Re: Findings of Fact, application of David and Barbara Flagg to
amend a David and Barbara Flagg for previosly approved site plan to
expand a parking area and make minor site modifications, 10 Gregory
Drive.
On the 28th of June, 1994, the South Burlington Planning Commission
approved the request of David and Barbara Flagg for site plan
review under Section 19.10 of the South Burlington Zoning
Regulations based on the following findings:
1. This project consists of making some minor site revisions by
expanding the parking area. The 4,608 square foot building is used
for auto service and auto/marine sales. This site was last
reviewed by the Planning Commission on 5/25/93. The Zoning Board
of Adjustment on 6/27/94 granted a variance request from the
applicant to increase front yard coverage.
2. This property located at 10 Gregory Drive lies within the I-C
District. It is bounded on the east by an auto service and repair
facility, on the south by Muddy Brook, on the west by a vacant lot
and on the north by Gregory Drive.
3. Access/circulation: Access is provided by two (2) curb cuts.
The easterly curb cut is for egress only and the westerly curb cut
is for ingress only. Minor changes were made to the access drives.
The 5/25/93 approval required the applicant to install "enter" and
"exit" signs, these signs have yet to be installed.
Circulation is adequate.
4. Coverage/setbacks: Building coverage

5. Parking: This project requires a total of 10 parking spaces
for employee and customer parking and 23 spaces are being provided
including one (1) handicapped space.
6. Landscaping: No changes.
7. Dumpster: The dumpster has been relocated to the westerly end

of the building. It will be screened with a fence.
8. Sewer: No additional allocation needed.
9. Lighting: No changes.
10. Other: Applicant has checked distance to nearest fire hydrant
and finds that is approximately 300 feet from the building. No
additional hydrant needed.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning
Commission approves the site plan application of David and Barbara
Flagg to amend a previously approved site plan to expand a parking
area and make minor site modifications, 10 Gregory Drive, as
depicted on a plan entitled "Site Plan, Car Buff & Dave's
Automotive, Gregory Drive Lot #4, South Burlington, Vermont" as
prepared by Krebs & Lansing Consulting Engineers, Inc., dated May
14, 1994, with a last revision date of June 23, 1994, with the
following stipulations:
1. All previous approvals and stipulations which are not
superseded by this approval shall remain in effect.
2. Any change to the site plan shall require approval by the South
Burlington Planning Commission.
3. The plan shall be revised to show three additional spruce trees
in a location approved by the City Planner. The plan shall be
revised within 30 days.
4. The plan shall be revised, if necessary, within 30 days, to
show the sidewalk in a location approved by the Public Works
Director.
5. Applicant shall submit letter to the city from the property
owner to the west approving the placement of a berm and water line
on the adjoining owner's property.
