plicant will be enlarging the lot by getting more land at the
side and back. Coverage did go down, even though it is still
over the maximum allowable; however, the Planning Commission
has no control over it now. The Commission can request more
landscaping to bring the lot coverage to 70%. Traffic is way
below the standard. Mrs. Maher raised the question of
closing one curb cut. Mr. Lash said they do some unloading
of trailers which come in one way and go out the other. Some
of the unloading is to the front of the building.
Mrs. Lafleur noted there is a property line dispute between
Mr. Lash and Pomerleau. There will be a stipulation that the
distance between the building and the lot line be 19 feet and
no less. Mr. Dooley said that unless the Commission knows
its 19 feet from something, the applicant can't be allowed to
build. There has to be an agreement on lot lines before any
construction. Mrs. Lafleur also noted there is no land-
scaping plan. The 2 trees proposed in the right of way won't
work because of proposed road widening. Members agreed they
want a fire hydrant on the site.
Members agreed they wanted to see a landscaping plan, hydrant
location, property line settlement, and a verification of lot
coverage figures before proceeding.
Mr. Dooley moved to continue the application for 2 weeks.
Mrs. Maher seconded and the motion passed unanimously.
4. Site Plan Application of Salamin Handy for conversion of
existing single family house to commercial/office space at 44
Hinesburg Rd.
Mr. Wood said the garage will be torn down and 6 parking
spaces created in the back. The area will be gravelled, and
the trees will be kept. Members felt the driveway should be
on the property line for possible future combination with the
adjacent lot. Mr. Handy felt he would rather keep the two
properties separate. Members agreed that for safety, the
drive should be moved.
Mr. Dooley moved that the South Burlington Planning Comm-
ission approve the site plan application of Salamin Handy,
David Desautels, agent, for the conversion of the existing
structure to office/commercial use at 42 Hinesburg Rd as
shown on a plan entitled "Existing Building for Offices, 42
Hinesburg Road, South Burlington, Vermont," prepared by
Gordon G. Woods, dated March, 1986, last revised 5 20 86 with
the following stipulations:
1. Credit is given for existing landscaping. No shrubs or

trees shall be removed.
2. The curb cut and driveway shall be moved to the north so
that it runs along the lot line before curving into the
parking spaces. A revised plan showing the relocation of the
curb cut and driveway shall be submitted to the City Planner
prior to permit.
3. Any building permits shall be obtained within 6 months.
Other Business
Mr. Tilley went to the State for an access permit. They will
not let him build a new driveway. He presented his 'argument,
but no further word has been received.
As there was no further business to come before the Comm-
ission, the meeting adjourned at 9:15 pm.

1. The parking space close to the garage will have to exit and
enter from the adjacent land when the adjacent space is occupied.
2. Use of building will have to be limited because of the
parking. To expect unfamiliar people to park in the garage is
not practical. Garage doors will have to be open all the time
and blowing snow would be a problem.

2) SALAMIN HANDY, 44 HINESBURG ROAD
Mr. Handy requests approval of a revised site plan reflecting
the concerns of the Commission at last week's meeting. The large
trees and shrubs will be saved. Two parking spaces will be on
the north of the driveway in the grassed area between the liquor
store and the proposed office and two will be in the existing
garage. An area near the trees will be gravelled so vehicles can
turn around.
The driveway will remain open and the owner does not wish to
restrict this property with a right-of-way.
3) HARRY CURTH, 1805 SHELBURNE ROAD
Mr. Curth requests approval of a new site plan that reflects the
changes suggested by the Planning Commission. He also has agreed
to a method of monitoring traffic generation to and from his
business so that the overlay zone standards are not exceeded.
(see enclosed letter) Also enclosed is a revised traffic study.
All changes on the plan are sufficient.
4) ZONING AMENDMENT, WILLIAM ROWELL
Mr Rowell requests a Public Hearing for an amendment to the
Zoning Regulations that would add "printing" to the permitted
uses in Planned Industrial Developments in the Industrial -
Agricultural District. (Section 16.205) This use is already
permitted on pre-existing small lots that are less than three
acres. The minimum lot size for a P.I.D. is ten acres which
seems to preclude many of the small commercial -retail type
printing businesses and would allow a large printing company.
5) ZONING REGULATIONS
Please bring the sections for the Commercial -One and Commercial -
Two Districts. Also enclosed is the mixed Industrial -Commercial
District. The following language is proposed for the R4 District
to allow tourist homes and bed and breakfasts.

