Ready Funeral Home, hereinafter referred to as the applicant, is seeking conditional use
approval under Section 14.10, Conditional Use Review, of the South Burlington Land
Development Regulations. Request is for permission to: 1) raze the existing buildings, and
2) construct a 3168 sq. ft. building for funeral home and mortuary use (crematorium and
office), 75 Allen Road.
Associate Planner Cathyann LaRose and Administrative Officer Ray Belair, referred to herein
as staff, have reviewed the plans submitted on July 20, 2005 and have the following
comments.

1. The site plan shall be revised to show the building and overall coverage as listed on the
application. The applicant should also indicate the front yard coverage.
CONDITIONAL USE CRITERIA
Pursuant to Section 14.10(E) of the Land Development Regulations, the proposed
conditional use shall meet the following standards:
The proposed use, in its location and operation, shall be consistent with the planned
character of the area as defined by the City of South Burlington Comprehensive Plan.
Staff feels that the proposed project is consistent with the planned character of the area, as
defined by the Comprehensive Plan.
The proposed use shall conform to the stated purpose of the district in which the
proposed use is located.
Staff feels that the proposed project is consistent with the stated purpose of the Allen Road
Zoning District, which is "to provide for the goods and services needs of local residents."

The Development Review Board must find that the proposed uses will not adversely
affect the following:
a) The capacity of existing or planned municipal or educational facilities.
The proposed project will not adversely affect municipal services. This commercial project
will have no impact on educational facilities.
b) The essential character of the neighborhood or district in which the property is
located, nor ability to develop adjacent property for appropriate uses.
The proposed project will not have an adverse affect on the character of the neighborhood or
zoning district that this property falls within. It is set back a good distance from the road and
behind well -grown trees.
c) Traffic on roads and highways in the vicinity.
Access to the property is proposed through a gravel drive from Allen Road. This access is
proposed to be shifted to the east from its current location. This is perhaps an even better
location, now located directly across from the Allenwood driveway. When the new access is
operational, the existing drive will be bermed and filled in with trees.
The proposed use will generate very little traffic, with only 3 employees and deliveries and
maintenance as needed. There is no increase over the existing traffic.
d) Bylaws in effect.
The proposed project is in keeping with applicable regulations.
e) Utilization of renewable energy resources.
The proposed project will not affect renewable energy resources.
0 General public health and welfare.
The proposed project will not have an adverse affect on general public welfare.
SITE PLAN REVIEW STANDARDS
Pursuant to Sections 14.06 and 14.07 of the Land Development Regulations, the proposed
conditional use shall meet the following standards:
(a) The site shall be planned to accomplish a desirable transition from structure to
site, from structure to structure, and to provide for adequate planting, safe
pedestrian movement, and adequate parking areas.
The proposed project is in compliance with this criterion. The site plans shows adequate
parking spaces and sidewalks for pedestrian movement.
(b) Parking shall be located to the rear or sides of buildings to the greatest extent
practicable.
Parking is to the sides of the building.
(c) Without restricting the permissible limits of the applicable zoning district, the
height and scale of each building shall be compatible with its site and existing or
adjoining buildings.
The applicant has stated that the proposed structure will be 25' in height, with a smoke stack
extending 3' above the roof, which is in compliance with Section 3.07 of the Land
Development Regulations.
(d) Newly installed utility services and service modifications necessitated by exterior
alterations or building expansions shall, to the extent feasible, be underground.
2. Pursuant to Section 15.13(E) of the Land Development Regulations, any new utility lines,
services, and service modifications shall be underground.
(e) The DRB shall encourage the use of a combination of common materials and
architectural characteristics, landscaping, buffers, screens and visual
interruptions to create attractive transitions between buildings of different
architectural styles.
Staff feels that this requirement is being met.
(fl Proposed structures shall be related harmoniously to themselves, the terrain, and
to existing buildings and roads in the vicinity that have a visual relationship to the
proposed structures.

