referred to as the “project”. The project
proposes a change in use from general office to commercial parking while the existing
building on the property remains vacant. The project does not propose any
construction or changes to the site but will designate 100 parking spaces (0.69 ac) for
use by Burlington Subaru to store overflow of new vehicle inventory.
The project property is an existing 5.0 ac property located at 124 Technology Park Way
with frontage along Kimball Avenue. The site was previously permitted for the
construction of a commercial building, associated parking lot, stormwater treatment
areas, and other utilities in 2007. While this site has had a history of permitting, the
existing building has sat vacant for a number of years. At this time, the applicant
proposes to permit the site for commercial parking use until the building is occupied. At
that time, the Applicant will reapply for Site Plan review to change the site back to
general office use as originally permitted. The site does have a certificate of
occupancy for the building.
Per Section 14.03 of the South Burlington Land Development Regulations, any change in
use for properties outside the form based code district requires Site Plan Approval. As
previously mentioned, this project proposes an interim change in use from the
previously permitted general office space to commercial parking while the office
building remains vacant. Per Section 6.01 and Table C-1 Commercial and Public
Parking Facilities is a conditional use within the Mixed Industrial-Commercial District (IC).

This project does not propose any physical changes to the site and does not require
any changes to existing State permits. It may be noted that there is an existing bicycle
rack on the property for 10 bike spaces. Per Section 13.14(B)(1)(b) pre-approved bike
racks may be permitted to remain and count towards the minimum required provided
that they meet the specifications of the Section. The existing bike rack is a wavy metal
rack, mounted on a concrete pad and fully complies with the Section noted above.
Per Table 10, 1 bike parking space is required for every 5,000 SF of use. This project
proposes commercial parking in 100 spaces which occupy approximately 0.69 ac or
30,062 SF, requiring a minimum of 6 spaces.
Traffic generation from this proposed use is minimal and is less than the previously
approved traffic generation for the office space. For the commercial parking, roughly
twenty trips occur each week, 10 cars brought over and 10 cars taken away, within
normal business hours of 8:30 am to 5:30 pm, Monday through Friday. There is no
specific peak AM or PM trips associated with this use.
