SMITH — 8 HARBOR VIEW ROAD SITE PLAN APPLICATION #SP-17-31 FINDINGS OF FACT AND DECISION Kenneth P. Smith, hereinafter referred to as the applicant, is seeking approval to amend a previously approved plan for a 35,000 sq. ft. light manufacturing facility. The amendment consists of converting 20,000 sq. ft. to self -storage use, 8 Harbor View Road. Based on the plans and materials contained in the document file for this application, the Administrative Officer finds, concludes, and decides the following: FINDINGS OF FACT 1. The applicant is seeking approval to amend a previously approved plan for a 35,000 sq. ft. light manufacturing facility. The amendment consists of converting 20,000 sq. ft. to self -storage use, 8 Harbor View Road. 2. The owner of record of the subject property is KSI Commercial Properties, LLC. 3. The subject property is located in the Commercial 2 Zoning District. 4. The application was received on April 20, 2017. 5. The plan submitted is entitled "Existing Conditions Site Plan Ken Smith Property Lots 4 & 5 Bartlett Subdivision Harbor View Road South Burlington, Vermont", prepared by Krebs & Lansing Consulting Engineers, Inc, and dated 4/20/17. DIMENSIONAL REQUIREMENTS 6. No changes to coverages proposed. 7. Setback requirements will continue to be met. SITE PLAN REVIEW STANDARDS Pursuant to Section 14.03(A)(6) of the Land Development Regulations, any PUD shall require site plan approval. Section 14.06 establishes the following general review standards for all site plan applications: Only the standards below are affected by this application. All other standards will continue to be met. - 1 — #SP-17-31 Traffic 8. The ITE Trip Generation Manual estimates the existing use to generate 25.55 pm peak hour vehicle trip ends (vtes). The change in use is estimated to decrease vtes down to 16.15. (c) Parking shall be located to the rear or sides of buildings 9. No additional parking spaces proposed. The site currently has 20 parking spaces available which are located in the front and side of the building. There are no minimum parking requirements for a self -storage use. The Administrative Offices finds that with the reduction in the size of the manufacturing use, that adequate parking will be available. The site plan does not show any handicapped spaces, so the plan must be revised to show at least one (1) handicapped space. OTHER 10. The plan does not show any snow storage areas, so it must be revised to show the snow storage areas. DECISION Based on the above Findings of Fact, the Administrative Officer herby approves Site Plan Application #SP-17-31 of Kenneth P. Smith, subject to the following conditions: 1. All previous approvals and stipulations which are not superseded by this approval will remain in effect. 2. This project must be completed as shown on the plan and will be on file in the South Burlington Department of Planning and Zoning. 3. The applicant must obtain a zoning permit within six (6) months pursuant to Section 17.04 of the Land Development Regulations or this approval is null and void. 4. The plan must be revised to show the changes below and shall require approval of the Administrative Officer. Three (3) copies of the approved revised plans must be submitted to the Administrative Officer prior to permit issuance. a. The plan must be revised to show at least one (1) handicapped parking space. b. The plan must be revised to show the snow storage areas. -2— #SP-17-31 5. For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance, the Administrative Officer estimates that this change in use will generate zero (0) additional vehicle trip ends during the p.m. peak hour. 6. Prior to issuance of a zoning permit for the project, the applicant must submit to the Administrative Officer a final set of project plans as approved in digital (PDF) format. 7. The applicant must obtain a Certificate of Occupancy from the Administrative Officer prior to use of the newly converted space in the building. 8. Any change to the site plan will require approval by the South Burlington Development Review Board or the Administrative Officer. Signed on this day of , 2017 by PLEASE NOTE: Pursuant to 24 VSA §4465, an interested person may appeal this decision by filing a Notice of Appeal with the secretary of the Development Review Board. This Notice of Appeal must be accompanied with a $233 filing fee and be filed within 15 days of the date of this decision.