(g) The reservation of land may be required on any lot for provision of access to
abutting properties whenever such access is deemed necessary to reduce curb
cuts onto an arterial of collector street, to provide additional access for
emergency or other purposes, or to improve general access and circulation in the
area.
Staff does not feel it is necessary to require any additional access easements as part of the
proposed project.
(h) Electric, telephone and other wire -served utility lines and service connections
shall be underground. Any utility installations remaining above ground shall be
located so as to have a harmonious relation to neighboring properties and to the
site.
Pursuant to Section 15.13(E) of the Land Development Regulations, any new utility lines,
services, and service modifications shall be underground.

(i) All dumpsters and other facilities to handle solid waste, including compliance
with any recycling or other requirements, shall be accessible, secure and properly
screened with opaque fencing to ensure that trash and debris do not escape the
enclosure(s).
The applicant has stated that outdoor waste storage will not be present on the site.
Q) Landscaping and Screening Requirements
The building costs are estimated to be $350,000 which would require $9,500 worth of
landscaping. The applicant has not yet submitted a landscaping plan or budget.
3. The applicant should submit a landscaping budget in compliance with Section 13.06(G) of
the South Burlington Land Development Regulations. The landscaping costs should meet or
exceed $9, 500.
The landscaping plan should be prepared by a landscaping professional and should comply
with Section 13.06(F) of the SBLDR.
4. The landscaping plans shall prepared by a landscaping professional and shall be reviewed
and approved by the City Arborist prior to permit issuance.
Staff finds that the proposed lighting is acceptable, provided that the lighting is installed in the
manner that restricts it to being downcast.

5. The plans shall be revised to adhere to the comments of the South Burlington Water
Department, as found in the letter dated August 4, 2005 (attached).
6. The plans shall be revised to adhere to the comments of the South Burlington City Engineer;
as found in the memo dated August 11, 2005 (attached).
RECOMMENDATION
Staff recommends that the Development Review Board approve Conditional Use application
#CU-05-13. Staff further recommends that the Development Review Board approve Site Plan
application #SP-05-32 subject to the numbered items in the "comments section" above.

1. This facility should connect to the City sewer system. This would require
the main in Allen Road be extended easterly about 500 feet. The existing
facility is averaging about 40 gallons per day. This will increase with an
expanded facility. The existing on site system may be inadequate. The
engineer should inspect and evaluate the system if owner decides not to
connect to the municipal system.

SITE PLAN
ESCROW AGREEMENT
THIS AGREEMENT, executgd in triplicate by and between

CITY OF SOUTH BURLINGTON, hereinafter referred to as "Municipality", and

"Bank"
WITNESSETH:
WHEREAS, Developer has received site plan approval from the
MUNICIPALITY'S Develo ment Review Board for the development of property
located at dJ ea , as depicted on a site plan

WHEREAS, Developer is required by said approval, at its own expense, to
complete certain improvements; and
WHEREAS, the parties to this Agreement wish to establish an escrow
account to secure the obligations of the Developer as set forth in the City
approval; and
WHEREAS, the Bank executes this Agreement solely in the capacity of
escrow agent.
NOW THEREFORE, the parties hereby covenant and agree as
follows:
1. DEVELOPER will, at its own expense, complete the following construction
as depicted and in accordance with the specifications set forth in said site
plan and related documents:

