Any new exterior lighting or change in existing lighting shall consist of downcasting shielded fixtures so as not to cast light beyond the property line Any change in lighting shall be approved by the City Planner prior to installation 6. This property is located in Traffic Overlay Zone 6 which allows this property to generate a maximum of 108 PM peak hour trip ends ITE estimates the existing uses to generate 240 vehicle trip ends (vte's) during the PM peak hour. The proposed change in use will reduce estimated vte's to 207 which is a 33 vte or 13.8% reduction. The Planning Commission on 4/23/91 allowed this property to exceed the trip end limit pursuant to Section 17.50 of the Zoning Regulations. It was the Commission's opinion that the Dorset Street improvement project which included the construction of a median along this property's frontage would produce a net benefit in access safety to and from the property. They are still within coverage limitations. Mr. Kleh said there is a problem with the maple trees as they will go over the 30 ft. height allowed by the FAA. He said they would prefer to leave that space open for kids to run around. Mr. Weith said staff feels the site is adequately landscaped. Members had no problem with eliminating the trees. He said the previous signs they had put up were stolen. The location of the entrance will shift a bit. There will be a vestible with a covered walkway. Regarding drainage, a berm will be created to direct water to the back of the property. The Offset House sign will be taken down. Regarding landscaping, Mr. Kleh said they will transplant exist- ing pines up front and will fill these in with two additional pines. Mr. Sheahan noted a shortfall in landscaping value. A building error resulted in the building being located outisde the canopy, and this plan proposes to correct this. Mr. Austin asked the Planner why he felt that increasing the size of the building wouldn't increase traffic. Mr. Weith said the number of pumps isn't changing. Mr. Craig noted they are already 2-1/2 times the allowable traffic. He felt the proposed addition would increase traffic and that there were other things the applicant could do to correct the situation without an ad- dition. Mr. Austin agreed with Mr. Craig. Mr. Smith noted they could reduce the price of gas and add more traffic and there was nothing the Commission could do about that. Mrs. Maher felt since they weren't adding pumps, it would be OK. Traffic: This property is located in Traffic Overlay Zone 6 which allows this property to generate 108 P.M. peak hour trip ends. J �- Board Allows Pizza Putt Expansion The Zoning Board on October 11 granted a conditional use permit to Pizza Putt for 2 expansions totalling 7050 square feet. This would allow an additional 75 seats. Owner David Kleh said he was not looking for new business but enough seats to accom- modate his present customers. Kleh said he would remove the existing Offset House sign and plant more landscaping to clean up the lot. Kleh said his main traffic does not add to peak hour prob- lems on Airport Parkway since his business picks up around 6:30 pm. Zoning Board member Dennis Johnson said he was concerned about traffic flow around the lot. He asked that all traffic exit from this property onto Berard Drive. Kleh said he had put up lots of signs, but they are either knocked over by motorists or vandalized. Johnson suggested moving the main entrance to the facility around to the back, which would force people to use Berard Drive. Kleh said he could not do this since this would force people entering the building to go through the restaurant. Johnson warned Kleh that he might have trouble with the Planning Commission over traffic circulation on the lot and with exiting traffic. The Board granted Pete's Trailer Mart conditional use approval to sell snow- mobiles and to sell and service boats. David McGinnis said he had already been doing this, but only on those taken in trade-in on an RV. He now plans to expand the business to purchase boats for sale. McGinnis said he thought boats and snowmobiles were recre- ational vehicles. Apparently, so did theZon- ing Board. The Board also granted approval for Daniel and Leo O'Brien to park cars in the Conservation/Open Space Zone to allow Vermont National Bank to exit directly onto Kimball Avenue. Atpresent, thebank traffic can only use Williston Road. The Board had approved a similar variance in September of 1992 and gave permission to extend the variance. There will be minor changes to the site and the only changes to the building will be interior modifications to accommodate the proposed uses. This property is in the Mixed Industrial and Commercial District and is located at 1205 Airport Parkway which is on the corner of Airport Parkway and Berard Drive. This property is bounded on the north by a multi -use industrial building, on the east by an industrial building (welding busi- ness), on the south by Airport Parkway an on the west by Berard Drive. Access/circulation: Access to the property is provided by two (2) existing curb cuts, one on Airport Parkway and one on Berard Drive. Both of these curb cuts are approximately 40 feet in width and are proposed to provide two-way access. Circulation through the site is acceptable. Parking: This project requires a total of 35 parking spaces and 57 spaces are being provided including three (3) handicapped spaces. Parking stall dimensions and aisle widths meet minimum requirements. The plan does not show a gravel embankment along the rear of the building adjacent to the 10 space parking area