HomeMy WebLinkAboutSP-17-55 - Decision - 0020 Karen Drive#SP-17-55 CITY OF SOUTH BURLINGTON DEPARTMENT OF PLANNING & ZONING PEPSICO — 20 KAREN DRIVE SITE PLAN #SP-17-55 FINDINGS OF FACT AND DECISION Pepsico, hereinafter referred to as the applicant, is seeking to amend a previously approved plan for a 94,900 sq. ft. warehousing, processing, storage and distribution building. The amendment consists of expanding the parking area by 4,671 sq. ft., 20 Karen Drive. Based on the plans and supporting material contained in the document file for this application, the Administrative Officer finds, concludes, and decides as follows: FINDINGS OF FACT 1. This project consists of amending a previously approved site plan for a 94,900 sq. ft. warehousing, processing, storage and distribution building. The amendment consists of expanding the parking area by 4,671 sq. ft., 20 Karen Drive. 2. The owner of record of the subject property is Bottling Group, LLC. 3. The subject property is located in the Allen Road Zoning District. 4. The application was received on July 13, 2017 and deemed complete on 9/26/17. 5. The plan set submitted consists of eight (8) pages, page one (1) is entitled, "Pepsi -Cola Bottling Facility 20 Karen Drive South Burlington, VT", prepared by Civil Engineering Associates, Inc., and dated 5/24/17. DIMENSIONAL REQUIREMENTS 6. Building coverage is 11.3% (maximum allowed is 40%). Overall coverage is 23.6% (maximum allowed is 70%). Front yard coverage is 11.9% (maximum allowed is 30%). SITE PLAN REVIEW STANDARDS Only the standards below will are affected by this application. All other standards will continue to be met. #SP-17-55 Vehicular Parking 7. The parking area is being expanded to accommodate a re -orientation of the truck parking in the southeast corner of the site. Landscaping 8. The applicant is revising the landscaping plan to remove trees that are in the way of the parking expansion and replacing them with new trees elsewhere on the site. The total value of the new plantings is $1,950. The City Arborist on 9/25/17 indicated that the landscaping plan was acceptable. Stormwater 9. The parking expansion plan was reviewed by the Stormwater Division. In an email dated 9/27/17, Dave Wheeler, commented that the approval should include a condition that the applicant regularly maintain all stormwater treatment and conveyance infrastructure. Bicycle Parking 10. The plan will have to be revised to comply with Section 13.14 of the LDRs to include the new type and location for bicycle racks, to accommodate the minimum requirement of three (3) (50% of requirement) short-term bicycle parking spaces (two (2) racks) or comply with the full requirement of six (6) bicycle spaces (three (3) racks). DECISION Based on the above Findings of Fact, the Administrative Officer hereby approves site plan application #SP-17-55 of Pepsico, subject to the following conditions: 1. All previous approvals and stipulations which are not superseded by this approval will remain in effect. 2. This project must be completed as shown on the plan and will be on file in the South Burlington Department of Planning and Zoning. 3. The site plan must be revised to show the changes below and will require approval of the Administrative Officer. Three (3) copies of the approved revised plan must be submitted to the Administrative Officer prior to permit issuance. a. The site plan must be revised to include the minimum requirement of three (3) (50% of requirement) short-term bicycle parking spaces or comply with the full requirement of six (6) bicycle spaces. -2- #SP-17-55 4. The applicant must obtain a zoning permit within six (6) months pursuant to Section 17.04 of the Land Development Regulations or this approval is null and void. 5. All exterior lighting shall be installed or shielded in such a manner as to conceal light sources and reflector surfaces from view beyond the perimeter of the area to be illuminated. All noncomplying exterior light fixtures must be removed or replaced with conforming fixtures prior to the issuance of a Certificate of Occupancy. 6. Prior to issuance of a zoning permit for the project, the applicant must submit to the Administrative Officer a final set of project plans as approved in digital (PDF) format. 7. The Applicant must obtain a Certificate of Occupancy from the Administrative Officer prior to the use of the site modifications. 8. Any change to the site plan will require approval by the Administrative Officer or the South Burlington Development Review Board. This Notice of Appeal must be accompanied with a $233 filing fee and be filed within 15 days of the date of this decision.
