SITE PLAN APPLICATION #SP-18-06
FINDINGS OF FACT AND DECISION
Christine Golden, hereinafter referred to as the applicant, is seeking approval to amend
a previously approved plan for a 20,152 sq. ft. building consisting of 3,931 sq. ft. of
medical office use and 16,221 sq. ft. of general office use. The amendment consists of
revising the landscaping plan by replacing a dead tree and the plantings along the front
of the building, 620 Hinesburg Road.
Based on the plans and materials contained in the document file for this application, the
Administrative Officer finds, concludes, and decides the following:
FINDINGS OF FACT
1. The applicant is seeking approval to amend a previously approved plan for a 20,152
sq. ft. building consisting of 3,931 sq. ft. of medical office use and 16,221 sq. ft. of
general office use. The amendment consists of revising the landscaping plan by
replacing a dead tree and the plantings along the front of the building, 620
Hinesburg Road.
2. The owner of record of the subject property is Fleischer & Jacobs Real Estate
Holdings, LLP.
3. The subject property is located in the Residential 7 — Neighborhood Commercial
Zoning District.
4. The application was received on January 19, 2018.
5. The plan submitted consists of two (2) pages, page one (1) is entitled, "620
Hinesburg Road South Burlington, VT", prepared by Lamoureux & Dickinson
Consulting Engineers, Inc., dated May 8, 2014.
DIMENSIONAL REQUIREMENTS
6. No changes proposed to coverages.
7. Setback requirements are being met.
SITE PLAN REVIEW STANDARDS
Section 14.06 of the South Burlington Land Development Regulations establishes the
following general review standards for all site plan applications:

Only the standards below are affected by this application. All other standards will
continue to be met.
Landscaping
8. The application is to remove trees and shrubs and replace them with new trees and
shrubs with a value of $6,145. In an email to staff dated 12/08/17, the City Arborist
recommended that the applicant replace the proposed Austrian Pines with another
species (applicant has chosen White Spruce which is a species he recommended).
Bicycle Parking
9. The plan complies with Section 13.14 of the LDRs to include the new type and
location for bicycle racks, to accommodate the 50% requirement of four (4) short-
term bicycle parking spaces (one (1) inverted "U" will be provided to accommodate
two (2) bicycles).
DECISION
Based on the above Findings of Fact, the Administrative Officer hereby approves Site
Plan Application #SP-18-06 of Christine Golden subject to the following conditions:
1. All previous approvals and stipulations which are not superseded by this approval
shall remain in effect.
2. This project shall be completed as shown on the plan and shall be on file in the
South Burlington Department of Planning and Zoning.
3. Prior to permit issuance, the applicant must post a $6,145 landscaping bond.
This bond must remain in full effect for three (3) years to assure that the
landscaping has taken root and has a good chance of survival.
4. The applicant shall obtain a zoning permit within six (6) months pursuant to
Section 17.04 of the Land Development Regulations or this approval is null and
void.
5. The applicant shall obtain a Certificate of Occupancy from the Administrative
Officer upon completion of the project.
6. Any change to the site plan shall require approval by the South Burlington
Development Review Board or the Administrative Officer.

PLEASE NOTE: Pursuant to 24 VSA §4465, an interested person may appeal this decision
by filing a Notice of Appeal with the secretary of the Development Review Board. This
Notice of Appeal must be accompanied with a $233 filing fee and be filed within 15 days
of the date of this decision.