5. The applicant shall contribute towards the Shelburne Rd.
intersection improvement fund in an amount not to exceed two
percent of the total amount based on 65 trips generated by
this facility.
6. The sewer line shall be connected to the Shelburne Rd.
gravity sewer rather than dual use of the force main.
7. The operator of the car wash shall be responsible for any
deicing required on the private drive as a result of the car
wash operation.
8. An additional fire hydrant as required by the original
subdivision shall be installed before this project is allowed
to proceed.
9. Revised plans reflecting the above changes shall be sub-
mitted to the City Planner for approval within 30 days.
10. The building permit shall be obtained within 6 months or
this approval shall be null and void.
Mr. Belter seconded, and the vote on the motion was 3-3,
therefore not passing. Opposing voters indicated that
traffic was their primary concern in voting against the
motion.
4. Site Plan application of Salamin Handy for conversion of
existing residential structure to office space at 42
Hinesburg Rd. (zoned C-1)
Mr. Jacob asked if any thought has been given to closing the
access and coming in through the parking lot. Mr. Wood said
that could be a problem if the house were ever sold again.
Mrs. Maher asked if there were a way to block the driveway so
cars would have to use the lot. Mr. Belter felt it would
take value from the property by tying it to the other
property. Mrs. Maher said there were 2 commercial drives
close together. A poll of members felt the drive should re-
main open but wanted a right of way reserved to the major
parking lot for possible future use.
Mrs. Lafleur said there was a problem with front yard
coverage over 30%. A new landscaping plan is also needed.
Mr. Burgess moved that the South Burlington Planning Com-
mission approve the site plan application of Salamin Handy,
David Desautels, agent, for the conversion of existing
structure to office use at 42 Hinesburg Rd. as shown on a

3. The parking area shall be located adjacent to the north
property line rather than in the front and side lawn of the
house in order to preserve the lawn and trees.
4. This approval expires in 6 months.
Mrs. Maher seconded, and the motion passed unanimously.
Following the vote, Mr. Wood indicated they would be taking
down the garage and making other changes not shown on the
plan.
Mrs. Maher then moved that the Commission reconsider the plan
in view of these changes. Mrs. Hurd seconded, and the motion
passed unanimously.
After brief discussion, Mr. Wood agreed to -bring back an up-
dated plan in 2 weeks.
Mrs. Hurd moved to postpone action on the plan for 2 weeks.
Mr. Burgess seconded, and the motion passed unanimously.
Other Business
Mr. Belter noted that Mr. Economou requested notification of
when his property was being talked about.
Members agreed to postpone the remainder of the agenda until
29 April.
As there was no further business to come before the
Commission, the meeting adjourned at 9:30 pm.

4. SALAMIN HANDY 42 Hinesburg Road
Mr. dandy proposes to convert the existing single-family dwelling
just south of Gracey's store on Hinesburg road to an office
building. There will be no changes to the structure. The
property is zoned commercial -one.
Access: Access is shown from the existing curb cut and driveway
on Hinesburg Road. It would be preferable to close this driveway
and use the driveway from the Gracey's lot. This would require
less pavement and better access. A new parking lot configuration
may allow a few trees to be saved as well.
Parking: The 938 square foot building requires four parking
spaces. These are provided between the driveway and the northern
side of the house.
Landscaping: One large shrub and a pine trees will be removed to
make way for the proposed parking plan. It would be preferable
to save these and construct the a5V6ess from the Graceys parking
lot. If this is done, no new landscaping is required.
Traffic: The property is in Overlay Zone 5 allowing 12..6 trips
during the peak hour. According to the ITE estimates, 2.82 trips
will be produced during the peak hour for this sized office.

5. LARKIN, Harbor View Inn, Shelburne Road
John Larkin requests a postponement of this Final Plat until
May 13, 1986.
6. ZONING REGULATIONS

1. Parking area shall be graded so that drainage is toward
Williston Road.
3) SHELBURNE ROAD CARWASH
1. Site shall include runoff control facilities.
2. I assume the vacum station islands are concrete, if so
the easterly one is too close to the sewer force main.
3. The dual use of the sewer force main shall be covered
by an agreement. This agreement shall be reviewed and approved
by the City. I would prefer a line installed to the Shelburne
Road gravity sewer.
4. The operator of the car wash should be responsible for
any deicing required on the private drive as a result of his
operation.
5. The sidewalk shall be one foot off the property line,
the plan shows it about 3 feet. It should also be marked.
4) 42 HINESBURG ROAD; COMMERCIAL CONVERSION
1. I would recommend the existing driveway road opening
be by way of the liquor store south drive since both properties
are same ownership. Also the parking area be adjacent to
north property line. This would preserve the existing lawn
area and existing trees.

70%. It is my understanding the Planning Commission can only
address the issues of access, circulation, parking, landscaping,
traffic and total coverage. I am expecting to receive new plans
prior to the meeting since there are some deficiencies or,. the
plans submitted.
Access: Access remains from two curb cuts on Shelburne Road. The
island will be lengthened approximately 44 feet, and the northern
driveway will be moved north. I suggest that the southern curb
cut should be closed. All. trucks enter at the northern driveway
and circulate to the loading dock at the rear of the building.
Customers can easily use the reconstructed northern driveway.
Circulation: Circulation is provided on three sides of the
building with a connection to the property to the south in the
back. The proposed addition is located 19 feet from the property
line at the tightest part.
Parking: Twelve parking spaces are provided for customers and
employees in the front of the building. If the southern driveway
is closed, there will be room for additional parking if it is
needed. Trucks load and unload at the rear. A no -parking area is
located along the front of the building. The parking spaces
should be depicted on the plan.
Landscaping: The $100,000 addition requires $3000 in new
landscaping. Two new trees are proposed within the State right-
of-way in the enlarged median. I am expected to receive new
plans prior to the meeting depicting landscaping and parkin.
'Traffic: This 53,350 square foot lot allows 60 trip ends during
the peak hour. A furniture store of this size provides only 2
trip ends during the peak hour of Shelburne Road.
L,ot, Coverage: I suggest that. Mr. Lash landscape more of the
front yard and the rear of the property to bring the lot. coverage
closer to conformance. I expect to have accurate 1.ot, coverage
figures available -at the meeting.

