Maureen Henry, hereafter referred to as the applicant, is seeking site plan approval to amend a
previously approved plan for an 8420 sq. ft. retail store. The amendment consists of making
parking and landscaping modifications, 1225 Airport Parkway.
COMMENTS
Associate Planner Cathyann LaRose and Administrative Officer Ray Belair, referred to herein as
Staff, have reviewed the plans submitted on November 9, 2006 and have the following comments.
Zoning District & Dimensional Requirements:
There are no changes to the dimensional requirements as part of this application. .
SITE PLAN REVIEW STANDARDS
Section 14.06 of the South Burlington Land Development Regulations establishes the following
-general review standards for all site plan applications:
(a) The site shall be planned to accomplish a desirable transition from structure to site,
from structure to structure, and to provide for adequate planting, safe pedestrian
movement, and adequate parking areas.
No changes to the existing buildings are being proposed as part of this application. However staff
finds that this criterion is being met.
The site is grandfathered in the number of parking spaces at 14 per the decision of the South
Burlington Planning Commission on November 22, 1988. As no new construction is planned and the
square footage shall remain the same, there is no need to revise the number required.
However, the size of the parking spaces and related aisle raise concerns for staff. The parking spaces
shall be 18 feet in length with a 22 foot access aisle to the rear. Some of the spaces do not meet this
standard and the access aisle falls short.
However, the original plan approved in 1988 shows the appropriate lengths. One of the plans is
incorrect. The applicant should address this discrepancy and the plans shall be revised accordingly.
1. The plans shall be revised to depict parking spaces and access aisles in compliance with Section
13.011 of the SBLDR.
(b) Parking shall be located to the rear or sides of buildings to the greatest extent
practicable.
No changes to the existing buildings are being proposed as part of this application. Still, the parking is
wholly to the side of the building.
(c) Without restricting the permissible limits of the applicable zoning district, the height
and scale of each building shall be compatible with its site and existing or adjoining
buildings.

The height of the building will remain unchanged and below 35 feet.
(d) Newly installed utility services and service modifications necessitated by exterior
alterations or building expansions shall, to the extent feasible, be underground.
No changes to the existing buildings are being proposed as part of this application.
(e) The DRB shall encourage the use of a combination of common materials and
architectural characteristics, landscaping, buffers, screens and visual interruptions to
create attractive transitions between buildings of different architectural styles.
The proposed project does not involve any new exterior construction, so this criterion is not applicable.
(� Proposed structures shall be related harmoniously to themselves, the terrain, and to
existing buildings and roads in the vicinity that have a visual relationship to the
proposed structures.

Site plan applications shall meet the following specific standards as set forth in Section 14.07 of the
South Burlington Land Development Regulations:
(a) The reservation of land may be required on any lot for provision of access to abutting
properties whenever such access is deemed necessary to reduce curb cuts onto an
arterial of collector street, to provide additional access for emergency or other
purposes, or to improve general access and circulation in the area.
At this time, staff does not suggest providing additional accesses.
(b) Electric, telephone and other wire -served utility lines and service connections shall be
underground. Any utility installations remaining above ground shall be located so as to
have a harmonious relation to neighboring properties and to the site.
Pursuant to Section 15.13(E) of the Land Development Regulations, any new utility lines, services,
and service modifications shall be underground.
(c) All dumpsters and other facilities to handle solid waste, including compliance with any
recycling or other requirements, shall be accessible, secure and properly screened with
opaque fencing to ensure that trash and debris do not escape the enclosure(s).
The applicant is proposing to install a fence to screen the existing dumpster. However, the fence is
proposed only at the south side. It should extend around all four sides of the dumpster to as to comply
with the criterion above.
2. The plans shall be revised to provide screening on all sides of the dumpster.
(d) Landscaping and Screening Requirements
As there is no building construction proposed for this site, there are no new minimum landscaping
requirements.

