I am enclosing the original and seven copies of an application and plan for the Decarreau
appeal. The proposal is the conversion of 84 Hinesburg Road to a two-family residence (the same
as recently heard by the Zoning Board) but the exchange is the return of 80 Hinesburg Road to a
single-family residence. As a result, there is no net gain of dwelling units on the Decarreau property.
Unless I hear otherwise from you, I will assume this can be heard at the April 22 hearing.

TO: SOUTH BURLINGTON ZONING BOARD OF ADJUSTMENT
1. All lots in this neighborhood are narrow making it hard
to comply to now existing regulations but this lot is
deeper, and contains more footage than most in this area
therefore making it more suitable for development.
2. The property cannot be developed in strict conformity
with the provisions of the zoning regulations because of
the lot size, which is beyond my control.
3. My original intentions were that we would live in this
house indefinitely, but due to my wife's health, we
moved to be near our children so they could assist with
her care. The rent required to maintain the property is
not affordable to most working families. By making a
duplex of the building, it will make it more reasonable
and affordable to maintain.
I have tried to rent this property for 3 years as a
2 bedroom, 1 family home but found it to be impractical
and not affordable. The first family was barely making
expenses and had to move. The second, and present,
family are now in arrears $3500. in rent. The mortgage,
taxes, water, sewerage, insurance still have to be paid.
4. This variance will not require any exterior structural
changes except windows and doors in the rear portion.
The neighborhood contains about five other duplex's or
in -home businesses, so the character of the neighborhood
will not be changed.
5. There will be no exterior structural change. The
building will appear essentially the same from the road.
COMMENTS
1. There is a need for affordable housing near downtown
for working people.
2. New businesses, such as Digital, expansion of shopping
malls, and many other work places, creates a need for
affordable housing.
3. In town housing will reduce commuting.
4. Being a low profile building without a cellar or stairs
would make it easy to create handicap accessible housing.

Non conforming to setback requirements, existing 25 feet, required
57 feet from planned right-of-way.
