Mr. Belair noted that there is not enough aisle space between the parking spaces proposed along the southerly area and the cars that would be behind them. 22 feet is the required distance. Mr. Stone said storage would be screened with a slat fence on the side that faces Harbor View Drive. Members were OK with some opaque materials within the slat fence on the north and west side of the fencing. The approval motion was amended to add the following stipulation: The fence on the north and west side of the property shall be made opaque, including the gate. Sketch Plan Application #SD-09-39 of Heritage Automotive Group to amend a planned unit development consisting of 87,524 sq. ft. of building square footage in five buildings used for automotive sales and service. The amendment consists of. 1) constructing a private car wash, 2) installing two above -ground fuel tanks and 3) constructing additional parking spaces, 1580-1620 Shelburne Rd: Mr.Hewitt said they are proposing an on -site car wash. He showed the location as well as the location of additional parking. This is a PUD with 5 different parcels. They will propose some new landscaping. Mr. Belair said outside storage of pallets, etc., should be shown on the plan. Mr. Hewitt said the tanks are on slabs above -ground with an awning above. Mr. Belair said the Division of Fire Safety will deal with the gas tanks. Mr. Hewitt said one tank will be gas, one will be diesel. There will be some kind of structure around them. Mr. Belair noted that front yard coverage is 40% and 30% is the requirement. Mr. Hewitt said this may be the result of the Shelburne Rd. widening. Mr. Dinklage asked them to see if any improvement can be made. Mr. Hewitt said the project will improve site circulation. The amendment consists of designating portions of the parking area for outside storage, 4 Harbor View Road. COMMENTS Associate Planner Cathyann LaRose and Administrative Officer Ray Belair, referred to herein as Staff, have reviewed the plans submitted on August 13, 2009 and have the following comments. Zoning District & Dimensional Requirements: There are no changes to the dimensional requirements as part of this application. All requirements are met. SITE PLAN REVIEW STANDARDS Section 14.06 of the South Burlington Land Development Regulations establishes the following general review standards for all site plan applications: (a) The site shall be planned to accomplish a desirable transition from structure to site, from structure to structure, and to provide for adequate planting, safe pedestrian movement, and adequate parking areas. It is unclear from the site plan submitted how the proposed storage areas would impact safe pedestrian movement on site as the plans do not show where the entrances to the building are. 1. The applicant should address the location of the entrances to the building so that the Board may address the issue of safe pedestrian access. The existing use, 12,000 sq ft of warehousing and distribution, requires 6 parking spaces. The applicant is proposing parking for 9 cars. However, staff has concerns about some of the proposed parking. Firstly, there is no designated handicapped access space. Secondly, the two parking spaces located along the southerly line are too close to the rear of the other aisle of parking and lack sufficient aisle space. The spaces should be removed or otherwise modified to demonstrate sufficient aisle space. 2. The plans shall be revised to relocate the two parking spaces proposed along the southerly property line. The new locations shall meet all dimensional requirements pursuant to Table 13-8 of the SBLDR. (b) Parking shall be located to the rear or sides of buildings to the greatest extent practicable. The parking spaces to the front of the building as it is situated but not in the front yard as the building relates to Harbor View Road. (c) Without restricting the permissible limits of the applicable zoning district, the height and scale of each building shall be compatible with its site and existing or adjoining buildings. CITY OF SOUTH BURLINGTON 3 DEVELOPMENT REVIEW BOARD The height of the building will remain unchanged and below 35 feet. DEPARTMENT OF PLANNING & ZONING (d) Newly installed utility services and service modifications necessitated by exterior alterations or building expansions shall, to the extent feasible, be underground. No changes to the existing buildings are being proposed as part of this application. (e) The DRB shall encourage the use of a combination of common materials and architectural characteristics, landscaping, buffers, screens and visual interruptions to create attractive transitions between buildings of different architectural styles. The proposed project does not involve any new exterior construction, so this criterion is not applicable. (t) Proposed structures shall be related harmoniously to themselves, the terrain, and to existing buildings and roads in the vicinity that have a visual relationship to the proposed structures. The proposed project does not involve any new exterior construction, so this criterion is not applicable. Site plan applications shall meet the following specific standards as set forth in Section 14.07 of the South Burlington Land Development Requlations: (a) The reservation of land may be required on any lot for provision of access to abutting properties whenever such access is deemed necessary to reduce curb cuts onto an arterial of collector street, to provide additional access for emergency or other purposes, or to improve general access and circulation in the area. At this time, staff does not suggest providing additional accesses. (b) Electric, telephone and other wire -served utility lines and service connections shall be underground. Any utility installations remaining above ground shall be located so as to have a harmonious relation to neighboring properties and to the site. Pursuant to Section 15.13(E) of the Land Development Regulations, any new utility lines, services, and service modifications shall be underground. (c) All dumpsters and other facilities to handle solid waste, including compliance with any recycling or other requirements, shall be accessible, secure and properly screened with opaque fencing to ensure that trash and debris do not escape the enclosure(s). No dumpsters are shown on the plans. It is unclear if the site plan is in compliance with this criterion. 