Re: Findings of Fact, application of Mountain Cable Company for
construction of a 32,000 square foot building for corporate
office use and a separate 5,000 square foot storage building on
lot 2, Kimball Avenue.
On the 22nd of August 1989, the South Burlington Planning Commis-
sion approved the request of Mountain Cable Company for site plan
approval under Section 19.10 of the South Burlington Zoning
Regulations based on the following findings:
1. TRAFFIC ACCESS: Access will be provided by two curb cuts on
a newly constructed public street along the eastern portion of
the property. Access to the main entrance and parking lot would
be provided by a 27 foot wide curb cut. A second curb cut fur-
ther to the north and 32 feet wide, would provide primary access
to the rear parking lot and storage building as well as secondary
access to the main parking lot.
2. CIRCULATION & PARKING: Circulation is adequate. The use
requires 128 parking spaces; 77 are approved. the plan shall be
revised to show a 24 foot wide aisle between rows of parking.
3. LANDSCAPING & SCREENING: Applicant shall post a $28,600, 3-
year landscaping bond prior to permit. The Planning Commission
approves a maximum building height of 45 feet, being of the
opinion that the additional height will allow the retention of
green space, thereby enhancing the appearance of the property.
4. OTHER: a) A 750 gpd sewer allocation is granted. This
shall be subtracted from the total sewer allocation granted for
the 3 lots. The applicant shall pay a $2.50 per gallon fee prior
to permit. b) The applicant shall contribute $287 to the Wil-
liston Road Intersection Improvement Fund (Impact Area 2) based
on the 29 peak hour trips to be generated by this development.
c) The plan shall be revised to show a retention basin for
stormwater runoff. The plan shall be submitted to the City
Engineer for approval prior to permit. d) The plan shall be
revised so that the proposed buildings meet setback requirements:
60 foot setback from Kimball Avenue, 35 foot setback from the new
public r.o.w., 30 feet from the rear property line and 20 feet
from the east side property line. e) The applicant shall submit
legal documents (Irrevocable Offer of Dedication) for the new
public street to the City Attorney for review and approval prior
to permit. The new road shall be built to City specifications.
f) A revised plan shall show a sidewalk along Kimball Avenue.
g) Revised plan shall show limits of conservation zone and 100
year floodplain. h) Revised plan shall show temporary turn-
around at end of new public street. This shall be approved by
City Engineer. i) There shall be no storage trailers on the
lot. j) Outside storage area shall be properly fenced and
screened, as approved by the City Planner. k) The building
permit shall be obtained within b months or this approval is null
and void.
