Two people from the public. Thomas Bailly and Frank von Turkovich. 7:11 Introductions. 7:15 Four working maps were distributed. Map 1- Includes our recommended parcels and all the conserved lands. Map 2 - Separates the UVM properties. Map 3- Parcel boundaries including NRP, residential, etc. Map 4- All parcels of 4 acres and less than 10% impervious surfaces Discussion about definitions of regulation. 7:38 Do we include the parcels that already have some regulatory restriction and protection on then already? Taking a deeper dive into the maps and NRP areas’ accuracy. Noting that they do not include buffers around forests. Possibly Amanda can create another map that details NRP boundaries. Counting the parcels that have partial NRP conservation… 15 by our count 7:55 Counting our parcels: 20 high priority 14 low priority 8 UVM parcels 15 with partial NRP (less than 100%) Discussion about these 8:08 Allan’s takaway: We have to write a results section. Needs direction on where to go with that. We have 5 different categories that potentially could be a way to break up the results. We don’t want to be wishy-washy. We want to be solid. Frank von Turkovich wanted to know if the committee would invite landowners in to comment on their land if it is rated. Paul’s answer: If IZ was extended another 3 months, we would have time to hold forums. Tom asked about how we looked at agricultural land. It would be great if the city got in the ag business (preserving ag land). 8:21 We have yet to get the acreages of parcels mapped or listed as a way to narrow down our recommended parcels. How can we narrow down or priorities our recommendations so that it’s not so overwhelming. See if Amanda has the ability to split parcels to get the portion that’s under reg or permit restriction and the portion that’s not to help us. 8:32 Allan proposed the question: How to create an executive summary that’s concise and easy to understand while not leaving out all the nuances involved. 8:37 Do we want to go back to the partial protection parcels to see how they ranked to help us simplifying things a bit? Reviewing Allan’s “Methods” write-up. Will include Amandas table with natural resource descriptions and where to view them on city’s maps. Allan would like for the committee to send him comments. Vince wants us to be clear about what the buckets or categories might be if we want to use them. Allan likes the systematic approach but at some point, we might need to start to parse them out some more into buckets perhaps. At this point, we are not sure.
