Committee Members Present: Larry Kupferman (Interim Chair), Betty Milizia (NRC), Linda Chiasson
(NRC), Mike Simoneau (Vice Chair Recreation & Parks Committee), Maggie Leugers (City Advisor), Kate
Lukas, Muriel More, Molly Bezio
Members of Public Also Present: Barbara Sirvis (former Chair)
1. Safety Procedures:
Maggie directed the group to exit through administration offices to back parking lot of building

3. Adopt Agenda:
Monday, September 3, 2019 agenda adopted
4. Minutes:
Approved August 5, 2019 meeting minutes as presented
5. Wetlands Delineation & Dog Park Draft Design
a) Larry will discuss results of design with Justin and report back to Committee
6. Review Final Annual Report and Work Plan
a) 2019-2020 Annual Work Plan was submitted by August 16, 2019 due date
b) Work Plan to be presented to City Council during September 16, 2019 meeting
7. Draft Proposal Rules, Regulations & Operational Guidelines
a) Proposed Rules:
i. Dog Restrictions:
i. Children 12 and under must be accompanied by an adult
ii. 2 dog maximum
iii. Dogs must wear collar with up-to-date license and vaccinations
iv. No dogs in heat
v. No aggressive dogs and under guardian control
ii. Owner Responsibilities:
i. Pick up after your dog
ii. Have leash in possession at all times
iii. Fill in any holes created by digging
iii. Facility:
i. No food, alcohol, glass containers or smoking
ii. All rules and ordinances governing the City of South Burlington apply
iii. Contact Police in the event of emergency (802) 846-4111
b) Operational Recommendations:
i. Label two areas along fence for what they are designated for (e.g., small/older dog area
vs. large dog area)
ii. Use separate signage outlining how gates shall be used (e.g., gates should be secured at
all times). Discuss with Friends of the Dog Park to see what they have for
recommendations on signage outside Proposed Rules.
8. Future Agenda Items:
a) Plan for design and construction phases of Wheeler Dog Park
b) Implementation of fundraising strategies
c) On-lease park ordinance expansion
d) Future site planning
e) On-Going Evaluation Plan
f) Continue Public Forums