However, the applicant has never planted the landscaping required per the 1988 approval. The
applicant is now requesting to change the landscaping plan with one that provides better visibility of
the building. They have submitted documentation that the new budget meets the minimum required
per the 1988 approval.
The applicant has submitted a landscaping plan and budget. However, they do not appear to match.
For example, 14 Korean Lilacs are shown in the budget but not on the plans.
3. The plan should be revised to itemize each item included in the landscaping budget
Pursuant to Section 13.06(B) of the Land Development Regulations, the plans shall depict snow
storage areas that will minimize the potential for run-off. No snow storage areas are shown on the
plans.
4. The plans shall be revised to depict adequate snow storage areas.
Lighting
Pursuant to Section 13.07(A) of the Land Development Regulations, all exterior lighting shall be
shielded and downcasting to prevent light from spilling onto adjacent properties and rights -of -way.
The applicant has stated that there is no new lighting proposed as part of this application.
Staff recommends that the South Burlington Development Review Board approve Site Plan
Application #SP-06-71 conditional upon the applicant addressing the numbered items in the
"comments" section of this document.

The South Burlington Development Review Board held a regular meeting on
Tuesday, 19 December 2006, at 7:30 p.m., in the Conference Room, City Hall, 575
Dorset St.

2. Minutes of 5 December 2006:
Mr. Plumeau moved to approve the Minutes of 5 December 2006. Mr. Farley seconded.
Motion passed unanimously.
3. Site Plan Application #SP-06-71 of Maureen Henry to amend a previously
approved plan for an 8420 sq. ft. retail store. The amendment consists of
making parking and landscaping modifications, 1225 Airport Parkway:
Ms. Henry said the parking spaces were on the plan of 1988 and met the requirements for
size.
Mr. Belair noted that 18' spaces with 22' aisles are required. The plan shows less. The
plan has to be changed to meet these regulations. Staff does not know whether the plan
or the site is wrong.
Mr. Farley moved to approve Site Plan Application #SP-06-71 of Maureen Henry subject
to the stipulations in the draft motion. Mr. Plumeau seconded. Motion passed
unanimously.
4. Site Plan Application #SP-06-77 of Catherine Antley to amend a previously
approved plan for a 2900 sq. ft. building consisting of 2000 sq. ft. of medical
office use, and 900 sq. ft. of laboratory use. The amendment consists of
adding 9 parking spaces, 30 Farrell Street:
Ms. Antley said that in order to use the basement for laboratory use, they need 9
additional parking spaces. She also noted that the building is 5800 sq. ft. when counting
both floors.
Mr. Belair said staff had no issues. If the uses change, they will need another plan.

The purpose of this letter is to request that a Certificate of Compliance be issued to The
Medical Store for the addition that was built in 1988. The outstanding issues are (1) the
handicap parking spaces and striping of the parking lot. (2) Planting in front of the
building.
The enclosed is a layout of the parking lot for The Medical Store. It shows the location
of two handicapped spaces and the seventeen other spaces that we have. We are waiting
to receive the final approval of this layout before the lines are applied, so if necessary
they can be changed.
I have also enclosed pictures that show the plantings that were done when the building
was built.
The original plan called for the planting of twelve crab apple trees in the front of the
building. As it turned out this was impractical because of space plus the fact that they
would have made the sign unreadable. In their place the hedge was planted. This was
chosen because it matches the blossoms of the crab apple trees both in looks and time of
blooming.
I hope this will satisfy the requirements necessary to issue the Certificate of Compliance.

Dear Ray,
The amount spent on the landscaping was about $5,600.00 and was just above
the amount required at the time, which was about $5,200.00.
According to Dave at Four Season's the 12 crap apple trees on the 1988 plan, at
the sizes on the plan, approximately 14 feet high for the caliper recommended,
would not fit on the site and would cost in the vicinity of $5,000.00 per tree -
making the site plan over $60,000.00.

