Re: Acquisition of Nowland Property adjacent to Cedar Glen North
and City Parkland
Date: December 2, 1977
Dick Underwood has asked me whether the City would be interested
in acquiring a portion (approximately 15 acres) of the Nowland prop-
erty adjacent to Cedar Glen North and the City's parkland. I have
drawn up the attached map and offer the following comments for you
and the Council to consider:
1. Location - the property is centrally located within the
"superblock" bounded by Swift, Spear, Allen and the Shelburne Road.
Although sandwiched between two very large University holdings, the
property could serve approximately 5-700 existing residences in or
adjacent to this superblock, plus the potential for an equal number
of additional units on vacant land within this area.
2. Physical Characteristics - the land slopes gently to the
west, and is about 1/3 wooded, with the balance consisting of over-
grown meadow. Soils are sandy to loamy with some seasonal high
water conditions. Storm drainage and some regrading would be nec-
essary for most recreational uses. There are good views to the west
from the upper (eastern) end.
3. Access - The closest city street is Andrews Avenue, which ends
2-300 feet from the northwest corner of the property. Additional
access might be secured when plans for the balance of Cedar Glen
North are submitted and reviewed. Also, a right of way leads to the
property from a za'planned east-west.city street. Finally, -the proposed
pedestrial trail, system for the area will.link=this site with a number
of residential neighborhoods.
One substantial disadvantage regarding access is that traffic
must pass through existing neighborhoods or developments to reach
the park.
4. Possible Land Swap- if this property were to be acquired,
it may be possible to arrange a land swap with the Cedar Glen North
development. Such a swap would square up the park boundaries, make
park development and maintenance more economical, and decrease
exposure to adjoining neighborhoods.
5. Timing of Acquisition - Bruce O'Neil has said that more
parkland is needed in this area to serve existing residences, not
to mention future developments.

The property is of greatest value to the abuttors (South
Burlington, UVM, Cedar Glen North) for their own purposes as it is
so remote that full development costs might be prohibitive for
others.
I believe the annual open space budget is still uncommitted
for this year; there is adequate time to prepare a B.O.R. app-
lication (deadline for FY79: 12/31/771)
6. Priority of need - There are no specific priorities spelled
out in the Comprehensive Plan for neightborhood parks in this end of
town. Bruce O'Neil could be of assistance in this regard.