which would require that these spaces be pulled back a couple of feet away from the building. This change should be shown on the site plan. Coverage/setbacks: Building coverage is 22.1% (maximum allowed is 30%). Tabled sketch plan review, application of Mr. James Hardy, 2 lot subdivision, 350-354 White St. Mr. WRrd said that in 1972 the Zoning Board had granted approval for Mr. Hardy to serve the back portion of this land with a 25' right of way. Now he wants to create a lot line which will give the front lot the minimum required area and leave the back lot with over an acre of land. Mr. Hardy had proposed to create a 20' right of way to the back line, but the Commission felt 25' would be better. Mr. Jacob came in at this point. It was noted that the land was zoned R4 and that Mr. Hardy would have a 1 acre piece, so further subdivision of the land in the rear would be possible, although access would be an issue. It was noted that the Commission usually allows 3 lots to be served from a private right of way. The 25' right of way was preferred, especially in light of the possibility of future houses back there. Site plan review, Offset Househ Mr. John McGrath, 1205 Airport Parkway, construction of a 10,000 sq. ft. addition Mr. Ward noted that the applicants had a double lot. They will double the size of the present building with this addition. Sewage will go to the Airport Parkway plant through the applicants' system. The existing on -site system will be abandoned. There is enough capacity for the use. There is an existing curb cut on Berard Drive and the applicants will use that for truck and employee access. They would like to retain the present Airport Parkway access for customers, since their office area is oriented that way. Mr. Walt Adams, representing the Offset House, said there was good sight -distance for both access points and that this new access will make it easier for large trucks to get to the loading docks. He said there would be a drive all the way around the building which would connect the two parking lots, 3. PLANNING COMMISSION NOVEMBER 22. 198 all voted for it. It was noted that a revised plan will have to be submitted, showing the setback and the area in which cars can be parked. Site plan review, Paul Adams lot #17 Berard Drive to construct a 6,000 s . ft. stora a warehouse facility Mr. Mike Dugan represented Mr. Adams and noted that this was the last lot on Berard Drive and the entrance would be off the existing cul-de-sac. He said they had found a suitable site for on -site sewage disposal. Mr. Poger felt the application was not totally prepared, referring to the 3 comments in the City Engineer/Manager's 11/18 memo. Mr. Dugan requested that the City Planner be able to approve the plan after the 3 comments are taken care of, since they want to start work soon. Mr. Burgess noted that a building permit could be held until those comments were resolved. He felt the Commission always listened to the particular circumstances developers found themselves in. Mr. David Greenberg explained that the Temple would need very little sewer capacity and it might take them a long time before they could build. Mr. Jacob felt the 2 year allocation should be given, with a possible 1 year extension after that, if needed. Mr. Greenberg said the Mormon driveway would be 180' away from their proposed drive here and it will be 80' from the proposed drive to the property line. The offer of dedication for future road widening was discussed. Mr. Greenberg said the Temple would make the offer, although he wondered if the 25' triangle the City Manager had requested at the corner was too large. It was noted that the Commission had already made the recommendation to have this zone change in the Master Plan. They saw no problems with the change, and looked favorably on it. If there is a zone change, things to be considered on the plan submitted are the road entrance lining up with the Swift Street Extension, extending the interior roads to other properties, perhaps having the entrance road on a property line so it could serve other properties, and concern over having a safe entrance to Hinesburg Road. Some lots will have to be enlarged. Mr. Mona wanted to be sure rights of way were extended to the southeast and northwest corners of the property. Site approval of John McGrath, 1205 Airport Parkway, addition to the Offset', House Inc. Mr. Walt Adams said that Mr. McGrath had a 6500 sq. ft. building 80, off the property line and he wanted to attach a 4,000 sq. ft. building in an L-shape. He employs 33 people on 2 shifts and does not anticipate any initial employment change. 2/3 of the building is taken up with paper and equipment and they need more working room. A new loading dock will be added in the rear. Equipment and paper is brought in on tractor -trailer trucks (1 per day) and goes out in smaller quantities on smaller trucks. The plan shows 18 employee parking spaces and some customer parking. This amount conforms to the ordinance requirements. The new plan will provide for better circulation for large trucks. Mr. Woolery moved that the South Burlington Planning Commission approve the site plan application of the Offset House, Inc. for a 4,000 sq. ft, addition to an existing building at 1205 Airport Parkway, as depicted on a plan entitled 1. This contract calls for removal and replacement of the septic tank due to its position and in accordance with state regulations for the expected flow. The area of the septic field is mown and is used as a picnic lunch area during the summer so a failure of the field would be quite obvious.
