On the 29th day of April, 1997, the South Burlington Planning Commission approved the request of Paul Marquis for site plan review under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of converting a 6,000 square foot building from warehousing, storage and distribution to wholesale establishment. This property was last reviewed by the Commission on 2/24/87. 2. This property located at 5 Gregory Drive lies within the IC District. It is bounded on the west by a single family dwelling, on the north by an office building, on the south by a wholesale establishment, and on the east by Gregory Drive. 3. Access / circulation: Access is provided by a shared 26 foot wide curb cut on Gregory Drive. No changes proposed. Circulation on the site is adequate. 4. Coverage/setbacks: Building coverage is 15.7% (maximum allowed is 30%) . Overall coverage is 58.8 % (maximum allowed is 70%) . Front yard coverage is 27.7 % (maximum allowed is 30%) . Setback requirements are met. 5. Parking: A total of 11 spaces are required and 13 spaces are provided including one (1) handicapped space and a bike rack. 6. Landscaping: There is no minimum landscaping requirement, based on building costs, for this project. No additional landscaping recommended. 7. Sewer: The current approved sewer allocation is 450 gpd. No additional allocation needed. 8. Traffic: ITE estimates that the existing use generates 4.4 vte's during the P.M. peak hour. Traffic counts submitted by the applicant indicates that the proposed use will generate 11.8 vte's. This represents a 7.4 vte increase. The applicant was made aware that the road impact fee is approximately $1260. 9. Lighting: Existing exterior lighting consists of the following: --- three (3) 150 watt high pressure sodium lamps mounted on the building. 1 --- the one (1) 60 watt "jelly jar" type light mounted on the building. No additional lighting proposed. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the site plan application of Paul Marquis to convert a 6,000 square foot building from warehousing, storage and distribution to wholesale establishment, 5 Gregory Drive, as depicted on a plan entitled "Marquis Brothers Gregory Drive South Burlington, Vermont," prepared by Krebs & Lansing Consulting Engineers, Inc. dated April 3, 1997, last revised April 17, 1997, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. Any new exterior lighting shall consist of downcasting shielded fixtures so as not to cast light beyond the property line. Any changes in lighting shall be approved by the City Planner prior to installation. 3. For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance, the Planning Commission estimates that the proposed change in use will generate 7.4 additional vehicle trip ends during the P.M. peak hour. 4. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the zoning regulations or this approval is null and void. 5. The applicant shall obtain a Certificate of Occupancy/ Compliance from the Administrative Officer prior to occupancy of the building. 6.
