HEALTHCARE — 40 IDX DRIVE SITE PLAN APPLICATION #SP-17-14 FINDINGS OF FACT AND DECISION G. E. Healthcare, hereinafter referred to as the applicant, is seeking after -the -fact approval to amend a previously approved plan for a 233,133 sq. ft. general office building. The amendment consists of: 1) revising the layout of 22 previously approved handicapped spaces & reducing the number by one (1) space, 2) reconstruction of handicapped access ramp, and 3) construction of a new sidewalk to connect to bus stop, 40 IDX Drive. Based on the plans and materials contained in the document file for this application, the Administrative Officer finds, concludes, and decides the following: FINDINGS OF FACT 1. The applicant is seeking approval to amend a previously approved plan for a 233,133 sq. ft. general office building. The amendment consists of: 1) converting 25 regular spaces to 22 handicapped spaces & adding island peninsulas which reduce the number of parking spaces by seven (7) spaces, 2) reconstruction of handicapped access ramp, and 3) construction of a new sidewalk to connect to bus stop, 40 IDX Drive. 2. The owner of record of the subject property is IDX Systems Corporation. 3. The subject property is located in the Commercial 2 Zoning District. 4. The application was received on February 28, 2017. 5. The plan submitted consists of a 13 page set of plans, page one (1) is entitled, 'AGE Healthcare Site Improvements South Burlington, Vermont", prepared by Stantec Consulting Services, Inc., dated August 2016. DIMENSIONAL REQUIREMENTS 6. The proposed site modifications will increase overall coverage from 54.72% to 54.79% (maximum allowed is 70%). The other coverages will not change. 7. Setback requirements are being met. - 1 — #SP-17-14 SITE PLAN REVIEW STANDARDS Only the standards below are affected by this application. All other standards will continue to be met. Parking 10. 25 regular parking spaces will be changed to 22 handicapped spaces resulting in the loss of three (3) spaces, and the addition of island peninsulas in the westerly parking area will result in the loss of four (4) spaces for total loss of seven (7) spaces on the property. The minimum parking requirement, based on a GFA of 233,133 sq. ft. is 816 spaces. With the most recent parking lot expansion (#SP-16-14) there will be a total of 851 spaces available. The addition of the 22 HC spaces and the island peninsulas will result in total of 844 spaces which exceeds the minimum requirement. 11. Pursuant to Section 13.01(G) (5) of the Land Development Regulations, bicycle parking shall be provided on the subject property. A bicycle rack is not shown on the plans. 12. Pursuant to Section 13.01(B) of the Land Development Regulations, internal landscaping of the parking area does not apply to this application. (c) Parking shall be located to the rear or sides of buildings 13. No additional spaces proposed. This requirement is being met. 14. As noted above, bicycle rack locations are not noted on the plans. DECISION Based on the above Findings of Fact, the Administrative Officer hereby approves site pan application #SP-17-14 of G. E. Healthcare subject to the following conditions: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. This project shall be completed as shown on the plan and shall be on file in the South Burlington Department of Planning and Zoning. 3. The plans shall be revised to show the changes below and shall require approval of the Administrative Officer. Three (3) copies of the approved revised plans shall be submitted to the Administrative Officer prior to permit issuance. a. The site plan shall be revised to show snow storage areas and a bike rack. -2— #SP-17-14 4. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 17.04 of the Land Development Regulations or this approval is null and void. 5. The applicant shall obtain a Certificate of Occupancy from the Administrative Officer prior to occupancy or use of the site modifications 6. Any change to the site plan shall require approval by the South Burlington Development Review Board or the Administrative Officer. This Notice of Appeal must be accompanied with a $233 filing fee and be filed within 15 days of the date of this decision.