materials which may be recognized within three (3) years after completion

MUNICIPALITY has inspected and approved the construction of all the
improvements required by this Agreement and issued written notice to the
DEVELOPER that the construction is complete.
4. For the guaranty of Developer's performance of all requirements
herinabove set forth, and prior to the issuance of any zoning permit for
&A4 ,rl {dcuwt Developer and Bank agree that the
sum o �j,SAD shall be set aside and held in escrow by the
Bank and shall be available for payment to the Municipality in accordance
with the terms herein set forth.
5. If the Municipality shall file with the Bank a statement that the Developer is
in the judgement of Municipality in default under the terms of this
Agreement, the Bank shall from time to time pay monies from said escrow
fund to the Municipality, in amounts not to exceed a total enabling the
Municipality to complete improvements and requirements set forth in this
Agreement.
6_ The Municipality will promptly submit to the Developer a copy of such
statement as it files with the Bank_ The consent of the developer to such
payment by the Bank to the Municipality shall not be required. The Bank
shall incur no liability to the Developer on account of making such
payment to the Municipality , nor shall the Bank be required to inquire into
the propriety of any claim by the Municipality of default on the part of the
Developer or into the use of such funds by the Municipality in completing
such improvements.
7_ The Municipality shall not file with the Bank a statement of default until
thirty (30) days after notice has been sent by it to the Developer by
certified mail, return receipt requested, setting forth its intention to do so.
8. All monies released by the Bank to the Municipality pursuant to paragraph
five (5) shall be used by the Municipality solely for the purpose of
performing obligations imposed upon the Developer by that portion of this
Agreement upon which the Developer is then in default. Any work to be
performed by the Municipality pursuant hereto shall be let on a contractual
basis, or on a time and material basis or shall be performed by the
Municipality with its own work force and equipment or shall be
accomplished in such a manner as in the judgement of the Municipality
shall accomplish the work most expeditiously and economically.
9. If monies are released by the Bank to the Municipality pursuant to
paragraph five (5) and it shall later develop that a portion of the released
monies are surplus to the Municipality's needs, any such surplus shall be
refunded by the Municipality to the Bank to be held and distributed by the
Bank pursuant to the terms of this Agreement.

10, The Bank will not refuse or delay to make -such payments to the
Municipality when requested by the Municipality by the appropriate
statement, and Developer will not interfere with or hinder such payments
by the Bank to the Municipality. Said statement shall contain a certificate
of compliance with the notice requirements of paragraph seven (7) of this
agreement.
11.This agreement shall terminate and shall be of no force or effect upon
performance of all requirements contemplated hereby, and the completion
of the warranty period set forth in paragraph three (3).
12.The sum of sR400.00 shall be maintained in escrow until certification
to the Bank by the Municipality of the completion of the warranty period
set forth in paragraph three (3).
13. This agreement shall not only be binding upon the parties hereto, but also
their respective heirs, executers, administrators, successors, and assigns.

This project, consisting of the removal of three existing buildings and the construction of one
building for use as a crematorium, served by municipal water service and on -site wastewater disposal
systems located on 75 Allen Road in South Burlington, Vermont, is hereby approved under the
requirements of the regulations named above subject to the following conditions.
GENERAL
l . This permit does not relieve the permittee from obtaining all other approvals and permits as
may be required from the Department of Environmental Conservation, Water Supply Division

863-7221, and local officials prior to proceeding with this project.
2. The project shall be completed as shown on the following plans prepared by Chantal
Beliveau, P.E. of Engineering Ventures, Inc. which have been stamped "approved" by the
Wastewater Management Division:
Project: "Ready Crematorium, Allen Road, South Burlington, VT"
Plans: Sheet C1.0 "Existing Conditions and Demolition Plan" dated October 3, 2005;
Sheet C1.1 "Proposed Site Plan" dated October 3, 2005; Sheet C3.1 "Sanitary Sewer
Water and Site Details and Notes" dated October 3, 2005; and Sheet 1 "Wastewater
Replacement System" dated November 2005.
The project shall not deviate from the approved plans in a manner that would change or affect
the exterior water supply or wastewater disposal system, building location or the approved use
of the building without prior written approval from the Wastewater Management Division.
3. The conditions of this permit shall run with the land and will be binding upon and enforceable
against the permittee and all assigns and successors in interest. The permittee shall be
responsible for the recording of this permit in the South Burlington Land Records within
thirty, (30) days of issuance of this permit and prior to the conveyance of any lot subject to the
jurisdiction of this permit.
4. Each prospective purchaser of the lot shall be shown copies of the Wastewater System And
Potable Water Supply Permit and the approved plans prior to conveyance of the lot.

