FINDINGS OF FACT & DECISION
STATE OF VERMONT
COUNTY OF CHITTENDEN
CITY OF SOUTH BURLINGTON
Findings of Fact, application of Wiemann-Lamphere Architects to amend a previously approved plan for
a 25,200 square foot building with 13,700 square feet of educational facility use, 6,700 square feet
of research and testing laboratory use, and 4,800 square foot of general office use, 75 Green
Mountain Drive. The amendment consists of modifying the parking layout.

On the 1 day of June, 1999, the South Burlington Director of Planning & Zoning approved the
request of Wiemann-Lamphere Architects for site plan review under Section 26.10 of the South
Burlington Zoning Regulations based on the following findings:
1. This project consists of amending a previously approved plan for a 25,200 square foot building
with 13,700 square feet of educational facility use, 6,700 square feet of research and testing
laboratory use, and 4800 square feet of general office use. The amendment consists of modifying the
parking layout. The only issues affected by this amendment are landscaping, parking and coverage.
2. The owner of record of this particular property is Pammella Starbuck.
3. This property located at 75 Green Mountain Drive lies within the C2 District. It is bounded on
the north by a vacant building, on the west by Green Mountain Drive, on the east by UVM
Horticultural Farm and on the south by the access driveway to the UVM Horticultural Farm.
4. Coverage: Building, overall and front yard will not change. The applicant is proposing to remove
a parking space along Green Mountain Drive in order to maintain the same front yard coverage
(52.1 %).
5. Landscaping: Several existing trees will be removed to accommodate the expanded parking lot.
The trees to be removed should be identified and the type of replacement tree noted.
6. Parking: The proposed uses require a total of 50 spaces and 51 spaces are being provided
including three (3) handicapped spaces. The plan should be revised to show a bike rack.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Director of Planning & Zoning approves
the site plan application of Wi emann- Lamphere Architects to amend a previously approved plan for

a 25,200 square foot building with 13,700 square feet of educational facility use, 6,700 square feet
of research and testing laboratory use and 4800 square feet of general office use, 75 Green Mountain
Drive.. The amendment consists of modifying the parking layout as depicted on a plan entitled "Site
Plan, Pamela Starbuck Properties," prepared by Wiemann-Lamphere Architects, Inc., dated 4/16/99,
with the following stipulations:
1. All previous approvals and stipulations which are not superseded by this approval shall remain in
effect.
2. Prior to issuance of a zoning permit, the site plan shall be revised to show the changes listed
below. Three (3) copies of the revised plans shall be submitted to the Director for approval,,
a) The plan shall show a bike rack.
b) The plan shall indicate the trees to be removed and note the type and size of replacement
trees.
3. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of
the zoning regulations or this approval is null and void.
4. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer
upon completion of the improvements..
5. Any change to the site plan shall require approval by the South Burlington Planning Commission.
