The City of Burlington/Burlington International Airport has submitted site plan application #SP‐19‐35 to amend
a previously approved plan for an airport complex. The amendment consists of constructing a 5,400 sq. ft.
addition to an existing maintenance building to provide covered storage for snow removal equipment, 1200
Airport Drive.
At the October 15, 2019 hearing the Board indicated that there were several topics that needed additional
attention. A summary of the status of each of these topics is as follows. Numbered items for the Board’s
attention are in red.
ZONING DISTRICT & DIMENSIONAL REQUIREMENTS
At the previous hearing, the applicant acknowledged their overall coverage calculation was incorrect. They
have provided an impervious area calculation table indicating the proposed lot coverage after construction of
the garage is 34.3%, which is below the maximum overall coverage of 50%. Staff considers this criterion met.
AIRPORT DISTRICT STANDARDS
(4) All uses shall comply with all applicable provisions of the Federal Aviation Administration, and any
other federal or state regulations pertaining to airports.
The applicant has provided documentation demonstrating they have applied for FAA approval of the proposed
work. Staff considers this criterion met.
SITE PLAN REVIEW STANDARDS
14.6 General Review Standards
B. Relationship of Proposed Structures to the Site.
(1) The site shall be planned to accomplish a desirable transition from structure to site, from structure
to structure, and to provide for adequate planting, safe pedestrian movement, and adequate
parking areas.
The applicant has provided documentation that the parking spaces whose configuration are proposed to be
revised meet the required minimum dimensions of 13.01. Staff considers this criterion met.

13.06 Landscaping, Screening, and Street Trees
A. Purpose. The City of South Burlington recognizes the importance of trees, vegetation, and well‐planned
green spaces in bringing nature into the city and using these as a resource in promoting the health, safety,
and welfare of city residents through improved drainage, water supply recharge, flood control, air quality,
sun control, shade, and visual relief. Landscaping and screening shall be required for all uses subject to site
plan and planned unit development review. Street tree planting shall be required for all public streets in a
subdivision or planned unit development. In evaluating landscaping, screening, and street tree plan
requirements, the Development Review Board shall promote the retention of existing trees while
encouraging the use of recommended plant species. In making its decisions, the Development Review
Board may refer to the Vermont Tree Selection Guide, published by the Vermont Urban & Community
Forestry Program and/or the recommendation of the City Arborist.
Pursuant to Table 13‐9 of the South Burlington Land Development Regulations, the applicant is required to
provide a minimum of $7,500 in new landscaping. In evaluating landscaping requirements, some credit may
be granted for existing trees or for site improvements other than tree planting as long as the objectives of
13.06G(3) are not reduced.
At the previous hearing, the applicant indicated they wish to provide four beehives and pollinator plants to be
located on the roof of the parking garage near the main terminal. The beehives would be located within the
solar array but visible from the publicly accessible green roof. At the previous hearing, the Board expressed
they were interested in hearing more about how the beehives and pollinator garden would be maintained.
At the previous hearing, the Board was reminded that LDR 13.06(G)(2) requires “…a mix of large canopy tree
species within each landscaping plan.” Staff recommends the Board consider the airport PUD as a whole
when considering compliance with this requirement.
1. Staff considers that in order for the proposed hives and plants to be considered as contributing to the
required minimum landscape value, the applicant may not obtain an agricultural exemption from local
regulation for the proposed hives. Staff recommends the Board include this as a condition of approval.
Staff has done a limited amount of research on pollinator gardens at airports. It appears the most successful
schemes are when large areas are given over to pollinator friendly species, and careful species selection is
made.
2. Staff recommends the Board require the applicant to provide evidence their proposed beehives and
pollinator plans will be designed and managed by a qualified professional prior to issuance of a zoning
permit.
3. Staff continues to recommend the Board include a condition requiring the applicant to submit an overall
plan for future landscaping at the airport as part of the next application requiring additional landscaping
for the property.

(2) Encroachment into Class II wetlands is permitted by the City only in conjunction with issuance
of a Conditional Use Determination (CUD) by the Vermont Department of Environmental Conservation
and positive findings by the DRB pursuant to the criteria in (3) below.
The applicant has provided correspondence documenting that the DEC Wetlands Program will require
them to obtain coverage under the wetlands general permit for their proposed impacts.
4. Staff recommends the Board require evidence of coverage under the wetlands general permit prior to
issuance of a zoning permit.
Recommendation
Staff recommends the Board discuss the project with the applicant and close the hearing.
