Llewellyn 1. Other Business: No issues were raised. 2. Report on recent site plan decisions issued by the Director of Planning & Zoning: a. Site Plan Application of Ben & Jerry's Homemade, Inc, to amend a previously approved plan to use a 276,566 sq. ft. building for 122,030 sq. ft. of general office use, 18,000 sq. ft. of warehouse use, and 136,536 sq. ft. of light manufacturing use, 30 Community Drive. The amendment consists of converting 17,600 sq. ft. of light manufacturing use to warehouse use. APPROVED. No issues were raised. 3. CONTINUED PUBLIC HEARING: Application of Roman Catholic Diocese of Burlington seeking conditional use approval from Section 26.05, Conditional Uses, of the South Burlington Zoning Regulations. Request is for permission to construct a 440 sq. ft. addition to an existing 1500 sq. ft. accessory structure for a church, 200 Hinesburg Road: and 4.Continued site plan of Roman Catholic Diocese of Burlington to construct a 440 sq. ft. addition to an existing 1500 sq. ft. accessory structure for a church, 200 Hinesburg Road: Mr. Wells explained that the expansion concerns the cemetery operation. The current facility is inadequate. The addition would contain a waiting room and conference room. No other issues were raised. Ms. Quimby moved the Development Review Board approve the application of Roman Catholic Diocese of Burlington for conditional use approval from Section 26.05, Conditional Uses, of the South Burlington Zoning Regulations. Request is for permission to construct a 440 sq. ft. addition to an existing 1500 sq. ft. accessory structure for a church, and the site plan application of Roman Catholic Diocese of Burlington to construct a 440 sq. ft. addition to an existing 1500 sq. ft. accessory structure for a church, 200 Hinesburg Road, as depicted on a plan entitled "Resurrection Cemetery Roman Catholic Diocese of Burlington Hinesburg Road, South Burlington, Vermont 05403 Master Plan —1999 Update," prepared by TIC Landscape Architects, dated 10/8/99, with the following stipulations: 1. All previous approvals and stipulations, which are not superseded by this approval, shall remain in effect. 2. For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance, the Development Review Board estimates that the addition will generate zero additional vehicle trip ends during the P.M. peak hour. 3. Any new exterior lighting shall consist of downcasting shielded fixtures. Any change to existing lights shall require approval by the Director of Planning & Zoning prior to installation. 4. The applicant shall obtain a zoning permit within six months pursuant to Section 27.302 of the zoning regulations or this approval is null and void. 5. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to the use of the addition. 6. Any change to the site plan shall require approval by the South Burlington Development Review Board. a 7. Prior to issuance of a zoning permit, the applicant shall post a $1191 landscape bond. The bond shall remain in effect for three years to assure that the landscaping takes root and has a good chance of surviving. PUBLIC HEARING: Preliminary plat application of Wright/Morrissey Realty Corporation for a mixed use planned unit development consisting of. 1) 160 residential units in four buildings, 2) an 85 room hotel, 3) a 130 unit congregate housing facility, 4) 7200 sq. ft. addition to an indoor recreational facility, 5) a 91,000 sq. ft. building which will include retail, general office, bank with drive -through service, restaurant and 10 residential units, and 6) subdividing two parcels of 24.458 acres into eight lots, Shelburne Road and Farrell Street: Mr. Dinklage noted receipt of letters and comments from the following: the City's Recreation Director, Lisa Yankowki, Steve Vock of Civil Engineering Associates, Sharon Behar; also a memo from the Director of Planning & Zoning relative to comments from last night's City Council meeting. Mr. Farrell then showed plans of the existing conditions on the property under consideration. He noted that the land surrounds the Ben Franklin building which is not part of the development being considered but which is included in the PRD. The land is question is adjacent to Mall 189. Mr. Farrell showed existing access points and scattered wetlands on the property. The existing and proposed uses on the site include: an extended stay hotel with underground parking and some surface parking, 4 apartment buildings with underground and surface parking, a 130 unit senior housing building (similar to The Pines) with under- ground and surface parking, a mixed use building (which has been revised since sketch plan) which will be built in two phases and will ultimately include office space on the second and third floors, retail, restaurant and bank on the first floor, and apartments on the fourth and fifth floors. It will be surrounded by surface parking and will also have some underground parking. Mr. Farrell said that overall, 1/3 of the parking will be underground. He then described the individual buildings that are proposed: The mixed use building will have a retail store front look with an overhang. Drive -up lanes for the bank can be accommodated, if needed. Mr. Dinklage asked Mr. Farrell to confirm, that which is being shown will essentially be what is actually built. Mr. Farrell said "absolutely." Belair, Administrative Officer Landscaping The minimum landscaping requirement, based on building costs, is $300 which is being met. Sewer: A sewer allocation of 90 gpd is requested. The applicant will be required to pay the per gallon fee prior to permit issuance. Traffic: ITE estimates that the office at 1035 Hinesburg Road will generate 1.28 additional vehicle trip ends (vte's) during the P.M. peak hour. The applicant should be made aware that the road impact fee is zero (0). Dumpsters: The dumpster storage area will be screened. Lighting The applicant should provide details (cut -sheets) for all exterior lights. 8 & 9) ROMAN CATHOLIC DIOCESE - ADDITION TO OFFICE BUILDING - SITE PLAN & CONDITIONAL USE This project consists of construction of a one-story wood frame 440 square foot addition to an existing 1500 sq. ft. maintenance /office building. The addition will be used to house a reception area, conference room and handicapped bathroom. This property located at 200 Hinesburg Road lies within the R4 District and is bounded on the west by Hinesburg Road and on the north, south, and east by residences. Site Plan Criteria: Access/Circulation: Access is provided via an existing curb cut on Hinesburg Road. No changes are proposed. Circulation on the site is adequate. Coverage/setbacks: Setback requirements have been met. Coverage is not determinable at this time as the applicant did not provide lot size information. However, the proposed addition is expected to have a minimal impact on coverage considering the vast size of the lot. Parking: A total of 8 parking spaces are required and a total of 16 spaces are provided. The plan should be revised to show the limits of parking and circulation. s Landscaping: The minimum landscaping requirement based on building costs is $1191. The applicant has not provided details of proposed landscaping. The applicant should submit landscaping plans including the name, number, size, and species of proposed plantings. Sewer: No additional sewer allocation needed. Traffic: The proposed addition is not expected to generate any additional traffic. Lighting: If the applicant is proposing any additional exterior lighting, the applicant should provide exterior lighting details (cut -sheets). Other: The plan should be revised to show the true north arrow pointing in the correct direction. Conditional Use Criteria: This property located at 200 Hinesburg Road lies within the R4 District. The proposed use complies with the stated purpose of the R4 District to "encourage residential use at moderate densities that are compatible with existing neighborhoods and undeveloped land adjacent to those neighborhoods". The proposed Church reception area and conference room are compatible with the residential neighborhoods found in this district. The proposed use will not adversely affect: a) the capacity of existing or planned community facilities. It is a community facility that will be used by city residents b) the character of the area affected. It is compatible with the existing maintenance/office space for the cemetery and surrounding residential neighborhoods. c) traffic on roads and highways in the vicinity. The proposed use is not expected to impact traffic. d) bylaws in effect. The addition will comply with the area and dimension requirements. e) utilization of renewable energy resources. The proposed use will not impact any renewable energy resources utilization. f) general public health and welfare.