5) HANDY 44 HINESBURG ROAD
Mr_andy proposes to convert, the existing house to
office/commercial space. It is located next to th•-�
Graceys/liquor store property, across from the Grand Union. The
property is zoned C-1.
Access: Access will remain from the existing 10 foot wide
driveway on Hinesburg Road.
Circulation and Parking: The existing garage will be removed to
extend the driveway to the rear of the property to a new gravel
parking lot. Six new parking spaces are shown in the back yard.

Landscaping: Existing landscaping is adequate. A large tree
in the backyard will be saved as will all shrubs and trees in
the front.
Traffic: As before, this use does not exceed the traffic overlay
standard for this area.

The South Burlington Planning Commission held a meeting on
Tuesday, 6 May 1986, at 7:30 pm, in the Conference Room, City
Hall, 575 Dorset Street.
Members Present
William Burgess, Acting Chairrman; Mary -Barbara Maher, Judith
Hurd, Catherine Peacock, John Belter, John Dooley

1. Review Minutes of 22 April and 29 April
Mrs. Maher moved that the Minutes of 22 April be approved as
printed. Mrs. Hurd seconded, and the motion passed
unanimously.
Ms. Peacock then moved that the Minutes of 29 April be
approved as written. Mr. Belter seconded, and the motion
passed 3-0 with Ms. Maher and Ms. Hurd abstaining.
2. Continue Site plan application of Salamin Handy for
conversion of existing residential structure to office use at
44 Hinesburg Road
Mrs. Lafleur drew attention to the City Engineer's comments
regarding parking. The space close to the garage will have
to exit and enter from the adjacent land when other space is
occupied. Also, use of the building will have to be limited
because of parking. To expect unfamiliar people to park in
the garage is impractical. Garage doors will have to be open
all the time, and blowing snow will be a problem. Ms.
Peacock said if the garage is used by occupants of the
building, it would be OK, but not if it is to be used by
customers. Mr. Burgess said if there is a car in space #2, a
car could not get into space #1. He did not feel there was
the capability to park 4 cars. Mrs. Maher said she thought
it had been made clear what the Commission wants. She said
the only reason she had agreed to leave the curb cut open
temporarily was if there was a right of way to the adjacent
lot. Since Mr. Handy now says he doesn't want to do this,
she would now vote against the proposal. Mrs. Hurd said she
didn't see why they want to keep the garage. There is ample
parking behind the building if the garage goes.
Mr. Greenberg said they had had consulted a realtor who told
them that the easement to the Gracie`s property would devalue

that property by as much as $100,000. Members asked what the
proposed use is, but this has not yet been decided. It was
noted that if the use were medical, it would require more
parking. Mr. Dooley agreed that parking was inadequate
without the garage removed. Mrs. Hurd added that she felt
the gravel turn -around would be used for parking, and cars
would be backing onto Hinesburg Rd.
Mrs. Lafleur suggested a shared driveway between the two
properties on the property line.
Mr. Greenberg said they would prefer to withdraw the
application and come back with another site plan that solves
the garage and parking problems.
3. Site Plan Application of Harry Curth for construction of a
2720 sq. ft. drive -through car wash at 1805 Shelburne Rd.
Mrs. Lafleur noted the application is being resubmitted with
an amendment to the traffic study. Mr. Curth reviewed the
plan and noted the sidewalk had been moved as requested and
the separate sewer main added. They will move the vacuum
island when they determine the location of the force main
from Fassetts. They have also upgraded the trees. He
stressed that their waiting line faces the street, so
motorists can see the delay.
Mr. Dickinson said that carwashes have seasonal variations
and had thus readjusted their figures to 'indicate the average
use generated. The only season data ITE has is for shopping
center, so in readjusting the figures, they used the ITE
process, taking the average. By doing this they felt they
could say this use would not generate more than 65 vehicles
per peak hour. They also felt that at least 50% of this was
diverted traffic that was already on the road. He added that
the purpose of the traffic overlay was to regulate new
traffic.
Mr. Dooley said that averaging did not strike him right since
it gives you unacceptable traffic for part of the year
because it is light the other part of the year.
Mrs. Maher asked what kind of stack up could be anticipated
at a peak hour with cars trying to get out. Mr. Dickinson
felt that there would be no problem with right turners and
about a minute wait for left turners. There would be a 2-
lane stack -up for exiting cars. He then explained the data
used for the 2 local comparisons, Rocky's which produced 46
trip ends per peak hour and Seaway which produced 76. Mr.
Dooley asked what the March figure was for Seaway. Mr. Dick-
