HomeMy WebLinkAboutSP-99-09 - Decision - 0075 Green Mountain Drive#SP-99-09 FINDINGS OF FACT & DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Findings of Fact, application of Wiemann-Lamphere Architects to amend a previously approved plan for a 25,200 square foot building with 13,700 square feet of educational facility use and 11,500 square feet of research and testing laboratory use. The amendment consists of converting 4800 square feet of research and testing laboratory use to general office use, 75 Green Mountain Drive. & On the I' �iZ ' day of April, 1999, the South Burlington Director of Planning & Zoning approved the request of Wiemann-Lamphere Architects for site plan review under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of amending a previously approved plan for a 25,200 square foot building with 13,700 square feet of educational facility use and 11,500 square feet of research and testing laboratory use. The amendment consists of converting 4800 square feet of research and testing laboratory use to general office use. The only issues affected by this amendment are traffic, landscaping, parking and coverage. 2. The owner of record of this particular property is Pammella Starbuck. 3. This property located at 75 Green Mountain Drive lies within the C2 District. It is bounded on the north by a vacant building, on the west by Green Mountain Drive, on the east by UVM Horticultural Farm and on the south by the access driveway to the UVM Horticultural Farm. 4. Coverage: Building coverage is 22% (maximum allowed is 30%). Overall coverage is 58.6% (maximum allowed is 70%). Front yard coverage is 52.2% (maximum allowed is 30%). This is an existing situation which will not be made worse by this application. 5. Landscaping The minimum landscaping requirement, based on building costs, is $750 which is not being met. The site is well landscaped so no additional landscaping is recommended. 6. Traffic: ITE estimates that the current uses generate 64.4 vehicle trip ends (vte's) during the P.M. peak hour and the change in use will result in no additional vte's. This property is approved for 8 1. 1 vte's. 7. Parking: The proposed uses require a total of 50 spaces and 52 spaces are being provided including three (3) handicapped spaces and a bike rack. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Director of Planning & Zoning approves the site plan application of Wiemann-Lamphere Architects to amend a previously approved plan for a 25,200 square foot building with 13,700 square feet of educational facility use and 11,500 square feet of research and testing laboratory use. The amendment consists of converting 4800 square feet of research and testing laboratory use to general office use, 75 Green Mountain Drive, as depicted on a plan entitled "Pavement Expansion 75 Green Mountain Drive South Burlington, VT.," prepared by Wiemann-Lamphere Architects, Inc., dated 3/ 10/99, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. Pursuant to Section 26.105(a) of the zoning regulations, the Director of Planning & Zoning grants the applicant a $750 credit for existing landscaping on the property. 3. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the zoning regulations or this approval is null and void. 4. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to the use of the newly converted space. 5.