This project has been reviewed and approved for the demolition of three buildings and the
construction of a new crematorium building on the lot. The permittee shall not construct any
other type of structure requiring plumbing, including public buildings, duplexes,
condominium units, or commercial buildings, without prior review and approval by the
Wastewater Management Division. Such approvals will not be granted unless the proposal
conforms to the applicable laws and regulations.
6. The Wastewater Management Division now reviews the water supply and wastewater
disposal systems for all buildings under 10 V.S.A., Chapter 64 — Potable Water Supply and
Wastewater System Permit.
7. This permit shall in no way relieve you of the obligations of Title 10, Chapter 48, Subchapter
4, for the protection of groundwater.
8. A copy of the approved plans and this permit shall remain on the project during all phases of
construction and, upon request, shall be made available for inspection by State or local
personnel.
9. Any lot depicted on the plans and not specifically referenced as being approved for a use
requiring a potable water supply and wastewater disposal system shall comply with the
Environmental Protection Rules, Chapter 1, Wastewater System and Potable Water Supply
Rules, Effective January 1, 2005, Section 1-403(a)(5) for the creation of unimproved lots.
WATER SUPPLY & WASTEWATER DISPOSAL
10. No permit issued by the Secretary shall be valid for a substantially completed potable water
supply and wastewater system until the Secretary receives a certification from a designer or
the installer, signed and dated, that states:
"I hereby certify that, in the exercise of my reasonable professional judgment, the
installation -related information submitted is true and correct and the potable water
supply and wastewater system were installed in accordance with the permitted design
and all permit conditions, were inspected, were properly tested, and have successfully
met those performance tests."
This shall include the water supply system, and wastewater disposal system, water service
lines and sanitary sewer lines to each structure.
11. The project is approved for water supply by connection to the municipal water system as
depicted on the approved plans. The project is approved for a maximum of 45 gallons of
water per day. The Wastewater Management Division shall allow no other method, or
location of obtaining potable water without prior review and approval.
12. No buildings, roads, water lines, earthwork, re -grading, excavation or other construction that
might interfere with the installation or operation of the wastewater disposal systems are
allowed on or near the site -specific wastewater disposal system or replacement area depicted
on the approved plans. All isolation distances, which are set forth in the Wastewater System
and Potable Water Supply Rules will be incorporated into the construction and installation of
the wastewater disposal field. Compliance with these isolation distances is required.
13. The future wastewater disposal "replacement area" designated on the approved plans shall be
held in reserve for the eventual construction of a replacement wastewater disposal system in

the event of the failure of the primary wastewater disposal system. Prior to construction of
the replacement wastewater disposal system, the landowner shall submit an application, fee
and engineering plans for review and approval by the Wastewater Management Division.
14. The project is authorized to utilize the existing on -site wastewater disposal system provided it
is operated at all times in a manner that will not discharge wastewater/effluent onto the
ground surface or into the waters of the State. If at any time this system fails to function
properly and/or creates a health hazard, the Division is to be immediately notified. A
complying replacement area has been identified on the plans. Prior to construction of a
replacement system, a permit amendment will be needed for the final wastewater system
design.

I reviewed the application and technical information submitted for the above referenced project. Unfortunately, there
were items that were not included or were insufficient and I was unable to determine if this project meets the
minimum standards of the Environmental Protection Rules. Please provide the following information:
1. I spoke with Ms. Chantal Beliveau, P.E. with Engineering Ventures, Inc., regarding the need to provide a
replacement area for the existing on -site wastewater disposal system. We need an area designated on the
plans that complies with the Wastewater System and Potable Water Supply Rules. Ms. Beliveau told me that
their firm now has information regarding the existing wastewater disposal system and did at least one
percolation test. She will forward the soils and disposal system information for our review. My initial
reaction is that we need soil testing to confirm that the best soils on the property are reserved for a possible
future wastewater disposal replacement system.
2. I asked to confirm the use of the crematorium. She advised that there is only one employee and possibly two
additional people during any given day. I asked to confirm whether there is process water associated with
the crematorium and I ask to confirm if the public comes to the facility for funeral services.
3. We may need the location of the municipal water line in, Allen Road depending upon the final location of the
wastewater replacement area.
Please respond within thirty, (30) days from the date of this letter. Re -submittals that are incomplete, or made after
thirty days may result in the denial of the project. Once I receive the information requested, I will continue my
review of the project. If you have any questions as to what is needed, please contact me.