The purpose of this letter is to codify our telephone conversation concerning South Burlington's
requirements for Certificate of Compliance for the 1988 addition to the above referenced
property. South Burlington will require the filing of a revised plan, verification that the tree
plantings in the front of the building are as shown on the revised plan, and the designation of 2

This project, consisting ofre-constructing the on -site wastewater disposal system for the existing medical
store with a maximum of 15 employees served by municipal water located off Airport Parkway in the City
of South Burlington, Vermont is hereby approved under the requirements of the regulations named above
subject to the following conditions.
GENERAL
This permit does not relieve the permittee from obtaining all other approvals and permits as may
be required from local officials prior to proceeding with this project.
2 The project shall be completed as shown on the plans Job No. 22164, Sheet C-1 "Site Plan"
dated 9-26-02 and Sheet C-2 "Details" dated 9-26-02 prepared by Champlain Consulting
Engineers which have been stamped "approved" by the Wastewater Management Division. The
proj ect shall not deviate from the approved plans which would change or affect the exterior water
supply or wastewater disposal system, building location or the approved use of the building without
prior written approval from the Wastewater Management Division.
The conditions of this permit shall run with the land and will be binding upon and enforceable
against the permittee and all assigns and successors in interest. The permittee shall be responsible
for the recording of this permit and the 'Notice of Permit Recording" in the City of South Burlington
Land Records within 30 days of issuance of this permit and prior to the conveyance of any lot
subject to the jurisdiction of this permit.
4. The Wastewater Management Division now reviews the water supply and wastewater disposal
systems for all buildings under 10 V.S.A., Chapter 64 - Potable Water Supply and Wastewater
System Permit. Further, this permit shall in no way relieve you of the obligations of Title 10,
Chapter 48, Subchapter 4, for the protection of groundwater.
By acceptance of this permit, the permttee agrees to allow representatives of the State of Vermont
access to the property subj ect to this permit, at reasonable times, for the purpose of ascertaining
compliance with Vermont environmental/health statutes and regulations. A copy of the approved
plans and this permit shall remain on the project during all phases of construction and, upon
request, shall be made available for inspection by State or local personnel.

6. The proj ect is approved for wastewater disposal by construction and utilization of the site -specific
wastewater disposal system depicted on the approved plans. The approved sewage disposal
system has been designed to serve a structure with a maximum design flow of 202.5 gallons per
day. Prior to any increase in design flows, an application, fee and engineering plans must be
submitted for review and approval by the Wastewater Management Division. No other means of
wastewater disposal shall be allowed without prior review and approval by the Wastewater
Management Division.
7. This permit, for the substantially completed wastewater system, shall become valid upon receipt
by the Wastewater Management Division of a signed and dated certification from a State of
Vermont registered professional engineer which states: "I hereby certify that the installation -related
information submitted is true and correct and that, in the exercise of my reasonable professional
judgment, the wastewater system have been installed in accordance with the permitted design and
all permit conditions, were inspected, were properly tested, and have successfully met those
performance tests." This shall include the sanitary pump station and mound wastewater disposal
system.
8. No buildings, roads, water lines, or other construction that might interfere with the installation or
operation of the sewage disposal field are permitted on or near the site -specific wastewater
disposal system depicted on the approved plans. Compliance with these isolation distances is
required. The Wastewater Management Division is to be notified if at anytime this system fails to
function properly and/or creates a health hazard.

The plan also shows an existing 6-7 inch caliper white pine to
remain. 'There is another 6-7 inch wide calip(-r- white pine next

would require the removal of three large 6-7 inch white pine. I
believe these trees were planted when the existing building was
constructed. If' this is the case, these three trees should be
replaced if riot roloc•ated.
The new addition requires $4,500 in new landscaping. The
proposed 9 new crabapple meet the required value.
Other: See Bill Szymanski's and Chief Goddette's comments.
Chief Goddette feels there should be a 30 foot wide aisle for
adequate fire protection. The plan shows a 22 foot wide aisle
and 18 foot parking spaces. The only way a 30 foot wide aisle
could be provided is if some of the parking spaces are moved to
the front yard.

RE: Proposed renovation and addition to t'ormer "Climb High"
building for medical store located at Airport Parkway, South
Burlington, Vermont.
I received the copy of the site plan you submitted and met with
Ernest Christianson, Regional Engineer to discuss whether or not
a permit is needed from our division. Mr. Christianson requested
that you submit a more detailed site plan that included the
following items:
- existing septic systems
- existing water lines
- any proposed changes to septic and/or water supply
Once we receive this I will prepare a project review sheet and
have the appropriate people sign it. I will mail a copy of it to
you and include any applicable forms.
