Members Present Sidney Poger, chairman; Peter Jacob, Kirk Woolery, Ernest Levesque. James Draper, Jim Ewing, George Mona Others Present Stephen Page, Planner; Gerald Milot, Claude Gagne, Bill Schuele, Lowell Krassner, Maurice Boisvert, Bob Methot, Bob Cross, Robert Jolley, Gil Barlow, Dale Kleppinger Minutes of July 10, 1979 Mr. EwinK moved to approve the July 10, 1979 minutes. Mr. Mona seconded the motion, which passed unanimously. Public hearing on final plat application of Maurice Boisvert for a 1 lot subdivision off Holmes Road. Mr. Poger asked about theadequacy oraoccassionalhbloockagesal for erosion. Mr. Boisvert replied therewere in the spring, but nothing that would impinge on the house sites. Mr. Page replied that there were no steep slopes and little or no erosion occurring in the vicinity. Mr. Woolery moved that the South Burlington Planning Commission approve the final plat of Maurice Boisvert for a 1 lot subdivision as depicted on a plan entitled "Proposed Subdivision for Maurice Boisvert" and accompanying plan for sanitary sewer extension drawn by Trudell Consulting Engineers, dated 4/30 and 6/15/79 subject to the following stipulations: 1. A private road and waiver a reement shall be executed. 2. The final plat for recording shall depict building envelopes and be recorded within 90 days.. 3. A municipal sewer easement shall be extended across the full frontage of lot 2. 4. The public sewer shall be extended per the plans submitted a bond in an appropriate amount shall be posted. Mr. Jacob seconded the motion. Mr. Poger asked Mr. Page to explore, with the City Attorney, the usefulness of requiring building envelopes to be shown on final plats that are to be recorded. PLANNING COMMISSION JULY 10, 1979 ;ir. Draper moved to continue the hearing until August 14, 1979 at 7.30 pm at City Hall. Mr. Jacob seconded the motion and all were in favor. Public hearing on preliminary plat application of subdivision on Holmes Road for a 1 Mr. Boisvert said they had submitted engineering plans for the sewer connections to the City Engineer. Mr. Page said he did not believe there were any other vacant lots in that area and said there were a total of 7-8 homes there. The land surrounding this area is vacant and owned by Mr. Farrell. When that land is developed, the private right of way will have to be upgraded. Mr. Page said it should be clear that people could not erect structures in the narrow portions of these lots being set off. He hoped variances would not be granted because of the irregular shape of the lot. Mr. Boisvert said he intended to retain the land in the area that he owns now. Mr. Draper asked what reason there was for the narrow parts of the lots and was told that if someone bought a lot, he would own the land on the lake and could pull his boat up there if he wished to, which he could not do if he were only given a right of way to the lake. Mr. Boisvert did not think anyone could build in that part of the land because it is wet and the soil is clay. Mr. Draper did not like the lot shapes. Mr. Woolery moved that the South Burlington Planning Commission approve the preliminary plat of Maurice Boisvert for a 1 lot subdivision as depicted on a Plan entitled "Proposed Subdivision for Maurice Boisvert" and accompanying plan for sanitary sewer extensions drawn Trudell Consulting Engineers, dated 4 30 and 6 15 79 subject to the following stipulations: 1. A Private road and waiver agreement shall be executed. 2. The final plat for recording shall depict building envelopes 3. Mr. Jacob seconded the motion and none voted no. Public hearing on final Plat application of Emery Victory for a 1 lot subdivision on Victory Drive Mr. Page said the lot was behind Merriam Graves Co. Mr. Victory said there were 2 50' rights of way between this lot and that of Bishop, and 3 curb cuts for the property in total. He said he has no plans for the rest of the land. The question of a buffer strip came up, but it was decided that the only time one was imposed was when the residential use was there first. If the commercial use is first, then anyone buying a residence knows who he will have for a neighbor. The other as- pects of the plan remain as before. #3 Twin Oaks Revised Final Plat Layout revisions are proposed for phases II & III; they in- clude building configuration, a second curb cut on Kennedy Drive, addition of a trailer storage area, and city streets throughout. The new layout preserves the entire wooded buffer area along the east property line, which was a major concern of the adjoining Forest Park Condominium residents. I am opposed to the additipnal access on Kennedy Drive because there will be a future connection to Timber Lane and Kennedy is such an important arterial. Action on the plat should be deferred until final engineering is com- pleted, which can be done after the Commission has decided on an acceptable overall layout plan. A revised phasing plan is also being submitted. #4 Boisver Preliminart Plat It should be made clear (i.e., note on plan to be recorded) that a substantial portion of the area on the 2 proposed lots is in the C-0 district and thus is not suitable for construction purposes. #5 Victory Final Plat This is a simple 1 lot subdivision, which will tap into an existing sewer; there will be a short water main extension. How- ever, the application is incomplete at this time. #6 Grandview Condominiums (Brand property) Revised Final Plat The layout of buildings has been revised by pulling some of them back in away from the bank; the unit distribution among building: has also changed, resulting in one additional 4 unit building, althouc the total number of units is the same. I have no adverse comments on the proposed plan. However, the parking lot for the first cluster of units has been (inadvertently?) omitted; also, I suggest that the walks for the new building (M) lead to the adjoining parking area. to minimize the amount of on -street parking. Layout changes for phases III & IV should be reviewed later, when utilities and the street have been constructed and their location firmly established. There is adequate buildable area on both lots and the applicable dimensional requirements are satisfied. On site water is proposed.
