Re: Findings of Fact, application of Green Tree Park, Inc. to construct a 17,400 square foot
building for warehouse use for a multiple number of tenants, 12 Gregory Drive and site plan
application ofMark Rocheleau to amend a previously approved plan for a 26,099 square foot building
for multiple industrial uses. The amendment consists of an access modification to allow access to 12
Gregory Drive, 16 Gregory Drive.
On the zsrd day of June, 1998, the South Burlington Planning Commission approved the request of
Green Tree Park, Inc. and Mark Rocheleau for site plan review under Section 26.10 of the South
Burlington Zoning Regulations based on the following findings:
1. This project consists of constructing a 17,400 square foot building for warehouse use for a
multiple number of tenants and amending a previously approved plan for a 26,099 square foot
building for multiple industrial uses. The amendment consists of an access modification to allow
access to 12 Gregory Drive.
2. This property located at 12 Gregory Drive lies within the IC District. It is bounded on the east
by an auto sales and repair facility and City owned land, on the north by Gregory Drive, and on the
west and south by industrial buildings.
3. Access/circulation: Access is proposed to be by one (1) 24 foot curb cut on Gregory Drive and
sharing an existing 30 foot curb cut on the adjoining property to the west.
Circulation on the site is adequate.
4. Coverage/setbacks: 12 Gregory Drive: Building coverage is 21.7% (maximum allowed is 30%).
Overall coverage is 62% (maximum allowed is 70%). Front yard coverage is 13% (maximum
allowed is 30%).
5. 16 Gregory Drive: Building coverage is 25.7% (maximum allowed is 30%). Overall coverage is
68.7% (maximum allowed is 70%). Front yard coverage is 26% (maximum allowed is 30%).
Setback requirements are met.
6. Landscaping_ The minimum landscaping requirement, based on building costs is $12,400 which
is being met. Proposed plantings include Red Maple, Burning Bush, Forsythia, Juniper, Crabapple,
Austrian Pine and Linden.
7. Parking: A total of 37 spaces are required and 48 spaces including four (4) handicapped spaces
and a bike rack are being provided.
8. Sewer: The sewer allocation needed for this project is 405 gpd (includes 10% reduction allowed
by State). The applicant shall be required to pay the per gallon fee prior to permit issuance.
9. Lighting Proposed exterior lighting consists of the following:
— four (4) building mounted 250 watt metal halide lights with downcasting shielded fixtures.
— four (4) 250 watt metal halide lights with downcasting shielded fixtures mounted on 20 foot
poles.
10. Traffic: ITE estimates that the proposed use will generate 12.88 vehicle trip ends (vte's) during
the P.M. hour. The applicant was made aware that the road impact fee is approximately $2100.
11. Dumpster: A screened dumpster storage area will be provided.
12. Fillingon n Cit. l� The applicant is proposing to place fill on to the adjoining City property at
the southeast corner of their property.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning Commission approves the site
plan application of Green Tree Park, Inc., to construct a 17,400 square foot building for warehouse
use for a multiple number of tenants, 12 Gregory Drive, and the site plan application of Mark
Rocheleau to amend a previously approved plan for a 26,099 square foot building for multiple
industrial uses, 16 Gregory Drive - the amendment consists of an access modification to allow access
to 12 Gregory Drive. The improvements for both applications are depicted on a three (3) page set
of plans, page one (1) entitled, "Green Tree Park Lot 11 12 Gregory Drive South Burlington, VT."
prepared by Trudell Consulting Engineers, Inc., dated 4/8/98, last revised on 6/16/98, with the
following stipulations:
1. All previous approvals and stipulations which are not superseded by this approval shall remain in
effect.
2. For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance,
the Planning Commission estimates that the warehouse on 12 Gregory Drive will generate 12.88
additional vehicle trip ends during the P.M. peak hour.
3. All exterior lighting shall consist of downcasting shielded fixtures so as not to cast light beyond
the property line. Any change in lighting shall be approved by the City Planner prior to installation.
4. Prior to issuance of a zoning permit, the applicant for 12 Gregory Drive shall post a $12,400
landscape bond. The bond shall remain in effect for three (3) years to assure that the landscaping
takes root and has a good chance of surviving.
5. The Planning Commission approves a sewer allocation of 405 gpd for 12 Gregory Drive (includes
10% reduction allowed by State). The applicant shall be required to pay the per gallon fee prior to
permit issuance.
6. The Planning Commission specifically approves of the filling on City property located at the
southeast corner of the property.
7. The depressed concrete curbs shall be constructed at the new entrance drive.
8. The concrete sidewalk at entrances shall be eight (8) inches in thickness.
9. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the
zoning regulations or this approval is null and void.
1.0. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer
prior to the use of the warehouse building.
11. Any change to the site plan shall require approval by the South Burlington Planning Commission.
