South Village Communities, LLC has submitted miscellaneous application #MS‐19‐03 for approval of an overall
affordability plan for a previous‐approved multi‐phase 334 unit planned unit development, 1840 Spear Street.
At the December 17, 2019 hearing the Board continued the hearing to January 22, 2020 to allow the Board to
deliberate on the affordability plans presented. Additional application materials that were submitted after the
packet publication date for the December 17, 2019 hearing are included in the packet for the Board.

Staff has also included the originally submitted Conceptual Affordable Allocation Plan (sheet DP 1) – 8/8/2019.
Other facts relevant to the application which may be helpful include the following:
Master Plan approved 334 units, including 269 units of base density, 34 below market rate units and 33
bonus market rate units.
A below market rate household is defined as one whose aggregate income does not exceed eighty
percent (80%) of the county median income, as defined by the HUD. The 2019 median family income is
$91,600.
Phase 1 currently has final plat approval for 116 dwelling units. The original master plan approval
included 156 units and a 100‐student school. Some of the master plan approved lots required separate
site plan approval.
Phase 2 currently has final plat approval for 91 dwelling units. The original master plan approval
included 99 units. As with Phase 1, some of the master plan approved lots required separate site plan
approval. The applicant indicated on December 17 they still intend to submit for site plan approval for
the remaining units in Phase 2.
Phase 3 currently has final plat approval for 60 dwelling units. The original master plan approval
included 79 units. An area containing 19 units was removed from the allowable development area
through an environmental court appeal, though approval to construct the units themselves was
retained in the master plan approval.