Dear Ray,
The proposed site plan and conditional use for the Ready Crematorium owned by Jane Ready of Ready
Mountainview LLC and located at 75 Allen Rd, South Burlington, VT received initial approval from the
City of South Burlington on August 16, 2005. Final approval is subject to several conditions which
have been addressed in the following paragraphs and/or on the enclosed revised plans.
A comment letter from the City Engineer, Bill Szymanski, dated August 11, 2005 requested an
inspection and evaluation of the existing on -site wastewater system. This inspection took place by
Engineering Ventures on October 28, 2005. The existing system is more than adequate for the existing
and proposed use. The system has not failed to date, however, a replacement system has been designed
and in the event that this existing system fails at some point in the future.
A comment made by the city stated that "any new utility lines, services, and service modifications shall
be underground." All proposed utilities will be underground except for the electric and phone lines over
Allen Rd. As presented to the board on August 16th, these lines will be overhead from an existing pole
on the north side of Allen Rd to a proposed pole on the south of Allen Rd in order to avoid a road cut.
The electric and phone lines will be underground from the new pole to the proposed building.

Trust to amend a previously approved planned unit development consisting of a

amendment consists of. 1) razing an existing single family dwelling, and 2)
constructing a 2,624 sq. ft. retail store,155 Dorset St:
Mr. Belair noted that a condition should be added to the motion regarding a landscape
bond in the amount of $9500.
Mr. Khouri noted Conditions 3 and 5 are identical. They would like the option to tie in if
existing utility connections can't be found or utilized (connections may have been
removed during Dorset St. widening).
Regarding sprinklers, Mr. Khouri said they would conform to all conditions of safety
requirements. Sprinklers are not required. Mr. Dinklage felt the language of the motion
was OK; if sprinklers are not required, the applicant doesn't have to put them in.

12. Public Hearing: Final Plat Application #SD-05-60 of F & M Development Co,
LLC, to amend a previously approved planned unit development consisting
of. 1) 309 residential units in six building, 2) subdividing two parcels of
24,458 acres into eight lots, 3) a 90,000 sq. ft. building which will include
11,000 sq. ft. of retail, a 150 seat, 7500 sq. ft. restaurant, 70,000 sq. ft. of
general office, 2500 sq. ft. drive-in bank, and ten residential units, 4) a 4,430
sq. ft. expansion to an indoor recreation facility, and 5) an existing 16,000 sq.
ft. television studio and office building. The amendment consists of: 1)
subdividing lot #1 into three lots, 2) boundary line adjustment between lots
#8 and 9, 3) reduce size of mixed -use building to 64,350 sq. ft. to include
40,000 sq. ft. of office use, 7000 sq. ft. of retail use and six dwelling units, 4)
site modifications to 370 Farrell St, 5) increasing the expansion of indoor
recreational facility by 210 sq. ft. to 4450 sq. ft., and 6) constructing a 71 unit
4-story multi -family dwelling on lot #9, Farrell Street:
Mr. Farrell noted the plan had been approved a year ago. He showed the existing
buildings, what would be removed, and what would be built. He also indicated the land
to be subdivided off. This will make a 41h common lot. He didn't think that lot should be
a private lot but should be under the control of the association.
The proposed building would have the same construction as the existing building. They
have eliminated the berm which would require removing vegetation, which did not make
sense.
The applicant will extend the rec path so people coming down Hadley Road can pick it
up in the area where there is no sidewalk.
Mr. Farrell showed the landscaping plan. He noted they will install a service drive at
Twin Oaks.
Ms. LaRose noted that parking and traffic number don't match was staff has. There may
or may not be issues with this. Mr. Farrell said they have no parking problems and he felt
they had enough.
Mr. Kupferman noted this plan reduces the percentage of commercial development and
asked if it is market driven. Mr. Farrell said it is. He noted traffic and parking are also
reduced.
Residents expressed concern with the intensity of lights from the underground parking
which are on all night. Mr. Dinklage suggested these be shielded. Residents noted there
life is "awful already" from this development and suggested putting the senior building

1. All construction drawings and plans shall have a note saying "All water line and
related work to be performed in accordance with the Specifications and Details
for the Installation of Water lines and Appurtenances for all Water Systems
Owned by the Champlain Water District, the City of South Burlington, Colchester
Fire District #1, and the Village of Jericho, henceforth the "CWD Specification."
Please add this note to future plans in visible locations. All water installation
work and water distribution material must comply with these specifications.
Details for this project must be the same as those within the above referenced
CWD Specifications.
2. All domestic services and fire sprinkler systems that are connected to the public
water system shall be protected with a backflow prevention assembly, and an
appropriate thermal expansion system in compliance with the Ordinance For The
Control Of Cross Connections Within The Water System Of the City Of South
Burlin tg_on, henceforth the `Backflow Ordinance." Please contact this department

