HomeMy WebLinkAboutMS-98-0000 - Decision - 0004 Green Tree DriveI i Sk�C l91,� r Y� FINDINGS OF FACT & DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of AT & T to construct a 7000 square foot warehouse (telecommunication switching facility) on a 1.7 acre parcel, 4 Green Tree Drive. On the 10th day of March, 1998, the South Burlington Planning Commission approved the request of AT & T for site plan review under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of constructing a 7000 square foot warehouse (telecommunication switching facility) on a 1.7 acre parcel. 2. This property located at 4 Green Tree Drive lies within the IC District. It is bounded on the north, south and east by industrial/commercial buildings, and on the west by Green Tree Drive. 3. Access/circulation: Access is proposed to be via two (2) curb cuts on Green Tree Drive. The southerly curb cut is 26.7 feet and will be for ingress only. The north curb cut is 21.5 feet and will be for egress only. Circulation on the site is adequate. 4. Coverage/setbacks: Building coverage is 10.5% (maximum allowed is 30%). Overall coverage is 25% (maximum allowed is 70%). Front yard coverage is 20% (maximum allowed is 30%). Setback requirements will be met. 5. Parking: A total of four (4) parking spaces are required and ten (10 )spaces are provided including two (2) handicapped spaces and a bike rack. 6. Landscaping: The minimum landscaping requirement, based on building costs, is $15,000 which is being met. Proposed plantings include Red Maple, Crabapple, Red Pine, White Pine, Mugho Pine and Cranberrybush. 1 7. Traffic: ITE estimates that a 7000 square foot warehouse use will generate 5.2 vehicle trip ends (vte's) during the P.M. peak hour. The applicant indicated that there will be no additional traffic generated during the P.M. peak hour. The employees workday ends at 3:00 P.M. The Planning Commission decided to apply the standard rate instead of the applicant's numbers. Typically, the Planning Commission goes with the standard rate in case a building is used by a different user in the future. The applicant was made aware that the road impact fee is approximately $860. 8. Sewer: The sewer allocation needed for this project is 36 gpd (includes 20% reduction allowed by State). The applicant will be required to pay the per gallon fee prior to permit issuance. 9. Lighting: Exterior lighting will consist of the following: — nine (9) building mounted 100 watt high pressure sodium lamps with downcasting shielded fixtures. — five (5) 100 watt high pressure sodium lamps with downcasting shielded fixtures mounted on 42" bollards. 10. Dumpster: A dumpster will not be used. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the site plan application of AT & T to construct a 7000 square foot warehouse (telecommunication switching facility) on a 1.7 acre parcel, 4 Green Tree Drive, as depicted on a six (6) page set of plans, page one (1) entitled, "AT & T P.O.P. Building," prepared by CIMA Group, last revised 2/27/98, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance, the Planning Commission estimates that the warehouse will generate 5.2 additional vehicle trip ends during the P.M. peak hour. 3. All exterior lighting shall consists of downcasting shielded fixtures. Any change to approved lights shall require approval of the City Planner prior to installation. 4. Prior to issuance of a zoning permit, the applicant shall V, post a $15,000 landscape bond. The bond shall remain in effect for three (3) years to assure that the landscaping takes root and has a good chance of surviving. 5. The Planning Commission approves a sewer allocation of 36 gpd (includes 20% reduction allowed by State). The applicant shall be required to pay the per gallon fee prior to permit issuance. 6. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the zoning regulations or this approval is null and void. 7. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to the use of the building. 8) Any change to the site plan shall require approval by the South Burlington Planning Commission.
