As the manhole location was modified to account for other recently installed underground utilities, enclosed is a Record Drawing (Site Plan Sheet 1 of 2 dated May 23, 2011, last revised 8/01/11) depicting the new manhole location. A pressure test of the force main and a manhole vacuum test were conducted by Municipal and Contractor Services, Inc. on July 26, 2011 and the test parameters were met. The wastewater pump, alarms and floats functioned as designed. A water sample for the potable water supply is being collected and will be analyzed under the standards set forth by the Water Supply Rules. With the exception of the water supply testing: I hereby certify that in the exercise of my reasonable professional judgment, the installation -related information submitted is true and correct and that the potable water supply and wastewater system were installed in accordance with the record drawings and such record drawings are in compliance with the applicable rules, were filed with the Secretary, and are in accordance with all other permit conditions; were inspected; were properly tested; and have successfully met those performance tests. The second portion of the above criterion relates to window surfaces which SHOULD face south. The amendment consists of: 1) revising condition 8 of the December 5, 2006 final plat approval decision to reduce the amount of translucent windows and surfaces oriented to the south, and 2) connecting two (2) of the lots to the City's sewer system in place of on -site septic systems, 22 & 30 Highland Terrace. A copy of the 2006 Decision is attached. Section C of the SEQ chapter of the Land Development Regulations, Residential Design, states that: (1) Building Orientation. Residential buildings must be oriented to the street. Primary entries for single family and multi -family buildings must face the street. Secondary building entries may open onto garages and/or parking areas. (Special design guidelines apply to arterial streets). A minimum of thirty five percent (35%) of translucent widows and surfaces should be oriented to the south. This criterion is a guideline that may be waived by the Development Review Board in cases where doing so would better contribute to the overall design and innovation of the PLID. The applicant has submitted a plan which details two new units. The applicant should address this for the Board's consideration. If the Board will grant relief from this requirement, it can either approve a minimum percentage which is less than 35% or grant total relief in which case the percentage is totally up to the applicant. The applicant is also seeking to connect the proposal to municipal wastewater rather than on site septic. The Director of Public Works has reviewed the plans and provided the following comments: We have reviewed the referenced plans (dated 11-9-10 by Champlain Consulting) and have the following comments to offer: 1. The 1,500 gallon pump station, 4" force main and all associated parts, motors, etc. are to be private and will not be publicly owned or maintained. 2. Detail 2, note 4 on page C-3 shall have the following language for pavement restoration — Pavement patch to match existing section or to be 2 '/2" Type II base and 1 '/2" Type III top, whichever is thicker. Staff recommends that the Board approve Final Plat application #SD-10-35 subject to the degree of relief, if any, they wish to grant for the translucency requirement and subject to the two conditions from the Director of Public Works noted above.