Re: Ready Funeral Home
Dear Mr. Belair,
As we recently discussed on the telephone, Ready Funeral Home is planning some changes to their
existing crematorium facilities located on Allen Rd in South Burlington, Vermont. The property currently
has a conditional use permit to provide crematoria services. Please find attached the Applications for Site
Plan Review, and for the Development Review Board (conditional use) for the proposed changes, as well
as a check for the associated review fee. We would like to present the project with more detail and answer
any questions at the August 16th Development Review Board Meeting. The enclosed plans depict the
proposed changes as described below.
PROJECT SUMMARY
There are currently three buildings on the site housing the facilities. These are a 648 sf crematorium, a
731 sf office building and a 543 sf garage. The proposed project includes the construction of a 3,168 sf
building on the site to house the much needed updated offices and crematorium facilities and the removal
of the three existing buildings. There are no proposed changes in purpose or usage of the site. The
overall disturbance for this project is 0.95 acres.
SITE ACCESS
The existing access to the site is a gravel drive connected to Allen Rd. The existing access will be
relocated to the East of its current location. Once the proposed facilities are operational, the existing drive
will be bermed up and filled in with trees to match the existing conditions along Allen Rd. The 18"
polyethylene culvert at the existing access will be removed and the swale along Allen Rd at this location
will be regraded to maintain positive flow through the swale.
The proposed access to the site will be located approximately 100 ft east of the existing access on Allen
Rd, across from the Allenwood at Pilsbury Manor driveway. The proposed driveway will be gravel as is
the existing drive and a new 18" high density polyethylene culvert will be installed at this access to
maintain flow through the roadside swale.
WASTE WATER
The existing office building is currently connected to an on -site wastewater treatment system which will
remain in use both during and after construction. The proposed building will be connected to the system.
Once the facility is operational, the line from the existing office building will be capped and abandoned.
There will be no change in the amount of flow to this system.
WATER
The existing office building is currently connected to the municipal water system. The proposed building
will tie into the existing on -site water line and will also be serviced by municipal water. There will be no
change in flow from existing to proposed conditions.
GAS
The existing office building is currently connected to a domestic gas line which will be capped and
abandoned. The existing crematorium is connected to the municipal gas system. The proposed building
will tie into this existing on -site gas line and will also be serviced by municipal gas.
ELECTRICITY
The existing office building is currently connected to town electricity via an overhead wire extending from
a pole on the opposite side of Allen Rd., and the existing crematorium is connected to the existing office
building via underground wires. The proposed facility will also be serviced by town electricity. Due to a
Town requirement of having underground service installed for all proposed buildings, a pole has been
proposed on the South side of Allen Road and underground electric service will continue from this pole to
the facility. The existing underground wires will be removed.
STORMWATER
Stormwater runoff from the site currently flows to two different locations: the roadside swale running
along Allen Rd. and the Southeast corner of the property. The overall areas flowing to each of these
points will not change from existing to proposed conditions. The total impervious cover on the site will
increase slightly from 0.22 acres to 0.36 acres. All of the impervious cover in both existing and proposed
conditions either sheet flows over grassed areas, or flows into the grassed swale along Allen Rd.

