Re: Findings of Fact, site plan application #SP-02-61 of*20-Kimball, LLC to amend a
previously approved site plan for a 27,616 square foot building with 21,616 square feet of
general office space and 6,000 square feet of medical office space. The amendment consists
of changing 2 100 square feet of general office use to medical office use.
On the of November 2002, the Director of Planning and Zoning approved the
request of 120 Kimball, LLC seeking site plan approval under Section 26.10 of the South
Burlington Zoning Regulations based on the following findings:
1) This project consists of an amendment to a previously approved site plan consisting of
a 27,616 square foot building with 21,616 square feet of general office space and 6,000
square feet of medical office space. The amendment consists of changing 2,100 square
feet of general office use to medical use.
2) The owner of record is R.T. Willis Trust.

3) This property located at Kimball Avenue is within the IC- Mixed Industrial
Commercial District.
The only issues affecting the application are parking and traffic .
4) Parking: The minimum parking requirement is 118 spaces. The plan shows a total of
127 parking spaces, including six (6) accessible parking spaces. The requirement is
met.
5) Traffic: ITE estimates that the approved general office use and medical office use
generates 54.17 P.M. peak vehicle trip ends (vte's) ITE estimates the new square
footage of each use will generate a total of 59.08, for an additional 4.91 vte's. The
applicant should expect to pay the applicable road impact fee for the additional vte's.
DECISION AND CONDITIONS
Based on the above Findings of Fact, the Director of Planning & Zoning approves site plan
application 4SP-02-61 of 120 Kimball, LLC to amend a previously approved site plan for a
27,616 square foot building with 21,616 square feet of general office space and 6,000 square
feet of medical office space. The amendment consists of changing 2,100 square feet of

general office use to medical office use, XW Kimball Avenue, as depicted on a site plan
entitled "110-120 Kimball, LLC Kimball Avenue S. Burlington, Vt." prepared by Trudell
Consulting Engineers, Inc., dated 09/12/2000, last revised on 10105101, with the
following stipulations:
1) All previous approvals and stipulations which are not superseded by this approval
shall remain in effect.
2) For the purpose of calculating road impact fees under the South Burlington Impact
Fee Ordinance, the Director of Planning and Zoning estimates that the new use will
generate 4.91 additional vehicle trip ends during the P.M. peak hour.
3) The applicant shall obtain a zoning permit within six (6) months, pursuant to Section
27.302 of the zoning regulations or this approval is null and void.
4) The applicant shall obtain a Certificate of Occupancy/Compliance from the
Administrative Officer.
5) Any change to the site plan shall require approval by the South Burlington Development
Review Board.
