HomeMy WebLinkAboutSP-90-0000 - Decision - 0635 Hinesburg RoadFINDINGS OF FACT & DECISION STATE OF VERMONT p, COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of CPA Partnership for approval of a revised Final Plat for construction of an addition consisting of 50 residential units to the existing 76 unit elder- ly housing project known as Country Park Apartments, Hinesburg Road. On the 4th of December 1990, the South Burlington Planning Com- mission approved the request of CPA Partnership for Site Plan review under Section 19.10 of the South Burlington Zoning Regula- tions and for approval of a revised Final Plat under Section 204 of the South Burlington Subdivision Regulations based on the following findings: This project consists of constructing an addition containing 50 units to an existing 76 unit building. The two (2) buildings will be joined by a community room. The sketch plan was reviewed by the Planning Commission on September 18,1990. Landscaping: The minimum landscaping requirement for this project is $22,973. The landscaping plan submitted is $3,257 short of the requirement. A substantial amount of mature, natural vegetation exists in the western portion of the property. Traffic: This property is within Traffic Overlay Zone 5 which allows 356 peak hour trips. Traffic information provided by the applicant indicates that the present P.M. peak is 22 trips and with the addition it will be 36 trips. The applicant will be required to contribute $2,316 toward the Hinesburg Road/Kennedy Drive Improvement Fund based on the 14 additional peak trips. Sewer: A sewer allocation of 9,000 gpd is required based on 40 one bedroom apartments and 10 two bedroom apartments. Other: Fire Chief Goddette has reviewed these plans and does not see a problem in proving emergency protection. Height of Building: The proposed building will be 39 feet in height, four (4) feet greater than allowed under Section 18.112 of the zoning regulations. Other: The existing storm drain should be shortened and a new catch basin installed. Also, the 8" water main serving the Briarwood development should be relocated to the north side of the new addition. DECISION & CONDITIONS Based upon the above findings of fact the South Burlington Plan- ning Commission approves the revised Final Plat of CPA Partner- ship for construction of an addition consisting of 50 residential units to the existing 76 unit elderly housing project known as Country Park Apartments as depicted on a 13 page set of Plans, page one entitled, "Country Park Apartments Grading Plan, South Burlington, Vermont." prepared by Civil Engineering Associates, Inc., and dated July 1990, last revised 9/90, with the following stipulations: 1. The applicant shall post a $22,973, 3-year landscaping bond prior to permit. The Planning Commission grants a $3,257 credit for the existing vegetation located in the western corner of the property. 2. The applicant shall contribute $2,316 to the Hinesburg Road/Kennedy Drive Improvement Fund based on the additional 14 peak hour trip ends to be generated by this development. 3. A sewer allocation of 9,000 gpd is granted. The applicant shall pay the $2.50 per gallon fee prior to permit. 4. The Planning Commission approves a height of 39 feet for the building. It is the Commission's opinion that such a height will relate aesthetically with existing buildings, will not detract from scenic views, and will allow for greater retention of green space. This approval is conditioned on a maximum 3-story build- ing with pitched roof as shown in the plans. 5. The plans shall be revised prior to recording to show the following: a) Existing storm drain shortened and new catch basin installed, and b) 8" watermain serving Briarwood relocated to the north side of the new addition. 6. The Revised Final Plat shall be recorded in the South Burl- ington land records within 90 days or this approval is null and void. ChXirmaA or tierk South Burlington Planning Commission