APPLICATION OF WILLIAM J. READY
William J. Ready hereby applies for a Zoning Permit to operate
a crematory for human bodies and storage of burial vaults and burial urns
on property located on the southerly side of Allen Road, known as 75 Allen
Road. Attached hereto is a site plan of the property.
This property is located in Commercial 2 District. The zoning
ordinance makes no specific reference to a crematory as either a permitted
or conditional use in any zone. Zone C2 specifies the following specific uses:
13.101 Veterinarian, doctor, medical clinic
13.102 Pet shop -undertaker and memorial sales
13.118 Research and testing laboratories
The crematory and storage of burial vaults and burial urns are
the equivalent of the above permitted uses as referred to in Section 22.131
of the zoning ordinance.
The crematory will consist of a Retort unit which is 15 feet long,
6 feet wide and 7 feet high. It will be totally housed within the 24 by 20 foot
garage building set forth on the site plan. The Retort is gas fired, and reduces
the human remains to purified skeletal fragments in two to three hours. The
operation of the crematory will be in accordance with the performance standards
as set forth in Table II:
1. Fire and explosion hazards - none.
2. Vibration - none.
3. Noise - sound is created by 1.5 horsepower blower moter which
emits no more noise than that of a standard room air conditioner
unit.
4. Air pollution - a permit will be obtained from the Air Pollution
Division of the Agency of Environmental Conservation. Further
specific data will be furnished.
5. Oders - no odors will be emitted.
8. Heat - no heat will be emitted which will cause a temperature
increase on any adjacent property, whether such change be in
the air or on the ground.

11. Liquid and solid wastes - there will be no discharge or
emission of any liquid or solid wastes. The residue in
the form of skeletal remains are deposited in an urn and
removed from the property.
No other performance standards are applicable.
The crematory will be owned by William J. Ready, and the crematory
facilities will be made available to all area funeral services. Mr. Ready
is the owner of the Ready Funeral Service. In 1980 One Hundred nine (109)
cremations came out of the Burlington area. The present crematory facilities
available are at St. Johnsbury, Bennington and Montreal. When fully operational
and after a period of becoming known it is anticipated that there will be Two
Hundred to Two Hundred Fifty (200 - 250) cremations per year. There would be
no peak hour of generation of traffic. Cremations would be by appointment and
there would never be more than two vehicles arriving and leaving the property
at the same time. There is adequate parking on the property.
The property is in a relatively open area. There is vacant land
to the west extending to U.S. Route 7. On the south side a Pepsi -Cola warehouse.
On the east side the Ascension Lutheran Church. On the north side there is a
paint shop.

A. THE RETORT IS DESIGNED TO OPERATE WITHOUT ODOR: HOWEVER, IF IT DOES
OCCUR, IT IS DUE TO AN UNDERADJUSTMENT TO THE AFTERBURNER SYSTEM.
Q. Where are the "ALL" Retorts located geographically?
A. THE "ALL" RETORTS ARE IN HANY STATES IN THE U.S., AND ALSO IN MANY
CANADIAN PROVINCES. THE "ALL" PATHOLOGICAL CREMATORY RETORT HAS MET
THE STRINGENT POLLUTION CONTROL REQUIREMENTS WITHIN THE FIVE BOROUGHS
OF NEW YORK CITY. IT HAS ALSO BEEN APPROVED IN THE METOPOLITAN
LOS ANGELES AREA (WHOSE SMOG PROBLEMS HAVE REQUIRED THEY PASS SOME OF
THE STRICTEST LAWS IN THE UNITED STATES).
Q. What about safety mechanisms on the retort?
A. THE UNDERWRITERS LABORATORIES HAVE ASSIGNED A NUMBER TO THE "ALL"
PATHOLOGICAL RETORT, AND BY THEIR INTENSIVE TESTING PROCEDURES HAVE
DETERMINED THE UNIT TO MEET ALL OF THEIR SAFETY CRITERIA.
Q. What types of fuel does it require and how much?
A. IT CAN BE OPERATED WITH NATURAL GAS, LIQUID PROPANE GAS, OR OIL. THE
NATURAL GAS UNIT USES 1,450 CFH, AND THE LPG AND OIL APPROXIMATELY
15-16 GALLONS PER HOUR.
Q. How long does a cremation Take?
A. AN AVERAGE CREMATION TAKES TWO HOURS.
Q. What are the electrical and gas requirements for the retort?
A. THE ELECTRICAL AND GAS CONNECTIONS ARE DESIGNED FOR LOCAL CONTRACTOR
HOOK-UP AND ALSO FOR MAINTEINANCE. AGAIN, THE GAS AND ELECTRICAL HAVE
BEEN INTENSIVELY TESTED BY UNDERWRITERS LABORATORIES TO MEET THEIR
SAFETY CRITERIA.
