The applicant has met with Chief Francis and Fire Marshal Francis and they have indicated that the existing driveway can be utilized provided that suitable turnaround capabilities are integrated into the access to the new home. Storm Drainage — Improvements to the existing system will include the collection of surface water prior to getting to the existing driveway and directing clean water flows to the existing riprap transition to the existing cross culvert. Burlington South Burlington, Vermont 05401 Re: Cummings Properties — 25 Harbor Ridge Road and 1811 Spear Street Proposed PUD, 2- Lot Subdivision Preliminary Plat Application Final Plat Application — Supplemental Information Dear Ms. Britt: Based upon input from Staff, we have revised the plans to reflect the latest concepts for the proposed subdivision of the 25 Harbor Ridge Road property into two parcels. The revisions to the previously submitted plans are summarized below. 1. Waiver Request - The proposed subdivision of the lands and the extension of the R1 regulations into the proposed Lot 1 parcel will further introduce the larger R1 setback standards into a neighborhood generally regulated by smaller R2 setbacks. We are requesting that the setback line on the north side of Lot 1 be reduced from 25' feet to 15'. This value is still less than the 10' value associated with the R2 district and what is being use on the undeveloped proposed Lot 2 parcel immediately to the north. The proposed relief from the 25' standard will enable the potential expansion of the existing building footprint in an orderly manner which reflects the current interior layout of the house. The conceptual footprint additions are shown on Sheet Cl. land reflect previous planning efforts with a local architect on how best to enable the existing home to be retained and expanded. 2. Water Service Revision - In working with Mr. John Tymecjki from the Water Department, the proposed water service for the new Lot 2 has been revised to benefit from the higher pressure available from the water main on the west side of Harbor Ridge Road. 3. Stormwater - In speaking with Mr. Dave Wheeler from Stormwater Services, he asked that the proposed use of the bioretention area be supported with a basis of design. This has been completed (see attached letter to Dave Wheeler) and the Ms. Lindsey Britt Page 2 of 2 April 7, 2017 plans have been updated to reflect the level of detail described in the supporting letter. The proposed bioretention system has bene relocated to the east so as to enable the retention of the existing trees located along the west property line. 4. Subdivision Plat — The plat has bene revised to reflect: a. the Lot 1 setback waiver request„ b. the retention of an electrical easement across lot (favoring Lot 1) 5. Sheet C1.0 — Proposed Site Plan — Has been revised to show the proper orientation of the proposed regulation extensions and lot numbers consistent with that originally submitted plat plan. 6. Sheet C1.1 — Proposed Site Plan — Has been revised to show: a. the proper location of the existing sewer service, b. the preferred location for the new water service for Lot 2, c. additional callouts for the abandonment of the portions of the existing sewer service line to be taken out of service, d. orientation of the proposed regulation extensions and lot numbers consistent with that originally submitted plat plan. e. depiction of the existing electrical service. 7. Sheet C2.0 — Details — modifications of the bioretention detail and the inclusion of a yard drain detail. This completes our summary of the recent revisions to the application components. Basis of Design: The State Stormwater manual which is to be adopted on July 1, 2017, provides the following guidance for the design of bioretention areas. Drainage Area: Typical drainage areas range from 0.1 to 2.5 acres. This watershed area is 0.45 acres. Topography: The system should be placed in an area with slopes of less than 5%. This system has been design to follow the contour at the base of the slope where the longitudinal slope along the long direction is less than 1 %. Size: The Stormwater Manual Guidance indicates that "the surface area of the bioretention area shall be at least 2% This watershed has an area of 19,455 SF which calls for the surface area of 400 SF. The proposed system has a surface area of 420 SF. It should be noted that the 2% value happens to conflict with another section of the guidance document that calls for 3% to 6%. Unlike a high density urban area (similar to where a bioretention area or rain garden is receiving runoff from a parking lot, we have chosen the lower range value as the overall lot coverage remain lows in the contributory area. Ms. Dave Wheeler Page 2 of 2 April 7, 2017 Soils: The soils on the site are heavy in nature. The intent of being able to use the bioretention area for infiltration will be seasonally dependent. Similar to the surface conditions that control the ability of the land to infiltrate precipitation. Filter Beds: Shall be between 18 and 60 inches deep depending on the application. This system proposed an 18" filter layer and an 18" reservoir layer for storage and infiltration. Average surface area storage depth is 3" with a 6" free board. The side slopes are 3:1 above the surface. Surface: The typical bark mulch has been substituted with river stone as a means of ensuring infiltration capacity and avoidance of dislodging of floatables due to the introduction of flows at the north end. The void space of the rock also serves as a pretreatment component for course sediment. Treatment Volume: The treatment volume is calculated as follows: Tv = (SA)(0.6Vt)(D), where SA = Surface Area = 420 SF Vt = Void Ratio = Soil Media = 0.25, Surface storage = 1.0. Tv = 420 SF * ((1.5' * 0.25) + (0.25' * 1.0)) = 262.5 CF This completes our summary of the proposed features of the project. The