3. The plans shall show the location of all dumpsters and recycling facilities. The plans shall also include proper screening around these facilities. (d) Landscaping and Screening Requirements As there is no building construction proposed for this site, there are no new minimum landscaping requirements. CITY OF SOUTH BURLINGTON 4 DEPARTMENT OF DEVELOPMENT REVIEW BOARD PLANNING & ZONING However, the applicant is proposing to add a substantial amount of outdoor storage to the site, much of which is highly visible from the street and unscreened. Section 13.05(A) of the SBLDR states that "outside storage of goods, materials, vehicles for other than daily use, and equipment shall be subject to the following provisions: • Any outside storage and/or display shall be appurtenant to the primary use of the property and shall be allowed only in nonresidential districts and upon approval of the DRB in conjunction with a site plan, conditional use and/or PUD application; ■ The Development Review Board may require that outside storage areas in connection with commercial or industrial uses be enclosed and/or screened; The Board should discuss whether or not the outside storage should be screened with fencing. It is a substantial amount of product (see ortho photo for example) and is largely visible. 4. The Board should discuss whether the applicant should provide screening of the outdoor storage areas. Pursuant to Section 13.06(B) of the Land Development Regulations, the plans shall depict snow storage areas that will minimize the potential for run-off. No snow storage areas are shown on the plans. 5. The plans shall be revised to show snow storage areas. There is no bicycle rack shown on the plans. 6. The plans shall be revised to show a bicycle rack. Lighting Pursuant to Section 13.07(A) of the Land Development Regulations, all exterior lighting shall be shielded and downcasting to prevent light from spilling onto adjacent properties and rights -of -way. No new lighting is proposed as part of this application. Staff recommends that the South Burlington Development Review Board approve Site Plan Application #SP-09-66 subject to the conditional items included above. Regional Planning Commission Report The Planning Commission departed from the printed agenda for a report from South Burlington's representative to the Chittenden County Regional Planning Commission, Mr. Barry Carris. Mr. Carris reported that the pro- posed Velco power line would mostly affect communities surrounding South Burlington, but that South Burlington should keep an eye on it. The Regional Planning Commission is now going to identify the priority capital improvement plans. Mr. Poger stated that he felt the city should be able to set its own priorities. Another item of concern to South Burlington is that the power plant bridge in Essex will need to be rebuilt. During construction of the new bridge, a temporary bridge would have to be built. In order to save money, the Regional Planning Commission suggested that all efforts should be made to expedite the circumvential highway bridge. Ms. Kathleen Huffman, representing Westinghouse Electric Corporation, gave a presentation of the proposed building and landscaping. The building will be off Harbor View Road with approximately 12,000 square feet. There will be a storage area on the north side of the building. A large paved area on the west side will be used for trucks delivering their equipment and turn -around space. There will also be an eleven -car parking area for employees. 3. PLANNING COMMISSION MARCH 8. 1983 Mr. Mona asked Ms. Huffman how much selling would be done out of the building. Mr. Eugene Alexander, also representing Westinghouse, explained that 95 percent of the selling was done over the phone and outside the office. There would be a very small portion of customers coming to the building to make purchases. Ms. Huffman also explained that there is an average slope of about 10 percent and that the hillside on the site slants west. There will be a swale on the east and west side for drainage. This follows the natural flow of drainage of the site. She also noted that at the edge of the asphalt there would be ample area for snow storage. When asked about lighting of the parking area, Ms. Huffman and Mr. Alexander stated that the lighting had not yet been determined, but that there would be a maximum of 6 fixtures of shoe -box design lights. There would also be a couple of security lights. Ms. Maher asked what the vision would be from Shelburne Road of the site. Ms. Huffman explained that a good deal of planting would go on the west side to help hide the building from Shelburne Road. The trees planted there would be trees that are already typical of the site. They would be all Vermont trees and nursery contracted plants. Ms. Hurd asked what would be kept in the storage area. Mr. Alexander stated that the storage area would only be used during the summer and only for the storage of transformers, with a very small corner for waste removal. A chain link fence with vinyl coating would be used to block off the storage area. Mr. Poger stated that it was the feeling of the Planning Commission that a stipulation be added stating that the storage area be hidden. Mr. Belter asked what the height of the building would be. Mr. Alexander said that the building would be 19 feet high. He also stated that all equipment on the roof would be visually shielded. Cluster developments are rising at a higher rate than single family houses in South Burlington. This will probably be the trend in the future. Spitz, City Planner Re: Next week's agenda items Date: March 4, 1983 2) Muddy Brook Application is for a 4800 square foot building for light manufacturing and storage on lot 5 of Muddy Brook Industrial Park. This is the third of the Muddy Brook lots to be developed. This lot slopes steeply to the brook, and considerable fill has already taken place to make the lot usable. The applicant recently received a 4 foot front yard variance from the Zoning Board so as to allow him to build with no further fill. Parking and circulation seem adequate. However, the "top of bank" line should be extended on the plan to verify that the south and east sides of the parking lot are buildable. A large portion of required tree plantings is shown on the Muddy Brook side so as to stabilize the bank. In satisfaction of the landscaping re- quirement, more plantings should be considered on the more visible south and west sides of the property. Apparently, a septic system will be shared with the adjacent lot to the north since there is no available room on this lot. Complete information will have to be provided before a building permit may be issued. 3) Westinghouse Application -iis for a 12,300 square foot warehouse and office building on lot 3 of the Bartlett property, just east of the Portland Glass building. There will be joint access for this lot and the undeveloped lot 2.
