This took some digging to sort out, but we finally got to the bottom of it.
Your umbrella approval allows 123 vehicle trip ends. The property is not in a traffic overlay district, therefore the only
consequence of increasing trip ends beyond approval at this time is that an additional road impact fee is needed. The
prior review done by Ray in 2017 was based on the 9th edition of the ite trip generation manual. In the 10th (current)
edition, some of the uses he used in 2017 to calculate the number of trip ends no longer exist. I’ve updated the
calculation based on the square footages you gave me and the current ite manual, with the exception that I allocated
600 sf of Klingers as café. This results in a CURRENT generation of 106. 2,825 sq. ft. of ballet studio and 1,500 sq. ft. of
ballet shop adds an additional 29 trips, for a total of 134 proposed trips. Because prior to this point the calculations
resulted in a number lower than the approved 123 trip ends, and the increase due to the ballet studio and ballet shop
uses would not have resulted in additional road impact fees, we are willing to consider the ballet studio & shop change
as a one‐time adjustment, establishing your new baseline of 134 trips without requiring a road impact fee.
Therefore if you’d like to proceed with the addition of a ballet studio and shop, it is approvable under the existing
umbrella permit without a site plan amendment by submitting for a simple zoning permit (assuming all improvements
are interior fit‐out only).