western 1.16 acres parcel is currently divided by the zoning district line between the Residential 1 and Residential 2 zoning districts. Mr. Cummings owns the adjacent 1.61 acre parcel to the east where his home fronts on Spear Street. This parcel is wholly located within the Residential 1 zoning district. By themselves, the properties cannot support a subdivision due to density requirements, However, when these two properties are combined into a Planned Unit Development (PUD), it creates the following breakouts of areas in each District. R1 89,086 SF /43560 SF per Unit = 2+ Units R2 31,594 SF /22,000 SF per Unit = 1+ Units Cummings House Lot = 70,050 SF (1811 Spear St.) 25 Harbor Ridge Lot = 50,630 SF Article 15 of the LDRs describes how the PUD process provides "for relief from the strict dimensional standards for individual lots in these Regulations in order to encourage innovation in design and layout, efficient use of land, and the viability of infill development". Using a PUD approach also seems to fit within a strategy from the Comprehensive Plan by "accommodating compatible infill and additions in existing neighborhoods". The Ms. Lindsey Britt Page 2 of 3 February 23, 2017 intent of this strategy and the LDRs appears to be to relieve the pressure on development in open spaces elsewhere in South Burlington. An additional lot within the existing Harbor Ridge Road area would make a small contribution to that end. The goal of using the PUD process is to create no more than three single family housing units while retaining the shape of the Cummings Lot on the east end. This would result in creating two lots on the Harbor Ridge parcel that are approximately 25,000 SF in size, one to host the existing house and one to create a new home on the north half of the lot. When considered in aggregate with the Spear St lot this would seem to fit the density requirement in that "the overall density ... allowable for the land in question shall be the same as for the underlying district(s) involved in the application". We are submitting a Conditional Use application to expand the R1 regulations 50 feet to the west for the proposed new northern lot and the R2 regulations 50' to the east on the southern lot that will assist with the siting of the proposed home. These lots would be in keeping with feel of the other lots on Harbor Ridge and perhaps be larger than some while retaining the character of the existing Spear St and Harbor Ridge road neighborhoods as compared to other subdivision approaches. Technical Components The application includes certain improvements in support of the additional single family home including: 1. Re -organized gravity sewer services for each lot. 2. Water supply services for each lot. 3. A shared driveway cut. This has been reviewed with Chief Brent and Fire Marshal Francis as well as the configuration of split to the proposed house. It was indicated that the proposal was acceptable provided that there was adequate turning and back -out space for the ambulance emergency response equipment. This is depicted on the attached turning movement diagram. 4. Stormwater Improvements to the existing system will include the collection of surface water prior to getting to the existing driveway and directing clean water flows to the existing riprap transition to the existing cross culvert. Other street flows will be collected and directed to a new bioswale located at the low point of the property near the westerly property line. 5. Split Lots. Where a district boundary line divides a lot which was in a single ownership at the time of passage of these regulations, the Development Review Board may permit, as a conditional use, the extension of the regulations for either portion of the lot but not to exceed fifty (50) feet beyond the district line into the remaining portion of the lot (See Article 14 for Conditional Use Review (See below). This provision shall not apply to the boundary lines of any overlay or floating district. E. General Review Standards. The Development Review Board shall review the proposed conditional use for compliance with all applicable standards as contained in these regulations. The proposed conditional use shall not result in an undue adverse effect on any of the following: (1) The capacity of existing or planned community facilities. The proposed modifications of the regulations in both the east and westerly directions on the 25 Harbor Ridge Road lot will enable the creation of additional single family home lot. The additional lot will create incremental impacts on the following community facilities (discussion is underlined): Water Supply — There is adequate water supply available to service the existing home. Sewage collection and treatment — There is adequate capcity at the Bay Road wastewater treatment facility to accept the flows from one additional single family home. Stormwater Management - The applicant proposes to install drainage improvements on the property to mitigate not only the proposed impercious surfaces but also existing run-off issues. (2) The character of the area affected, as defined by the purpose or purposes of the zoning district within which the project is located, and specifically stated policies and standards of the municipal plan. The R2 district where the majority of the 23 Harbor Ridge Road property lies is outlined below. 4.02 RESIDENTIAL 2 DISTRICT - R2 A. Purpose. A Residential 2 District is hereby formed in order to encourage moderate -density residential use district. This district is located primarily in transition areas between higher density residential districts and low -density districts. Any use not expressly permitted is prohibited, except those that are allowed as conditional uses. The proposed creation of a single family home with a suitable lot size in consistent with this purpose statement. (3) Traffic on roads and highways in the vicinity.
