Tuesday, November 5, 2019
Members Present: Larry Kupferman (Interim Chair), Mike Simoneau (Vice Chair Recreation & Parks
Committee, Linda Chiasson (NRC), Maggie Leugers (City Advisor), Muriel More, Molly Bezio
Members Absent: Betty Milizia (NRC), Kate Lukas
Members of Public Also Present: Barbara Sirvis, Cliff Baird
1. Safety Procedures:
Maggie directed the group to exit through administration offices to back parking lot of building

3. Adopt Agenda:

4. Minutes:
Muriel noted we should expand upon on-leash park ordinance expansion recommendation with
consideration of potential exemptions and broader discussion by the committee (only 4 present at
prior meeting).
Approved October 7, 2019 meeting minutes after changes noted above.
5. Wetlands Delineation & Dog Park Draft Design Update
a) Design consultant has been chosen but still no hard copy has been received at this point.
b) Larry will follow-up with Justin Rabidoux (Director Department of Public Works) on draft design
plat, design cost and source of funds.
6. Upgrades to Farrell Dog Park (Larry)
a) Mike, Kate, Larry met at Farrell Dog Park since last meeting and noted that the gates did not
appear to be in need of repair. However, extra gravel could be added to prevent dogs from
escaping and help with drainage. There is no gate to enter the Park with large equipment (i.e.,
plow truck).
7. Finalize Proposed Rules, Regulations & Operational Guidelines (Present to PR/DPW Staff)
a) Larry shared a picture of the signage in front of Farrell Dog Park that could be mirrored for future
dog parks.
b) Committee agreed to keep Rules, Regulations and Operational Guidelines in draft form for now
in the event we have further modifications before presenting to Department of Public Works.
8. On-Leash Park Ordinance Expansion Recommendation to Recreation & Parks Staff/Committee
a) Muriel shared pamphlet from the City of Boulder Voice and Sight Tag Program that could be
experimented with in our own community or abutting communities.
b) DPC proposes resolution to support consideration of off-leash dog opportunities in our municipal
park system as City Council moves to discuss on-leash park ordinance recommendations to the
Recreation and Parks Committee.
9. Future Site Planning
10. Updates:
a) Friends of Dog Parks: There was a Pooch Halloween Parade held at Veterans Park was well
organized. There was good attendance and overall successful. Friends of Dog Parks are in the
process of designing hats to raise money and awareness.
b) Interim Zoning Open Space Committee: Work is ongoing.
c) Recreation & Parks Committee (Mike): No further updates outside of discussions noted above.
11. Ongoing Evaluation – Using Selection Matrix and Final Report to City Council
a) Will keep this topic on agenda for next meeting.
12. Future Agenda Items:
a) Plan for design and construction phases of Wheeler Dog Park
b) Implementation of fundraising strategies
c) Future site planning
d) On-Going Evaluation Plan
e) Continue Public Forums
